Program Background:
The Agriculture Commercialization Cluster (ACC) a flagship program being implemented by the ATI. The ACC functions as a multi-stakeholder program which brings together diverse public, private and development partners on a common goal, i.e. transformational, sustainable, and inclusive impact on smallholder farmers and the agricultural sector through commercialization​. ATI primarily plays a strategic role to define prioritized interventions, coordinate activities and implement selected interventions. The ACC was devised based on best practice international examples as Ethiopia’s size and agro-ecological diversity necessitate a manageable, tailored solution for rapid enhancement across a 11 commodity value chains. ​
The ACC’s geographical commodity clusters drive integration and effective execution of multiple prioritized interventions across each value chain, between various actors, and across enabling support sectors.​ The interventions have a heavy focus on commercial viability of specific value chains to ensure effective policy action and sustainable investment.​ Through these interventions, the ACC aims to leverage the expertise of diverse actors in Ethiopia to commercialize smallholder agriculture through an inclusive and environmentally sustainable approach, increasing employment and income for the rural population.​
POSITION SUMMARY:
The data management and analysis senior technical expert will report to the data management team leader and will work with the ACC and other project teams. The expert will collect data, analyse, and create dashboards for decision makers based on the required use cases.
The senior technical expert will be tasked with coordinating the data tracking and management activities across approximately 15 projects of the program and across the 4 implementation regions. The senior technical expert will act as a liaison and focal person for all data and performance related information of the ACC program.
The ideal data management and analysis senior technical expert possesses a passion for improving the lives of small-holder farmers, and familiarity with Ethiopia’s agricultural system. The candidate should have strong skills and experience in data tracking & management, project management, stakeholder management and coordination. In addition, s/he should possess the operational ability to mobilize and leverage stakeholders across the program.
ACCOUNTABILITY:
The STE I Data management and analysis is responsible for data collection, management, analyse and generate report for decision makers. He/she is accountable for:
· Identify new sources of data and methods to improve data collection, analysis, and reporting.
· Pursue data quality, troubleshoot data validation, and see issues to resolution.
· Update data, reports, and dashboards within the assigned timeline and due dates
· Handle internal and external data request.
RESPONSIBILITIES:
Identify new sources of data and methods to improve data collection and analysis
· Design studies, data collection tools, and analysis plans
· Lead and manage the data collection of ACC projects and others using Kobotoolbox tool.
· Draw program performance insights from data points collected across project teams
· Ensure data and information collection tools, processes, and procedures are complying.
· Ensure data collection is optimized to provide crystal-clear visibility into the past, present, and future behaviours of our users.
· Develop alternative ways of sourcing data working with project teams and partnering with external stakeholders when needed
· Extract data from different format and import it to central database.
Pursue data quality, troubleshoot data validation, and see issues to resolution
· Analyse structured and unstructured data using quantitative, qualitative, and/or mixed methods
· Retrieve data from database or electronic files as requested
Update data, reports, and dashboards within the assigned timeline and due dates
· Facilitate ACC projects’ performance data collection activity from both head office and regional project teams and on monthly and quarterly basis
· Identify performance gaps and justifications for extreme (both high and low) performance values of projects
· Work with the project teams to develop action plans based on decisions and directions given on performance review sessions:
· Identify areas of improvement in data tracking and reporting through regular follow up with project teams and ACC leadership
· Maintain and report on accuracy and timeliness of documentation submission
· Create dashboards by pulling data from different sources and present them to management team
· Collaborate with teammates, leaders, and managers to determine and address data and reporting needs for various projects
· Ensure that best practices are collected and documented and ensure the application of lessons and best practices form previous efforts or other external sources
Handle internal and external data request
· Entertain any data request comes from internal and external users based on the data policy
· Document and create rules relating to data standards and definitions
Collaboration with the stakeholders
· Works closely with project stakeholders and fellow team members to suggest and deliver appropriate solutions to operational challenges.
· Works with the team to understand and leverage data sources into the datahub.
Provide Capacity building
· Prepare user guide documentation for all trainings
· provide data collection (kobotoolbox) training for project staffs.
· Provide Power BI training for Analytics and ATI staffs.
Job Requirements
- MSC Degree in Information and communication Technology, Computer Science, Statics, or related fields with at least 6 years’ experiences
- Expert knowledge of various relational databases to include SQL server, mySQL and PostgreSQL required.
- Extensive experience working with database queries.
- Experience on python and R.
- Experience in Data Visualization tools such as PowerBI, Tableau and SQL Server Reporting Services
- Experience using, configuring, and managing of Microsoft SharePoint
- Familiar with data collection and analysis tools (Kobotoolbox, ODK and other),
- Strong analytical skills, especially with agriculture data
- Works well collaborating with others.
- Strong communication skills – both oral and written
- Comfortable navigating complex data structures in Databases to retrieve data
- Fluency in Amharic and proficiency in English are essential. Knowledge of other Ethiopian languages is a plus

