About the Job

Development Expertise Center DEC is a local CSO established in 2007 and re-registered in May 2019 as per the new Authority for CSO Proclamation by the Ethiopian government bearing a registration number of 0009. The organization has five major programs; Child Well-being and Education Development Program, Gender and Life Skill Development, Employable Skills Development Program, Advocacy, and Humanitarian Emergency Program. DEC actively works in six National Regional States and one city administration of Ethiopia namely Amhara, Afar, Oromia, Tigray, Gambela, Benishangul Gumuz, and Addis Ababa City Administration.  DEC would like to recruit for the following position.

Role and responsibilities 

  • Develop Project Plans; maintain comprehensive project documentation and reports.
  • Contribute to technical excellence at consortium by being an active member of the technical working lab assigned.
  • Provide technical assistance to project implementation to foster continuous improvement in quality in both programmatic and operational performance.
  • Create a good and collaborative work atmosphere with the Program Coordinator and grassroots community. 
  • Mobilizes resources initiates and implements projects, and ensures achievements to attain the organization’s mission and objectives.
  • Deploy innovative tools and methodologies for their project implementation. 
  • Ensures, and Supports that the program/ project strategic objectives and results are fully achieved and meet expected technical quality standards.
  • Participate in the preparation of project proposals, timeframes, schedules, and budgets.
  •  Communicate and cooperate with relevant stakeholders to identify and define project requirements, scope, and objectives.
  •  Responsible for maintaining crucial project documents that track project progress.
  •  Closely watch the project schedule, monitoring deadlines for each project task.

Education and work experience

  • MA in Economics, Agricultural Economics, Social Work, Project Management, or related field with 7 years and above CSO experience in a similar or related position.

  • Participates in the planning, coordination, monitoring, evaluation, and reporting activities of Programs/Projects. 
  • She/he designs and participates in all MEL-related activities, mobilizes resources, initiates and checks the implementations of programs/projects, and fosters collaborations to attain the organization’s mission and objectives.
  • Work to provide support on  leadership, oversight, and coordination for the PMEL unit,
  • Plan assessment and Research activities of DEC projects with a clear methodology that supports the efficient implementation and achievement of goals.
  • Preparing and timely submitting all project-related reports and documents.
  • Support Program teams to provide timely and quality reporting to inform the management team

Role and responsibilities 

  • Support field-level needs assessments; youth-led community project identification, and business proposal development activities.
  • Participate in the preparation of a detailed implementation plan in collaboration with another project team particularly on youth and Women’s economic empowerment activities.
  • Establish working relationships and partnerships with government partners, donors, private actors, and other stakeholders to enhance structured opportunities for youth economic empowerment.
  • Provide capacity-building training to the members on different themes, cascade different ToT training, and ensure the quality of economic strengthening interventions.
  • Promote and support target groups and coalitions to innovate and/or create different ways to generate income such as fundraising initiatives and external funding via grants and sponsorship to ensure the sustainability of the youth centers and community projects.
  • Support planning, organization, and implementation of  events including workshops, awareness-raising campaigns, and experience-sharing opportunities for youth and Women’s economic empowerment   
  • Support and facilitate  the implementation of entrepreneurship-related activities as per the set work plan and methodologies
  • Support the engagement of youth and women in opportunities from the private sector within the targets.

  • Support target groups, identify skill gaps in the youth and women coalition, and coach them. Strengthen public-private partnerships.
  • Provide capacity-building training to the group leaders and members on different themes, and cascade different ToT trainings. Support and contribute significantly to the ongoing development of employability skills development and support

  • Maintain financial files and records &oversee the accounts payable and accounts receivable. 
  • Issue, code, and authorize purchase orders.
  • Reconciles the accounts payable; the accounts receivable and weekly deposits.
  • Manage distribution of utility bills and collections of accounts.
  • Handles settlement of advances made to partners and prepares reimbursement requests documents/ correspondence and expenditure reports.
  • Monitors grant-related expenditures and ledgers; prepares annual expenditure reports.
