INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia, including WASH and shelter provision, youth protection, gender-based violence response, awareness-raising protection monitoring and livelihood support for vulnerable communities affected by conflicts and shocks.

OVERALL PURPOSE OF THE ROLE:

The Monitoring, Evaluation, Accountability, and Learning (MEAL)- Hotline Assistant is the primary point of contact between a caller and the DRC. This role is important in leaving callers with a positive impression of the DRC and in ensuring the DRC understands and, when appropriate, can be responsive to their needs. S/he must maintain a good overall understanding of the DRC’s activities and operations in Ethiopia, feel a sense of ownership in responding to the feedback/complaints of callers, and be able to distinguish between calls that can be addressed directly and others that will require to be routed to the appropriate departments and/or to the delegation management.

RESPONSIBILITIES

  • Understand the DRC accountability framework and Core Humanitarian Standards and ensure complaints and feedback are managed in such frameworks
  • Make sure that DRC-compliant mechanisms are fully exercised, compliant welcomed, registered, timely responded to, properly documented, and reported appropriately
  • Receive feedback from feedback providers via the DRC CFM phone hotline number
  • Translate a complaint from the original or local language into written English.
  • Record all incoming calls via the CFM phone hotline fill in the database and ensure information received from affected people is classified into pre-determined feedback categories
  • Understands that some concerns/issues require confidential and sensitive treatment and behaves accordingly
  • Report to the Accountability Coordinator about all feedback received through the DRC CFM phone hotline
  • Assist the Accountability Coordinator in referring the feedback to other agencies or follow up the feedback to complainants
  • For programmatic issues or non-sensitive issues, respond to the outcome of complaint handling to the complainant via CFM phone
  • Communicate back to beneficiaries on the responses given to their submitted complaint
  • Being aware of issues of sexual exploitation and abuse (SEA) and ensuring that mechanisms are gender sensitive and SEA cases are handled in the right way

 Other

  • Acquires and maintains a good understanding of the Community Feedback Mechanism SOP and the DRC’s Code of Conduct policies
  • Ensure compliance with DRC MEAL minimum standards.
  • Ensure compliance with the zero-tolerance to Sexual Exploitation and Abuse policy
  • Any other duties as may be assigned by the Supervisor

Job Requirements

  •  A minimum of 1-year experience in a similar field of activity within a busy environment, preferably in an NGO sector.
  • A diploma in social sciences or related field
  • High-level knowledge and practice with all Microsoft Office products.
  • Ability to adapt to technology and IT tools
  • Attention to detail and organization of work
  • Clear and Effective Communication, with high-quality empathy, patience, and a positive attitude.
  • Fluency in Tigrigna (Fluent), Nuer/Aguak (Fluent), Somali(Fluent), and Afar(Fluent)
  • Knowledge of the Amharic language in addition to the local languages is an advantage.

EDUCATION: (include certificates, licenses, etc.

  • A diploma in social sciences or related field

The organization has offices across the region and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

The Monitoring, Evaluation, Accountability and Learning Officer will support the MEAL Specialist in the field offices and provides the necessary support in the implementation of effective Monitoring and evaluation system/activities in the field office.

Responsibilities: (in bullet points)

  • Support to DRC MEAL strategy
  • Ensure full compliance with DRC’s Global MEAL model and DRC Ethiopia MEAL framework at the field office
  • Maintain DRC MEAL systems and tools used to track project implementation progress and analyze the information to measure project results and progress and used for decision making purposes
  • Planning monitoring, evaluation and reporting
  • Support the field office specialist in the development and operationalization of MEAL plans for all projects in Dollo Ado based on project documents and existing MEAL systems
  • Conduct regular monitoring visits to all projects activities to ensure projects are on the right track and implemented based on the desired and provide timely feedback to inform decision making
  • In close collaboration with the field office MEAL specialist, ensure  the use of proper  sector-specific data collection tools and the required data is generated.
  • Engage in data collections of several surveys/ assessments per the guidance from the MEAL specialist. The officer engaged in recruitment, training and managing data collectors and also data is properly collected per the desired quality and time and ensure all captured data is managed according to protection information management standards and best practices.
  • Engage in data analysis and drafting of survey reports
  • Engage in updating different monitoring tools including indicator trackers and ensure they are updated per the desired timeline and quality
  • Engage in implementing data quality assessments and audits per the DRC guide and report the findings of the assessment results
  • undertake validation analysis of programmatic reports and facilitating improvements of record keeping and programmatic data reporting.
  • Compile monitoring related reports and submit to the MEAL specialist with the desired quality and timeline
  • Accountability and lesson learnt
  • With guidance from MEAL Specialist, undertake data collection to generate lesson learnt and analyze it.
  • In collaboration with the country-level Accountability Specialist and field office MEAL specialist, engage in assessment of complaint and feedback mechanisms as well its establishment under the intervention areas under the field office.
  • Support/engage in the developing information sharing materials and events
  • Engage in establishment and implementation functional of Beneficiary Feedback and Response Mechanism
  • Ensure the complaints are received, recorded, documented and responded appropriately
  • Support the field office MEAL specialist in analyzing the CFM data’s and further use.  
  • Provide support in reviewing government and donor reports and verifying consistency between collected data, means of verification and reports.
  • Assume other MEAL responsibilities at the field office level per the guidance from the MEAL specialist

Job Requirements

Experience and technical competencies: (include years of experience)

  • A minimum of 2 years of MEAL experience within the humanitarian or NGO field.
  • Demonstrated experience translating log frames and results frameworks into monitoring plans, developing data collection tools and protocols, leading data collection and management process, designing and managing databases, and analyzing data.
  • Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis.
  • Excellent analytical, presentation, and report writing skills.
  • Experience using software applications such as Excel, or statistics software such as SPSS, .
  • Previous experience with electronic or mobile data collection such as Kobo toolbox.
  • Ability in managing several activities effectively with desired quality and detail as well meeting deadlines
  • Technical skills in CHS, accountability, and establishing functional CFM systems

EDUCATION: (include certificates, licenses, etc.)

  • University degree in statistics, economics, social sciences, development studies or related discipline.

LANGUAGE:

  • English skills will give an advantage
  • Fluency in the local language
  • Proficiency in any other local language preferred