POSITION SUMMARY:
Data management team is established to managing data and documents in ATI. The team is responsible to collect, manage and organize data and documents from projects, and analyse, generate reports for decision makers. The team also develop datahub to improve the advisory system, avail the data set, and handle the data request by consolidate data from different database systems.
Data management officer will report to the data management team leader. The Data management officer is responsible for collecting, analyzing, and reporting on data from projects and implementation regions of the ACC program. This includes data from all ACC projects and the four implementation regions.
ACCOUNTABILITY:
The Data management officer is responsible for data & document collection, analyse and generate report for decision makers. He/she is accountable for:
- Developing and Implementing Data management strategies
- Managing Data Quality and Accuracy
- Ensuring Data Security and Privacy

RESPONSIBILITIES:
- Implementing Data Management Strategies
- Determining ATI’s data needs and developing strategies to meet those needs.
- Develop and implement data architecture
- Ensure that all of the ATI’s data assets have metadata loaded into the data catalogue
- Managing Data Quality and Accuracy
- Working together with the Data team, ACC projects teams, the planning team and others; support design, development and roll out of enhanced planning, project management and reporting templates, tools, processes and systems, and serve as a liaison and resource person for the ACC program
- Ensures the collected data is accurate, complete, and consistent.
- Implement processes and procedures to maintain data quality, such as data validation and quality control
- To guarantee that all data created from diverse source systems comply with quality requirements, lead initiatives under the direction of Data Governance Committee.

- Collect performance data across a host of KPIs from projects and implementation regions of the ACC program on a monthly and quarterly basis
- Engage with the Planning and reporting and project teams to continuously monitor and identify data and reporting anomalies and recommend solutions including tools, processes and systems to address these challenges

POSITION SUMMARY:
The Senior Ethics Officer is accountable for the specific deliverables of the Ethics Unit, focusing on study and capacity building to ensure transparency and accountability in the Institute operations by safeguarding the procedures are free from corruption and impropriety. The Senior Ethics Officer reports to the Director of the Ethics Unit and is responsible to study the risk of corruption vulnerability areas; facilitate capacity building trainings and other platform to enhance staff & leadership knowledge and attitude on ethics and prevention of corruption; conduct income and asset registration and declaration for staff and leadership; and monitor the implementation of established procedure for corruption prevention, receive, organize, and analyze corruption incidents come through whistleblowing.
Responsibilities
- Identify knowledge and attitude gap of staff and leadership on ethics and prevention of corruption and develop capacity building training and other learning platforms (email communication, events, and other communication channels) to fill the identified gaps.
- Conduct a study on corruption and impropriety vulnerability in the Institute, including areas of conflict of interest of leadership and employees; and prepare an assessment report including recommendations and forward it to the Institute concerned body for further processing.
- Organize information collection from the Institute’s employees for the incidence of corruption, analyze it to further processing and decision making.
- Support the revision of the Institute’s corruption prevention strategy, and code of conduct for the leadership and employees of the Institute in coordination with other concerned bodies and follow up its implementation; and ensure that the revised strategy and code of conduct is timely communicated to all leaders and staff; follow the implementation.
- Coordinate the income and asset declaration and registration of all leadership and employees of the Institute and follow the implementation of the registration through digital system and other alternatives channels.
- Ensure the respect of anti-corruption laws and give advisory service for the organization for their implementation.
- Follow up on the internal and external audit finding rectifications.
- Facilities to make an integration with other organs which work on building ethics and prevention of corruption.
- Perform other duties assigned by the supervisor or by other appropriate staff of the Institute.
Job Requirements
- Bachelor’s or master’s degree in law, Ethics and Civics, Good Governance, Economics, Business Administration, Sociology, Management, or other related fields.
- At least 6 years of experience working in above stated fields for BA and 4 years for master’s degree.
- A nuanced understanding of Ethiopia’s anti-corruption policies.
- Experience in identifying potential areas of work that are vulnerable to corruption and impropriety and conducting ways of correcting working methods studies.
- Excellent data collection and analysis as well as analytical skills pertaining to corruption prevention and ethical building.
- Experience in training need assessment and development of capacity building training and other learning platforms

