The Embassy of Ireland’s role is to deepen bilateral political relations between Ireland and Ethiopia; serve the needs of Irish citizens; strengthen trade, tourism and investment between our countries and support Ethiopia’s socio-economic development through a targeted development assistance programme.
The Embassy also has a multilateral role and is accredited to the African Union (AU), the Intergovernmental Authority on Development (IGAD), the UN Economic Commission for Africa (UNECA), South Sudan and Djibouti. The Embassy wishes to contract the service of a Temporary – Senior Programme Manager for Multilateral and Regional Affairs to support the management, oversight and implementation of our Multilateral and Regional programme.
We are seeking a highly motivated, innovative and experienced manager with excellent knowledge of multilateral and regional systems and issues and substantive experience at a senior management level. The role will include participation in strategic planning processes.
Overview of Role
The Senior Programme Manager will report to the Deputy Permanent Representative to the African Union and will have particular responsibility for managing our Multilateral and Regional Affairs Programme, including on issues related to peace and security; women, peace and security, climate; food nutrition and food security; and economic integration; and grant management. The role includes responsibility for assessing programme partners’ proposals, monitoring of agreed programme outcomes and ensuring a whole of embassy approach to our Multilateral and Regional Affairs work. A critical understanding of the determinants of international relations, engagement with multilateral institutions, good governance, gender equality and human rights and their application and relevance to the political and governance context in Africa is essential.
Overall Role and Responsibilities:
- Support the implementation of Ireland’s foreign policy and development strategies, including The Global Island: Ireland’s Foreign Policy for a Changing World; Ireland’s international development policy A Better World and Global Ireland: Ireland’s Strategy for Africa to 2025 in the region.
- Work with the embassy team to implement and review the Embas- sy’s Mission Strategy. Ensure a coherent and joined-up approach to our overall Mission Strategy and business plan and monitoring, evaluation and learning framework, particularly for strengthening the Multilateral and Regional Affairs outcome area.
- Participate in the management team of the Embassy and contribute to the overall planning and work of the Mission, including by providing policy advice, briefings and recommendations to senior management.
- Support strong institutional partnership management with key partners and lead on the management of the Multilateral and Regional Affairs portfolio of grants in line with grant management standards and staff management as required.
- Effectively contribute to overall strategic planning, annual business planning and reporting as well as team management as appropriate.
- Other duties as may be required.
Essential requirements candidates must be able to demonstrate:
- Post-graduate qualification in a field such as International Studies, Political Science, Peace/Conflict Studies, Conflict Resolution, Law or Human Rights.
- Five years of progressively responsible management experience in areas relevant to the requirements of this position. International/multilateral management experience will be recognised as advantageous.
- Excellent communication, writing and reporting skills including fluent written and verbal English (a language test may form part of the shortlisting process).
- Proven track record in the effective management of highly skilled teams, financial resources and monitoring, evaluation & learning processes.
- Knowledge and understanding of theories, concepts and approaches and demonstrable practical experience within a relevant institution related to peace and security ‘women, peace and security. A knowledge and understanding of one or more of the following areas is also an advantage – climate; food nutrition/food security; economic integration; humanitarian action.
- Familiarity with key regional and multilateral policies, institutions and programmes relevant to peace and security/women, peace and security. Familiarity with key regional and multilateral policies, institutions and programmes relevant to one or more of the additional areas listed above is also an advantage.
- Sound knowledge and experience of recent developments and approaches in the international practice of peace and security/women, peace and security, and related sectors including gender, humanitarian action and climate change.
- Excellent computer skills including Outlook, Word, Excel and PowerPoint.
The successful candidate must have a legal entitlement to live and work in Ethiopia prior to recruitment.
Terms and conditions of employment:
- Start Date: Beginning of February 2024
- Location: Embassy of Ireland, Addis Ababa
- Contract duration: The successful candidate will be hired on a 6-month contract with a probation period of one month.
- Working Hours: Monday to Thursday, with standard office hours from 8:00am-5:00pm, Friday from 8:00am-2:00pm with total working hours not exceeding 48 hours per week as per local labour law.
- Annual Leave Entitlement: Annual leave allowance is 10 working days for 6 months.
- Gross Salary: €3,020.46 per month, paid in local currency. Salaries are paid directly to a bank account, therefore, the successful candidate must have a bank account.
- Eligibility: Candidates must have a permanent, legal right to reside and work in Ethiopia and will be subject to employment and taxation law in Ethiopia.

Selection Process:
- Depending on the number of applications received, a short-listing of candidates to be called for a competency-based interview may be undertaken based on the Essential Requirements above;
- It is planned that interviews will be held around the end of November/beginning of December 2023;
- A technical assessment will be included in the recruitment process;
- A second interview may be included in the recruitment process;
- A panel may be set up depending on the calibre of candidates.
