We are looking for an SRH coordinator to support PSI/E SRH activities in the assigned implementation region including the Smart Start Scale up Program called RISE (Roadmap for Integrating Smart Start in Ethiopia). This includes support the day-to-day operation of RISE which is a scale up and institutionalization program that involves geographic expansion as well as system influence to embed the Smart Start Innovation in the Ethiopian Public Health System. SRH Coordinator to be based at Somali regional sub-Zones in Gode, will work under the direct supervision of the Somali RHB Maternal, Child and Adolescent and Youth Health (MNCH) Directorate Director with dual supervisory relation with PSI/E SRH Program Manager in Jigjiga. 

Key Result Areas:

·      Institutionalization of smart start in the Zonal and districts key documents, training materials and annual work plans with support of Associate manager

·      Scale up of RISE in different woredas in the assigned intervention sites.

·      Ensure quality of services, embedment and integration of data need into the RHB system.

·      Generate and analyze performance data to support evidence-based decision making.

·       Supporting RISE Woreda health office and ZHD for the Implementation of the program.

·      Support Community Mobilization officer during Community awareness and FC session.

Main Duties and Responsibilities: 

You will work under the direct supervision of the SRH Program Manager – RISE. More specifically, your role and responsibility shall focus on: 

RISE Integration, Scale-up and Technical Leadership

•   Provide Technical Assistance (TA) and ensure on the seamless integration and alignment of RISE in the annual budgeted work plans of the RHB, Zonal Health Departments (ZHDs) and districts and support the implementation of planned activities.

•   Support the establishment and functionality of RISE/AYSRH steering committee at             zonal and districts level and make follow ups to conduct regular meetings per the agreed TOR.

•   Support strengthening of the relevant AYH and FP TWGs that will support the institutionalization process of RISE at Zonal and District levels.

•   Support on the promotion and implementation of the national AYH strategy in the Zonal s/he is assigned to work.

•   Follow and monitoring of RISE to ensure that Smart Start is incorporated and reflected in pre- services and the revised IRT cascade trainings.

•   Assist the design, institutionalization, and implementation of Smart start into local contexts in Pastoralist areas and integrated into the existing system.

•   Coordinate and oversee the scale up and expansion of the Smart Start in all woredas targeted for the RISE activities.

•   Orient, train, coach, and mentor, ZHDs and woreda health offices staffs and PHCU teams who are involved in Smart Start integration and scale up activities.

•   Support and coordinate the Smart Start Expansion MNCH program. 

Smart Start Services Delivery

•   Provide mentoring and coaching support to HEWs and healthcare providers at PHCUs, and work to strengthen the overall MNCH-AYH/FP mentorship and referral linkage between the PHCUs and respective cluster HPs.

•   Develop quarterly strategic revisions based on monthly Data-to-Action (D2A) outcomes.

•   Provide regular feedback to PHCUs, and woreda health offices. And support them to draw action points.

•   Analyze findings and share learnings for course correction, and continued improvement.

•   Provide TA to ensure that HPs and HCs are reporting an increased number of new and continuing adopters of modern contraceptive methods. 

Quality of Care (QoC)

•   Implement the quality assurance (QA)/ Quality improvement (QI) of RISE program jointly with the Zonal and district level with Consultation of Regional team.

•   Ensuring quality of service and the girl’s safety is always at the center of every single activity with Consultation of Regional team.

•   Ensure equitable and quality service delivery on adolescent’s access to modern contraception .

•   Work closely with government stakeholders to create quality agreements, ensure quality standards are met, and resolve issues related to quality service delivery promptly and effectively.

•   Develop and ensure timely execution of the quality audit Plan, coordinate regulatory inspections, and report significant SMART START design fidelity issues and standard clinical quality deficiencies to responsible bodies.

•   Ensure action plans related to QoC internal/external evaluations/audits and supportive supervision findings are timely completed. 

Health Workforce

•   In close collaboration with Quality Insurance Training Coordinator and AYSRH at PSI-Eth Somali IFI, is expected to plan and execute all the training requirements at regional and district level.

•   In close coordination with ZHD and WorHOs and other partners, lead and coordinate the planning and cascade of Smart Start training.

•   Ensure the proper and timely implementation and quality of IRT TOT and roll out, and the pre- services training.

•   Ensure that the PHCUs and WorHOs own and integrate Smart Start training into their plan.

•   Maintain the IRT training database and provoke analysis to make some important decisions.

•   Pre-services HEWs training on Smart Start: engage with health science colleges and provide TA with Consultation SRH Program Manager  – RISE. 

Monitoring and Evaluation

•   Program review at   District Support program and data review meetings at ZHD.

•   Actionable recommendations corrective actions to implementation exigencies documented in meeting reports.

•   Regularly reporting and updating the IFI leadership and RHB on progresses at Zonal and District level.