The programmatic focus of the Institute responds to a core set of needs identified by the Ministry of Agriculture and other sectors along commodity value chains. Across the programs, the ATI engages public, private, and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models. Job Summary
Working as a member of the Partnership Team, and under the guidance of the Director and the Senior Partnership Officer (SPO), the Project Officer II/Partnership:
Takes the responsibility for supporting various partnership tasks of the ATI with a major focus on liaising and facilitating partnership activities between ATI and its key stakeholders, namely development partners, Government organizations, non-governmental organizations, and the private sector. The Project Officer II will also be responsible for timely monitoring, supporting, and backstopping annual planning and programmatic reporting that needs to be executed with the required quality. In this connection, the Project Officer II will closely work with the Director of the partnership team, the Senior Partnership Officer, and respective program teams to monitor and support the timely execution of planned activities in compliance with the agreement entered with development partners and government counterparts. The Project Officer II will coordinate his/her activities with all ATI program teams and consolidate the follow up and monitoring undertaken by the Director by channelling comments on both the technical and financial aspects of project proposals, narrative reports, etc and consolidating and ensuring incorporation of all required inputs for appropriate execution of projects. The Project Officer II will also work in close cooperation with the Director and SPO and link all activities of program/project teams and operations team such as (procurement, and finance etc ) to track and follow up the progress of planned activities, new partnerships, and other related tasks.
The performance of the Project Officer II will be evaluated primarily based on performances as measured by the level of achievements of expected results and the level of commitment shown in shouldering duties and responsibilities and delivering concrete results. The results are the ones related to his/her areas of engagement in terms of the quality and timely delivery of various assigned tasks within the agreed timeline.
Key Duties and Responsibilities
The Project Officer II/ Partnership:
- Assists the Partnership Team in facilitating key relationships by coordinating with development partners, program teams, and other stakeholders.
- Assists the Partnership Team in participating in annual work plans and budgets in line with budget allocations of each Development Partner
- Coordinate in gathering, compiling inputs from concerned team and preparing draft report for quarterly, bi-annual, and annual narrative reports and updates.
- Support in drafting of official documents such as letters, pager summary report, keynote speeches and clarification responses
- Assists in monitoring program activities to ensure that project activities and deliverables comply with planned budgets and the signed agreements.
- Assists in in the tasks of providing inputs and coordinates the development of MoUs and other agreements with donor organizations.
- Undertakes information gathering, briefings, organizes databases, and maintains proper documentation.
- In collaboration with the SPO, with respect to potential development partners for specific projects, identifies liaises, undertakes briefings, tracks activities, and pursues opportunities.
- Plans and coordinates the training for program teams, operation teams and other relevant staff on issues related to compliance of program activities with financial agreements, etc.
- In collaboration with the SPO, takes part in developing concept notes, proposals, etc.
- Support in providing technical supervision, participation in workshops, identification, and administration of resource persons/consultants in support of projects.
- Support in reviewing final reports of results and suggests revisions and/or additional requirements.
- Coordinates and participates in regular meetings and review periodic discussions.
- Manage in organizing monitoring field visits, review missions and prepare report

- Performs any other assigned duties by the Director of Partnership
Job Requirements
REQUIRED QUALIFICATIONS
- A minimum of a bachelor’s degree, but most preferably a master’s degree in economics, Agricultural Economics, Project Management, Business Administration, or other related disciplines
- At least four years of related work experience as a Master’s degree holder and at least 6 years of related work experience as a Bachelor’s degree holder.
- Must be an IT-literate in the use of Microsoft applications, especially Word, Excel, and PowerPoint
- Ability to innovate and solve problems to meet challenges and opportunities.
- Demonstrated skills in managing resources and establishing priorities.
- Demonstrated organizational and time-management skills.
- Excellent written and verbal communication skills in English
- Ability to cooperate effectively and harmoniously with all internal and external stakeholders including government organizations, development and implementing partners and other organizations.
- Fluency in English and Amharic, both verbal and written.
- Experience with the agriculture sector is an advantage.
- Proven ability to self-motivate in a team-oriented, high-pressure environment.
- Excellent interpersonal communication skills in English and Amharic, both verbal and written.
