The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Health Field Officer 1, based in Mekelle.

Terms of Employment: Fixed term contract until December 2024 with possibility of extension based on budget availability.

PURPOSE

ICRC has been providing emergency support to the Tigray Regional Health Bureau/health facilities since the onset of the crisis in November 2020.

In 2021 the ICRC in partnership with the Tigray Regional Health Bureau consolidated these activities to provide longer term support for primary health centres in the ICRC areas of operation in Shire and Mekele

The Health Field Officer (HFO) implements, monitors and supports the ICRC Health programs (primary healthcare), according to the objectives set out in the delegation’s annual planning, in Mekele

RELATIONSHIPS

·       Internally, interacts with the ICRC health team as well as transversally with other ICRC departments.

·       Externally, interacts with local (health) authorities, international and local stakeholders in Mekele

GENERAL DUTIES

·       Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement

·       Understands and adheres to the ICRC Code of Conduct

·       Understands the roles of the components of the International Red Cross and Red Crescent Movement

·       Respects and observes staff regulations and security rules

·       Represents the ICRC in a professional manner

·       Develops and maintains a pleasant and conducive working environment with colleagues and line managers

·       Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC

ACCOUNTABILITIES AND RESPONSIBILITIES

Functional Responsibilities

·       Implements health programmes in his/her geographic area or field of responsibility/expertise.

·       Conducts assessments and regular field visits (as relevant) to monitor activities and health-related threats to the population.

·       Facilitates field trips (as relevant) and helps communicate with the local population/victims/beneficiaries.

·       Ensures proper management of information collected and produces the subsequent reports.

·       Participates in analysis of and reflection on the overall health situation; contributes to realistic project proposals in line with the delegation’s objectives and priorities.

·       Helps organize meetings; advises staff members on matters such as culture, politics, the economy, security, etc.

·       Interprets at meetings and translates documents into local languages.

·       Carries out logistical tasks regarding medical items, including for staff-health issues, and organizes distributions to beneficiaries in the field when required.

·       Liaises and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programmes. May represent the ICRC vis-à-vis beneficiaries, local authorities, humanitarian players, armed groups, etc.

DELEGATION SPECIFIC TASKS:

·       Contacts health facilities, Woreda health staff to assess situations in the field and provide the delegation with accurate related data.

·       Assists in health data collection, translation (from Tigrinya and Amharic to English) and interpretation Ensures proper management of information collected and produces the subsequent reports.

Job Requirements

·       University degree in Medicine (Medical doctor) or a degree in nursing or other relevant health profession (e.g. psychology).

·       Minimum 2 years work in relevant clinical context.

·       Very good command of spoken & written English, Tigranian and Amharic

·       Good knowledge of the assigned geographic area.

Nutritionist 2 (4 months Maternity cover)

The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Nutritionist 2, based in Mekelle.

Terms of Employment: 4 months fixed term contract for maternity cover

After 2 years of open conflict in Ethiopia`s Tigray Region a peace deal has been signed by the conflicting parties in Nov 2022 and the situation has become calm with all fighting in Tigray on hold now. Humanitarian access, hampered for many months, is now slowing going back to normal. Still there are pockets that are not accessible.

Awash Military Hospital, Mekele is hosting approx. 7,500 patients in 3 campuses, mostly conflict wounded. ICRC did an assessment on the food and nutrition situation of patients in Feb 2023 and found high levels of acute malnutrition in adults. General food ration is lacking in fats and provision of fresh foods is sporadic. The hospital nutritionists have started to enrol 2,000 patients into a nutrition programme in Jan 2023. Local foods and BP5 are currently given in an attempt to treat acute malnutrition in the Awash hospital population.

ICRC Health and EcoSec departments have decided to support Awash MH in order to improve the overall health and nutrition situation of patients at Awash MH.           

PURPOSE

The Nutritionist 2 Field Officer works with the Nutrition Delegate to assess, plan, implement and monitor the Economic Security (EcoSec) Unit’s nutrition activities in Mekele SD, specifically at Awash Military Hospital.

RELATIONSHIPS

Internal: Works closely with the Nutrition Delegate, other Nutrition and Health Field Officer(s), and ICRC staff from other departments (Health, Wathab, Protection).  

External: Works with Awash MH health and nutrition staff at Awash and its satellite campuses.

ACCOUNTABILITIES AND RESPONSIBILITIES

§  Works with Nutrition Delegate other Nutrition Field Officer(s) and the EcoSec team to identify nutrition needs at Awash MH and its satellite campuses.

§  Supports the implementation of nutrition activities at Awash MH and its satellite campuses: nutrition programme for adults, support to hospital kitchens, food chain analysis.  

§  Conducts regular supportive supervision visits to Awash MH and its satellite campuses to support hospital nutritionists – through on the job training – to run nutrition activities with high quality of care (reaching SPHERE minimum standards)

§  Supervises screening for acute malnutrition at ward level (MUAC assessments); trains hospital nutritionists and health staff on anthropometric measurements  

§  Collects monitoring data from hospital sites and enters data into the database

§  Collects information on challenges and reports these to the Nutrition Delegate in regular reports

§  Overviews stock therapeutic food at programmes sites and optimises stock follow to avoid any stock outs.

§  Supports documentation of donations of food and other items to Awash MH authorities; including raising of and follow up of SRs, donation certificates, etc.     

§  In collaboration with the Nutrition Delegate facilitates trainings on nutrition for Awash medical and nutrition staff.

§  Supports (multi-disciplinary) assessments, identifies needs and contributes to planning and implementation of new programmes and ongoing monitoring of existing programmes.

§  Supports the drafting of assessment reports including data analysis and presents results and recommendations if needed

§  If needed may support other nutrition activities outside of Awash MH with travelling to field sites in Mekele SD AoR

ADDITIONAL DUTIES

§  Support other EcoSec teams in selected activities (assessments, field work) if need 

§  Provides administrative support.

§  Ensures transparent financial accounting of programme. i.e. Working Advances, volunteer costs, transport.

§  Follows up on all work-related messages and correspondence with the relevant contacts and departments

§  Is aware of the sub-delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position

§  Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses

§  Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image

§  Takes responsibility for their own professional learning and development

§  May be asked to perform tasks not covered in this job description 

Job Requirements

§  Bachelor`s degree in nutritional science or public health, or equivalent work experience.

§  3-5 years of working experience implementing nutrition programmes at community and health facility level

§  Experience in CMAM

§  Experience in nutrition surveys and food security assessments

§  Strong experience in facilitation of trainings to beneficiaries

§  Proven analytical, communication/ negotiation skills and ability to think strategically

§  Experience in report writing

§ Advanced proficiency in the use of MS Office

§  Good command (spoken and written) of English

§  Good command (spoken) of Tigranian

§  Willingness to travel up to 75% of the time
