Job Summary:
At RFSA, our Data Management and Geospatial Analyst is at the forefront of leveraging satellite imagery to drive key organizational and project decisions. You’ll be combining your deep knowledge of GIS, remote sensing, and satellite data to provide actionable insights within RFSA. You will facilitate the achievement of project objectives through coordinating and reporting on all Resilience Food Security Activity (RFSA) activities related to GIS, remote sensing, and satellite data and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that the GIS, remote sensing, and satellite data for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve. You will ensure all spatial data is managed in line with CRS and USAID BHA data protection guidance. You will also guide the timely and accurate collection of data using RFSA digital tools and ensure the quality of data in the respective platforms reflects facts in the field.
Job Responsibilities:
- Source, process, and interpret high-resolution satellite imagery. Integrate satellite data with other spatial and non-spatial datasets, ensuring its integrity, quality, and accuracy. Organize, maintain, and update GIS and remote sensing databases within Ifaa.
- Conduct advanced spatial and imagery analyses to detect patterns, trends, and anomalies. Combine diverse data sources, including satellite imagery layers, to create comprehensive datasets.
- Design and produce comprehensive maps and charts that incorporate satellite imagery. Generate satellite imagery products tailored to the specific audience or project needs.
- Create spatial models using satellite imagery to simulate and predict real-world scenarios and provide solutions and recommendations based on these predictive analyses.
- Collaborate with internal teams, stakeholders, or clients to tailor geospatial and imagery projects. Present findings through detailed reports and visual presentations, recommending informed actions.
- Stay updated with the latest in GIS, remote sensing, and satellite imagery technologies and methodologies. Engage in professional workshops, conferences, and training sessions that emphasize satellite imagery.
- Organize and lead the implementation of digital data and device management initiatives as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
- Guide the timely and accurate collection of data using RFSA digital tools and ensure the quality of data in the respective platforms reflects facts in the field. Where RFSA uses manual data gathering formats, you will ensure all the data is timely digitized to respective digital applications.
- Supervise digital data collection and perform ad-hoc inspections of data management devices and processes at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.
- Support and coordinate capacity building and technical support activities associated with device management and digital data collection to ensure assigned project activities are implemented per project guidelines and standards.
- Ensure project documentation for device management and digital data collection is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices
Job Requirements
Typical Background, Experience & Requirements:
Education and Experience
- Master’s degree in Geoinformatics, Geography, GIS, Remote Sensing, or a related field or a bachelor’s degree with more than five years experience in GIS, remote sensing.
- Minimum of 3-4 years of work experience in project support, ideally in the field of digital data collection tool digitization, device management, data visual development and MEAL system in an INGO sector.
- Demonstrated proficiency in GIS software (e.g., ArcGIS, QGIS) and satellite imagery platforms.
- Familiar with data collection platforms (e.g., ODK, Survey123, Kobotoolbox)
- Strong understanding of remote sensing tools, techniques, and satellite imagery interpretation.
- Excellent communication and presentation skills.

Job Responsibilities:
Subrecipient financial management
- Assess and regularly monitor subrecipients ability to safeguard financial resources entrusted to them. In addition, assess and monitor their ability to accurately record and post all financial transactions.
- Work closely with sub-recipients to ensure that they design and implement effective internal control improvement plans.
- Build and strengthen the capacity of sub-recipients in the area of financial management.
- Ensure donors’ requirements are included in subrecipients’ agreements, and systems are in place to promote compliance.
- Ensure the sub-recipients advances and liquidations are managed in accordance with the Subrecipient’s Financial Management Policy and the terms of the related sub-recipients agreements.
- Monitor grant agreements to ensure spending is within obligated budgets and the approved project periods; communicate with budget holders/program managers when new agreements are signed, or existing agreements are modified.
- Understand and keep abreast of changes in the local legal environment and ensure that the subrecipients adhere to local laws that pertain to taxation and other areas of financial management.
- Maintain good working relationships with sub-recipients based on mutual respect and effective communication.
- With collaboration with the finance staff assist internal, government and/or donor audits.
Managing Gateway
- Update the Monitoring Schedules with planned Visit Dates when monitoring trips are planned and actual Visit Dates after the monitoring trips are completed.
- Upload monitoring trip report and other related documents.

- B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
