Tearfund Ethiopia is looking for a Cash and Voucher Assistance (CVA) Officer for its Ethiopia Drought Joint Response project (EDJR) funded by Dutch Relief Alliance (DRA). The Ethiopian Drought Joint Response will be implemented by 5 international and 8 national organisations: Tearfund is one of the international organisation Implementing this project together with the Ethiopian Kale Hiwot Church Development Commission (EKHCDC) in East Hararghe Zone Midega Tola woreda.The project targets the most vulnerable, food insecure population of the community, who will receive multi-sectoral assistance, with a focus on Food Security and Livelihoods, WASH, and Multi-Purpose Cash. Throughout all activities, protection will be mainstreamed. Other cross-cutting themes are localization and accountability to affected populations.
1.Cash and Voucher Assistance (CVA) Officer
The Cash and Voucher Assistance (CVA) Officer is responsible for supporting the overall day-to-day implementation of cash activities in the field; this includes but is not limited to identifying target communities, verification assessment, conducting market assessment, identifying feasible cash programming strategy , establishing relationships with local food item supplier, ensure the delivery of materials/inputs, ensure accurate distribution and documentation of cash/items, overseeing conduct registration of complaints, conducting post distribution monitoring and reporting to Tearfund and donor.
Job Requirements
We are looking for candidates with:
- Minimum BSc/BA in the fields of Agriculture, Rural Development, DRM, Economics, Social Sciences and related fields of study.
- Minimum 4 years and above experience in Agriculture/livelihood project implementation and/or emergency response and disaster management works in NGOs.
- Hands-on experience in cash and voucher assistance( CVA) management within large-scale relief and recovery projects.
- Considerable experience in e-voucher system management( how to handle data, and accurately use the e-devices(e-voucher reader, smartphone with application, and e-voucher)
- Experience in post-distribution monitoring (assessments and reporting).

2.Assistant Protection Officer
The Assistant Protection Officer will work towards ensuring that children, youth, older people, persons with disabilities and women are mainstreamed into all activities of The Ethiopia Drought Joint Response (EDJR) Project. The job holder also works to ensure all Tearfund Ethiopia and its partner EKHCDC East Hararghe interventions are aligned with Core Humanitarian Standards commitment. He/She is responsible for conducting community based training. Ensure Tearfund’s community-based protection mechanism, disability audit exercise, and Transforming Masculinities(TM) approach are put in action.
Job Requirements
We are looking for candidates with:
- Minimum BSc/BA in the fields of, Psychology, Gender Studies, Sociology, Social Works, or related areas of focus from a recognized University
- Minimum 3 years and above experience in protection mainstreaming ,child protection, safeguarding,Gender etc
- Experience in training, facilitation and community mobilisation
- Experience in project monitoring at the field level and report writing

3.MEAL Officer
The MEAL Officer is responsible for the implementation, monitoring, evaluation and learning of the EDJR project and provides support to the Ethiopia Joint response implementation consortium partner: Ethiopian Kale Heywet Church Development Commission for successful implementation of the project.
Job Requirements
We are looking for candidates with:
- Minimum BSc/BA in the fields of Agriculture, Rural Development, DRM, Economics, Social Science, Project Management, Development Management, Statistics, or any other related field of study
- Minimum of 4+ years of relevant experience with first Degree and second degree 2 years in monitoring and evaluation in NGO settings.
- Knowledge of Monitoring and Evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
- Proven report writing experience to range of stakeholders
- Preferred knowledge of mobile data collection tools such as Kobo Collect or CommCare or any other
- Conduct training need assessment to build the capacity of partners MEAL and technical project staff

5.JISRA Project Coordinator
The JISRA Project Coordinator (JPC) will coordinate, lead, and ensure the effective implementation and management of the Tearfund Ethiopia component of the JISRA project. The JPC will provide technical, coordination, M&E and reporting support to Tearfund JISRA local implementing partners. Also, the JPC is expected to work closely with the consortium local implementing partners and take lead initiatives on joint consortium activities and will provide support to JISRA Country Consortium Coordinator.
Job Requirements
We are looking for candidates with:
- Degree and/or equivalent qualification in a humanitarian, program management, development or management related discipline
- 3 or more years’ experience in project coordination, project management and budget management, in large-scale donor funded programming.
- Experience in program monitoring and evaluation including designing and evaluating projects
- Experience working with and through multiple local partners
- Experience with partner and donor reporting and facilitating reporting and M&E
- Proven experience in training and capacity building with partner organisations
- Conversant with Freedom of Religion and Belief (FoRB) emerging issues, trends, and policies
- proven experiences in the application of digital platforms for execution of projects