•   In close collaboration with the MEL Coordinator, proactively support the data verification events whenever needed.

•   Conducts coaching and mentorship on DHIS2 data management at the ZHD, woreda, PHCU and HP level.

•   Support for data driven decision making through Data-to-Action (D2A) session with Consultation of MEL coordinator.

Job Requirements

Background

Qualification and Experience:

·      Master’s degree in public health, SRH, development or related fields with Four years of demonstrated experience in the Ethiopian Primary Health Care system.

OR

·      Bachelor’s degree in public health, SRH, development or related fields with six years of demonstrated experience in Ethiopian Primary Health Care system.

We are looking for an AYSRH Program Manager is responsible to lead the institutionalization, scale up and sustainability of smart start/family circle as an integral part of Ethiopia’s primary health care system through policy and strategy influence, advocacy, plan alignment and allocation of resources. S/he owns the responsibility to coordinate with and provide technical support to identify internal opportunities and leverage external support the system to embracing the innovation (Smart Start/family circle) as a proven working tool towards reduce teenage pregnancy.  Hence, the AYSRH Project Manager will primarily be responsible, to lead the system influence, advocacy, institutionalization aspect of RISE.  Specifically, the role holder is expected to successfully deliver and:

•   Ensures the seamless institutionalization and embedment of smart start and family circle in the key MOH’s policy, strategy, plan, M&E system, and budget and work plans, and make sure that it is properly cascaded within the structures in the system.

•   Ensure that program performance evidence, stories, publications, etc are used to case show for Policy and strategy influence.

•   Support MOH and RHBs to set standards towards evaluating level of smart start/family circle integration, execution, sustainability, and impact and milestones to track progresses.

•   Assess level of execution of smart start and family circle integration, identify gaps and flag to senior leadership-MOH and RHBs and tap attention to seek accelerated decisions.

•   Supports MOH and RHBs to systematic strategize the national scale up of smart start and family circle, by determine measure of success and set clear targets and KPIs

•   Advocate with senior level leadership to make sure that RISE TA framework is accepted and applied to guide the integration and scale up processes at all levels.

•   Set minimum measurement standards to evaluate that RISE steering committees are aligned, remained to be active, engaged and provide guidance to the progression on the ownership and sustainability of smart start/family circle as an integral part of the country’s health extension program.

•   Support the MOH and RHBs to clearly understand what it costs them to nationally scale up smart start /family circle and be able to develop financing/resources mobilization strategies with a pursuit to sustaining it as the key aspect of the country’s AYH strategy.

•   Lead the RISE TA transition and handover plan to the MOH, RHBs and their structures.

Your contribution 

You will work under the supervision of Director, AYSRH/RISE. More specifically, your roles involve:

Technical Leadership 

–    Identify Smart Start integration entry points such as strategies, policies, platforms, curricula, partnership opportunities, systems, structures, and the likes

–    Define the roadmap of the system influence and institutionalization and scale up process with defined set of activities; clear roles & responsibilities; MEL framework and Key performance indicators including dashboard to monitor milestones.

–    Design and implement clear accountability framework to smoothly track the deliverables of the system influence/institutionalization process.

–    Set up partners mapping and engagement strategy, create cost effective platforms to provide orientation to onboard. 

–    Regularly update and guide the leadership at MOH, CIFF, BMGF (the donors) and PSI/E on the institutionalization process so that they can provide the necessary support.

–    Steer the learning and knowledge management process within RISE in general and on the system influence and on informing policy and strategy.

–    Ensure that quality service delivery for the girls is always the principle when the system influence/ institutionalization process is implemented. 

–    Closely work with the program implementation manager-SRH and the team to track the impact of system influence over time.

–    Work with desk heads and the different LEOs at MOH to ensure pain points for integration are clearly identified, and targeted and worked out.

–    Ensure alignment with key stakeholders and core process leaders to be able to leverage planning, implementation, monitoring, and evaluation processes are considerate of smart start and family circle.

–    Provide technical guidance on the maintenance and enhancement of partnership among MOH, RHBs and partner organizations to smoothly scale up and sustain smart start.

–    Leverage and tap all available platforms to advocate the buy in and integration of smart start in the broader health structures and system

–    Lead the alignment and integration of smart start into the work plan, report, performance review, monitoring and evaluation systems from MOH down to the woreda and PHCUs levels

–    In collaboration with the relevant LEOs of MOH device and co-create an accountability mechanism to ensure a sustained ownership, coordination, and leadership on smart start at all levels.

–    Assesses, analyzes, and presents the level of execution under each of the major pieces of alignment areas and propose workable solutions to bridge gaps (if any)

–    Routinely supports the scale up and implementation of smart start   and family circle and ensures that the health system embraces and owns smart start and family circle to generate increased number of new users.

–    Maps and leverages opportunities to share-out the learnings and impacts   of smart start/family circle and develop an advocacy strategy to promote with the wider SRH community of practice.

