1.Field Monitoring and Evaluation Officer

Positive action for Development (PAD) is an indigenous, non-governmental, humanitarian and development organization and legally registered at Federal level by Federal Democratic Republic of Ethiopia Charities and Societies agency on June 6/2011 with a registration number 2330. PAD would like to hire qualified professional for PACT funded project entitled “USAID sustainable Peace Activity” for the following position. 

Specific responsibilities include the following:

  • Conduct site visits during the project implementation phase to monitor activities and ensure compliance with project objectives.
  • Conduct key informant interviews and focus-group discussions with activity stakeholders to gather qualitative data and insights.
  • Develop and maintain a strong network of contacts in target communities to facilitate information sharing and engagement.
  •  Represent the program positively and professionally in both internal and external environments, promoting the organization’s mission and values.
  • Travel to remote areas and work independently to monitor activities if required, ensuring effective program implementation and addressing any challenges that arise.
  • Develop MEL plans for field-level projects, outlining the evaluation framework and data collection methods.
  • Draft concise, high-quality reports,  or summaries on a daily or ad-hoc basis, providing updates on activity progress and outcomes. Identify relevant information and stories that showcase the program’s impact.
  • Produce weekly activity notes documenting activity outcomes for PAD’s online project management system, ensuring accurate and up-to-date reporting.
  •  Conduct periodic research and case studies to measure the impact of activities, contributing to program-level evaluation and learning.
  •  Assist in translating MEL findings into success stories and other social media products, collaborating with the knowledge management and communications officer.
  •  Assist in the preparation of weekly, monthly, quarterly, and annual reports, providing comprehensive analysis and insights.
  •  Work with the Humanitarian, Development, Peacebuilding, and Nexus head and program staff to analyze and report on trends, lessons learned, and factors that inform program development.
  • Advocate and promote the scale-up of best practices and cost-effectiveness, fostering a culture of learning and improvement among staff and stakeholders.
  • Ensure accurate narrative reporting against agreed objectives and results indicators, maintaining transparency and accountability.
  • Perform other activities assigned by his/her immediate supervisor 

Job Requirements

Qualification: BA/BSc or MA degree and above in MIS, Demography, Statistics, and any other related fields

Experience: 3 years and above work experience in M&E, MERL, data and information management

Skills Required, Attitudes and Attributes:

  • Strong knowledge and experience in MEL methodologies and tools.
  •  Proficiency in data collection, analysis, and interpretation using quantitative and qualitative methods.
  • Familiarity with monitoring and evaluation frameworks and indicators.
  •  Experience in conducting site visits, key informant interviews, and focus-group discussions.
  •  Ability to develop and implement MELplans.
  • Excellent report writing skills, with the ability to prepare concise and high-quality reports.
  • Proficiency in using data management and statistical analysis software.
  •  Strong analytical and research skills, with the ability to analyze and interpret data effectively.
  • Knowledge of data visualization techniques to present findings in a clear and compelling manner.
  • Familiarity with impact assessment and program evaluation methodologies.
  • Ability to work with diverse stakeholders and build strong networks of contacts.
  • Proficiency in MS Office suite and other relevant software applications.\
  • Strong attention to detail and ability to work independently and meet deadlines.
  • Knowledge of best practices in MEL and a commitment to continuous learning and improvement.

2.Project Officer

Specific responsibilities include the following:

  •  Oversee the development, implementation, and daily management of peace-building programs. Ensure adherence to project documents, work plans, and joint agreements with project partners.
  •  Develop a project schedule and proposal with milestones, due dates, and estimates for required materials.
  • Work closely with the peace-building coordinator, vendors, and donors to develop, maintain, and ensure adherence to project budgets. Monitor expenditures and ensure compliance with respective donor’s project management policies and procedures.
  • Build and maintain partnerships and relationships with other organizations, stakeholders, and donors. Collaborate with external entities to leverage resources, expertise, and support for peace-building initiatives.
  • Write weekly, monthly, quarterly, and annual reports with input from colleagues. Prepare review and evaluation reports, such as the Mid-Term and Annual Project Report. Assist in the preparation of regular and special reports and investigations conducted by the organization.
  • Analyze and research the national peace and security, humanitarian, and development landscape. Stay updated on relevant trends, policies, and opportunities for program development. Identify gaps and opportunities for peace-building programming.
  • Disseminate the results of activities or projects under implementation to relevant stakeholders and partners. Share best practices, lessons learned, and success stories to contribute to the broader peace-building community.
  • Monitor Oversee the implementation processes, monitor, evaluate, and share learnings using monitoring and evaluation requirements. Ensure the availability of up-to-date information on critical issues related to peace-building.
  • Perform other related duties as required to support the effective implementation of peace-building programs and the overall mission of the organization.
  •  Ensuring program compliance and accountability and timely, accurate reporting in line with PAD requirements and donor projects.
  •  Perform other activities assigned by his/her immediate supervisor 

Job Requirements

Qualification: Bachelor’s or Master’s degree in international relations, peace studies, development studies, or a related field.

Experience: minimum of three years of experience proven experience in program management, preferably in the field of peace-building or conflict resolution

  •  Strong project management skills, including planning, implementation, monitoring, and evaluation.
  •  Excellent written and verbal communication skills, with the ability to prepare clear and concise reports.
  • Demonstrated ability to build and maintain partnerships with diverse stakeholders, including donors and organizations.
  • Strong analytical and research skills, with a good understanding of peace and security issues.
  • Knowledge of budgeting and financial management principles.
  • Proficiency in MS Office suite and other relevant software applications.
  • Ability to work independently and collaboratively in a multidisciplinary team.
  • Excellent organizational and time management skills, with the ability to prioritize and meet deadlines.
