About the Position:

Under the supervision of Area Manager administratively and Head of Compliance technically, the position holder will identify, assess, monitor and follow-up compliance risk issues relating to CRS JEOP project in line with the GOAL, donor and government policies and procedures to meet policy/institutional and regulatory requirements. In addition, s/he will be responsible for ensuring that business controls are enforced, provide support, proficient advice, and collaborate with the project staff to develop solutions throughout the lifecycle to mitigate business risk and/or maximize operational efficiency/quality.

Key Areas of Accountability/Duties

·         Under the supervision of Area Manager Administratively and Head of Compliance technical, the senior compliance Officer will support the overall management of the area office to ensure compliance in the area of HR, finance, procurement and logistics as well as grant management. The senior compliance Officer will work in close collaboration with the Area Manager, finance, and Field Logistics Supervisor at regional level and to Head office compliance team to exchange information and ensure compliance as required.

·         Provide expert advice to the Area Office Management Team to develop solutions, which will strengthen the compliance function and mitigate business risk and/or maximize operational efficiency/quality.

·         Provide capacity building training on GOAL organizational integrity policies (Code of conduct, Anti-fraud and bribery, conflict of interest and whistleblowing), programme deliverable documentation and GOAL operational policies (Finance, Procurement and Logistics) based on the gaps noted during the reviews and filed visits.

·         Deliver opinions, advice, and traces compliance risks for complex and/or highly visible operations (as required)

·         Provide technical support or create awareness to all project staff, any modification about donor, government, and organization compliance policies.

·          Identify any potential threats in the area projects that may occur during the project process and propose possible options to mitigate or eliminate those dangers.

·         Provide input to the strategy and policy development process for compliance risk rating to mitigate potential risks.

·         Ensure beneficiary distribution documents are complete, well reconciled, properly labeled and archived for the upcoming government and donor Audit.

·         Make sure that cash and NFI distributions are conducted based on proposed target beneficiaries listed on the master Beneficiary sheet.

·         Ensure the Grant profiles are up-to-date, and all the necessary information is available for decision-making.

·         Actively participate in provision of advisory support to relevant project team.

·         Develop compliance related tools, which are relevant for the implementation of project.

·          Pro-actively shares and disseminates own knowledge for the awareness-raising of fellow officers and to promote a broader sense of responsibility organization-wide regarding compliance of all relevant policies and procedures to be followed by all staff.

·         Stay informed of the new institutional changes and ensure adherence to GOAL, donor and government guideline in relation to Procurement, Finance, HR, Logistics and Programmes

·         Contribute to the development of the operational plan and organization planning for own area for the benefit of the organization.

·         Conduct field visits to the project sites, identify gaps and ensure the responsible person takes immediate corrective actions.

·         Develop issue logs based on the monitoring and compliance reviews conducted and follow up the implementation accordingly.

·         Review area office financial/procurement documents to ensure adherence to internal policies to ascertain that best prices are obtained through open competition.

·         Maintain the project hard and soft copy grant files by ensuring all donor files have a final signed copy of contract, amendments, project proposal interim and final report etc. 

·         Devise checklists for the area office to demonstrate that all donor compliance requirements are being met.

·         Provide response to compliance queries during programme implementation upon request.

·         Conduct reviews of internal controls in the area office and point out and report deficiencies if any.

·         Closely assess the store/warehouse management including reconciliations of commodities, assets/Inventory.

·         Review the means of safeguarding assets verifying physically the existence of such assets or any other appropriate means.

·         Manage any ad-hoc compliance issue at the request of the Head of Compliance

Head office Support:

  • Update head office compliance team about the area office overall compliance to donor, government and organization’s regulations and internal policies.
  • Support the Head Office team by providing the required area office documentation and other information required during the government and donor Audits.
  • Rolling out relevant trainings to the area office on behalf of Head office compliance team
  • Support the project with ATSCs review based on the direction from Head office compliance team.
  • Work collaboratively with HO Compliance team to ensure over all compliance.

Safeguarding:

  • To foster an inclusive working environment which is non-threatening and safe for all. An environment that addresses safeguarding adequately in its processes and where the barriers to raise and discuss concerns about safeguarding issues are identified and where possible mitigated.

Work Schedule:

The job of Senior Compliance Officer is full time job, requires him/her to work in accordance to the organization working hours, and may be required to work after working hours

·         A bachelor’s degree in a business-related subject, preferably in accountancy, Business Administration from a reputable University.

·         At least 4-6 years of professional experience in areas related to multi donors and government regulatory environment.

·         Excellent communication, presentation, and interpersonal skills and analytical skills in written and spoken English. Attention to detail and ability to use own initiative.

·         Knowledge of standard computer tools and full proficiency in internet searches; knowledge of compliance-related databases and IT tools

·         Proficient in Microsoft Office 365, word processing, spreadsheets, databases, and information management systems

·         Knowledge of compliance regulations; knowledge of COSO’s (Committee of Sponsoring Organizations) internal control framework

·         Experience in dealing with institutional donors such as USAID/BHA, ECHO, EU, Irish Aid, UN Donors, and Private Donors among other donors.

·         Willingness to travel to field sites on a regular basis and work in challenging environments.

·         Excellent interpersonal skills, which facilitate working effectively with all department members, and to collaborate with internal and external auditors when needed.

·         Proven, extensive experience in financial management and strong understanding of internal control systems.

·         Adequate experience in risk management or with a background on internal Audit

Desirable quality, skill and competence

·         Professional certification such as Certified Compliance & Ethics Professional (CCEP)

·         Highly developed cultural awareness and ability to work well in an environment with people from diverse backgrounds and cultures.

·         Knowledge of GOAL accounting systems and principles