–    In collaboration with MOH, RHBs and donors develops RISE transition strategy and ensure its execution 

Stakeholders and donors’ engagement 

–    Support MOH and RHBs be able to map and engage SRH partners in the glimpse of national scale and buy-in

–    Support MOH to develop concept note for funding, resources mobilization, budget allocation from gov’t treasury for ISM scale up and the bigger AYH

–    Help MOH to develop a compelling evidenced to present to the policy and lawmaking bodies and donors.

–    Support MOH to develop strategies to buy-in and integrate smart /family circle among its SHR partners.

–    In consultation with MOH collect and disseminate stories/learnings through mainstream and social media platforms to promote successes thereby to leverage resources

–    Support MOH and RHBs to create a joint review and share out forum to discuss progresses and challenges.

–    Facilitate a multi-stakeholders site visit events to help them better understand the degree of community support, satisfaction and concerns and of course to shape perspective for course correction

People Management  

–   Technically line manages and supports the regional level AYSRH teams with a particular focus on system influence, policy and strategy alignment.

–   Design a mechanism to support and coach the region based SRH teams in close consultation with the regional Health Bureaus, IFI managers, associate managers.

–   Conducts virtual and onsite workflow monitoring and analyses with the integration teams to propose and present best practices on integration, recommend configurable and customizable integration options, and assist teams to make decisions regarding integration and alignment.

–   Work collaboratively with internal and external teams including MOH, RHBs, etc to identify opportunities for integration and sustainability.

–   In consultation /collaboration with SRH program director and RISE director lead quarterly review with MOH teams, collect feedback and identify actionable items as a way forward, and support integration advisors to exercise the same in their respective regions.

–   Provides motivation, leadership, and mentors integration team members.

We are looking for a Demand Creation Advisor who is principally responsible for devising demand creation strategy, approaches, and tools, to raise awareness and increase demand for WASH product and services among the urban and peri-urban customer. S/He supports roll out of sales and marketing capacity development with partners and coaches government actors and business operators to increase demand for services and uses rigorous monitoring approaches to routinely evaluate and strengthen demand creation techniques.

Main Duties and Responsibilities: 

•   Conduct assessments to Understand consumer behaviors, motivators, and barriers to WASH service uptake in urban context. 

•   Device SBC and demand creation strategy that helps increase demand and use of WASH products and services among urban and peri-urban customers.

•   Oversee adoption of resulted oriented WASH SBC strategy and support in development of SBC tools and approach that can be scaled in Urban WASH context.

•   Supports roll out of sales and marketing capacity development with partners, coaches government actors and business operators to increase demand for services. 

•   Develop/adopt and implement a strategy to link SBC and Promotion activities to increase effectiveness of demand.

•   Develop/adopt SBC and demand creation training manual and identify and adopt training materials to be utilized for WASH demand creation purposes.

•   Foster partnerships with stakeholders for adoption capacity building and institutionalization of tested demand creation and SBC approaches 

•   Design and manage SBCC capacity building activities, follows up activities in the project areas and ensures full participation of stakeholders in planning SBC activities in cities the project operates.

•   Develop and put in place a routine performance monitoring and support system that enables flow of report and data for decision making and capacity building support structure for demand creation and SBC. 

•   Contribute to the development of metrics and establishment of a monitoring and evaluation framework for tracking project progress, specifically tracking SBCC related activities.

•   Engage with relevant government/local partners and to effectively foster demand creation SBC activities.  

•   Provide regular, concise reporting on program activities, including documents and sharing key learning on the potential to scale.

•   Document best practice and carry out potential research and gather important and new developments. 

Generic Duties of the Position: 

·      Develop and implement annual objectives and plans.

·      Monitor and ensure the proper utilization of allocated departmental budget.

·      Support the development of team members and partners  through training,  coaching, mentoring, and on-going feedback.

·      Participate in group decision making processes by forming part of different groups/committees.

Job Requirements

Background

Qualification and Experience:

·      Bachelor’s Degree or above in Health Communication/Promotion, Marketing, communication, Social Work/Development studies, Sociology and/or Public Health or related fields.

·      Minimum of five years of experience in managing SBC/ communication and promotion activities of health/ WASH projects.  Experience in practical fieldwork and prior supervisory position will be an advantage.

·      Strong writing and communication skills both in Amharic and English are a necessity and knowledge of other local languages will be an added advantage.

·      Must demonstrate mastery of computer skills in word processing, Excel for budget and spread sheet work and excellent presentation skills.  Skills in data processing will be an advantage.

·      Must demonstrate strong interest and commitment to WASH and specifically for Market based sanitation

·      Ability to work with minimum supervision, skills to promote teamwork and effort is essential. Experience in practical fieldwork and prior supervisory position will be an advantage.

·      Ability and willingness to travel to project cities as per need is required
