Human Resource Management Division Head

Job Description

Derba Transport Plc, which is engaged on freight transport service, would like to hire qualified applicants on the following job position. 

Main Duties and Responsibilities 

Directly accountable to the Human Resource and Administration Department Manager, the major functions of the Division include: planning, organizing, directing, coordinating  and controlling the human resource management activities; administering recruitment, promotion, transfer, termination, and discipline matters in accordance with delegated authority; administering employees’ salaries and wages, and social security matters and overall welfare, health and occupational safety and benefit packages of the company’s human resource; developing and implementing  short and long term human resource plans.

Detail Duties and Responsibilities

  • Plans, organizes, directs, coordinates and controls the human resource management activities of the company;
  • Ensures that the labor law, the collective agreement and other internal human resource management rules and regulations are consistently and properly applied across the company;
  • Develops and implements modern and effective human resource system that attracts, handles/ manages, motivates and retains competent employees;
  • Ensures integration, collaboration and harmony among employees of the company;
  • Administers recruitment, promotion, transfer, termination, and discipline matters in accordance with delegated authority, organizational structure, staffs plan, job specifications, the Labor Law, the Collective Agreement and the policies and procedures manual in place.
  • Facilitates and performs induction and orientation to recruits with respect to the mission, vision/objective, organizational setup and other milestones of the company;
  • Fosters good industrial relation in the company and handles possible grievances and disputes among the management and trade union and root causes thereof;
  • Manages centrally filed personnel records of the company;
  • Administers employees’ salaries and wages, and social security matters and overall welfare, safety and benefit packages of the company’s human resource;
  • Administers disciplinary matters and other personnel actions in accordance with pertinent policies and procedures of the company and refers personnel matters that are beyond delegated authority to the department, disciplinary committee and higher management levels;
  • Schedules and administers the different leaves of employees;
  • Participates in contract negotiations that set the foundation and the rules for the on-going Labor- Management relationship;
  • Maintains an up-to-date database on human resource matters;
  • Assesses companywide personnel problems such as labor turnover, low morale, employee grievance, indiscipline, disputes, etc. and take remedial measures;
  • Prepares and manages the health and occupational safety matters policy & strategy of the company;
  • Conducts investigation of accidents and unsafe working  conditions, studies possible causes and recommends remedial actions;
  • Conducts occupational health and occupational safety trainings  and education programs for management, supervisors and workers on occupational health and safety practices, measures and legislation and demonstrates the use of safety equipment;
  • Formulates human resource development programs for the company in line with the prevails HR strategy, in consultation  with major pertinent management and staff members and gets it approved and implemented;
  • Reorients the human resource of the company in line with new needs and changes, assesses attitudinal problems of the human resource, if any, and works towards desired behavioral changes;
  • Designs and administers knowhow transfer, experience sharing  trainings and development  programs and evaluates their effectiveness;
  • Develops & implements specific and general, internal and external trainings and human resource development programs based on training  need assessment results, following all appropriate steps;
  • Develops and implements evaluation procedures for all trainings and staff development programs and modifies training  programs accordingly;
  • Evaluates the result and effectiveness of each training, and the impact of training on employees productivity;
  • Communicates job expectations; plans, monitors, appraises, and reviews job contributions;
  • Maintains an up-to-date database on human resource matters; prepares personnel related reports and statistics;
  • Prepares and submits periodic reports of the Division;
  • Performs other related tasks of the work unit as required.

Job Requirements

Qualifications: 

  • From recognized university second degree in Management/ Business Administration/ Business Management/ Human Resource Management/ Personnel Management/Public Administration and 6 years related work experience, of which 2 years in a supervisory position ; 
  • From recognized university/college first degree in Management/Business Administration/ Business Management/ Human Resource Management/ Personnel Management/ Public Administration and 8 years related work experience, of which 3 years in a supervisory position

General Accounts & Costing Division Head

Detail Duties and Responsibilities

  • Organizes, directs, coordinates and controls the general accounts activities of the company;
  • Develops and proposes accounts policies and procedures; 
  • Directs the plans, installation and maintenance of proper accounts system such as charts of account, coding, schedules and accounts control;
  • Verifies the accuracy of prepared vouchers, transactions, correspondence and other documents in accordance with company procedures and delegated authority;
  • Follows up and ensures that entries for adjustments, closing of accounts, posting and reconciliation of ledgers, aging of accounts, accruals and corrections are timely prepared;
  • Ensures documentation  and encoding /recording of  financial data of the company as per prescribed system of finance;
  • Monitors and controls orderly clearance of payables and receivables;
  • Ensures the maintenance of fixed assets register and the preparation of schedule for fixed assets depreciation;
  • Follows  up Stock Movement & produces monthly Reports; 
  • Arranges for and submits financial source documents and accounts records of the company for audit; 
  • Ensures the timely closure of books of accounts and the preparation of various financial schedules for annual reports;
  • Conducts periodic inventories of property and prepares statements reflects appreciated and depreciated value;
  • Analyzes ledger balances and preparation of financial statements such as balance sheet, income statement and cash flow statement; certifies and insures correctness;
  • Monitors the working  capital management of the company through liquidity measures; 
  • Ensures that the company meets its short and long term financial obligations;
  • Prepares cash flow forecasts and identifies sources of finance for operational and investment activities;
  • Devises, installs or controls systems for determining  cost of service;
  • Tracks and accumulates stock control data of the company as per established cost centers, encoding and timely reports; 
  • Classifies, accumulates and allocates costs as per the costs system in place;
  • Prepares cost estimates of new or special service for to determining rates/ offer for tender;
  • Maintains responsibility for inventory accountability, verification of actual costs and computation of variances;
  • Maintains cost data necessary for the development and evaluation of plans and control of performance;
  • Prepares and timely submits regular and exceptional reports on the performance of the Division;
  • Performs other related tasks of the Division as required.

Job Requirements

Qualifications:

  • From recognized university second degree in Finance, Training in accounting software application & IFRS and 6 years related work experience, out of which 2 years in supervisory position;        
  • From recognized university/college first degree in Accounting & Finance/ Accounting and 8 years related work experience, out of which 3 years in supervisory position
