Background

New Millennium Women Empowerment Organization (NMWEO) is an indigenous, non-governmental, non-profit humanitarian organization working on development, women empowerment, Gende Equality, humanitarian responses, sexual reproductive health education, economic empowerment and Environmental protection interventions in the last over fifteen years.

 NMWEO has been re-registered by the Federal Democratic Republic of Ethiopia Authority for Civil Societies Organization (ACSO) in accordance with Organizations for Civil societies Agency Proclamation No.113/2019  obtained certification with a registration No. 0539

NMWEO is currently working at Axum town with project theme Comprehensive support to resume education service at Axum town, Central Zone of Tigray Region funded by EHF(Ethiopian Humanitarian Fund). Thus, we want qualified individuals for the following position.

Education Officer

Job Summary:

 The Education Officer is responsible for the day-to-day implementation of EHF-funded project that focus on repair and rehabilitation of educational institutional services. The education officer is responsible for accurate data collection and documentation, teacher training, liaising with local government and school directors, drafting reports, following up the maintenance of school together with the construction foreman and regularly communicating with the education manager.  Access to Education: The Education cluster objectives prioritize ensuring access to quality education for crisis-affected children. This directly aligns with the HRP objective, which aims to support vulnerable populations in their recovery efforts. Education is a fundamental component of recovery, and providing access to safe and inclusive learning environments is critical in helping children and communities regain a sense of normalcy.

Awareness and Capacity Building: The Education cluster’s focus on awareness campaigns and capacity building for education personnel and communities contributes to the HRP’s goal of supporting vulnerable populations in rebuilding coping capacity. These activities empower communities with knowledge about the importance of education and equip education personnel with the skills needed to provide crisis-sensitive education.

Safe Learning Environments: Both the Education cluster objectives and the HRP objective emphasize the importance of safe learning environments. The repair and cleanup activities in the Education cluster directly contribute to this by improving the safety and functionality of school infrastructure. A safe learning environment is essential for children’s well-being and their ability to focus on their education.

Job Responsibilities:

  • Ensures the quality day-to-day implementation of the EHF (Ethiopia Humanitarian Fund) activities.
  • Works very closely with procurement and logistic and finance to deliver the project activities on time.
  • emergency-affected children accessing safe learning environments through the provision of classrooms rehabilitation, fumigation, disinfecting, decommissioning and cleaning
  • Facilitate to basic repairs and maintenance of classrooms, and school furniture.
  • Facilitate to education institutions with improved capacity to provide crisis-sensitive education and resilience-building activities.
  • Facilitate boys, girls and children with disabilities in affected communities that have received learning materials
  • Develop and deliver training programs for education personnel, local government sector authorities and communities to enhance their capacity in providing crisis-sensitive education and resilience-building activities.
  • Conduct Pre and post-Implementation Assessment with Active Participation of the Affected Population and Stakeholders Encouraging Their Feedback
  • Monitors the progress of the construction and  maintenance of  school facilities
  • Represents the NMWEO in any coordination meetings at the local level.

Job Requirements

  • MA/MSC, BSC/BA in education, Special need education, Educational Planning and Management, Educational leadership, and/or social sciences with 2 year experience for MA/MSC, 3 years’ experience for degree holders,
  • Experience in working with government counterparts and other partners at regional and woreda level and NGO experience is a plus
  • Good understanding of the education sector in Tigray region.

Humanitarian Project Coordinator

Job Summary:

The role holder will directly work with the head of humanitarian, and work closely with humanitarian focal persons in the area’s offices, and functional departments in head office focal persons, EHF members, and local clusters to ensure timely and efficient response that is integrated with the EHF project at the Axum implemented by NMWEO.

As a member of the humanitarian team responsible for managing and coordinating NFI cluster, CCCM and WASH projects and implementation, budget management and ensuring compliance with humanitarian principles and standards.

Duties and Responsibilities:

  • Coordinate and supervise the classrooms rehabilitation, fumigation, disinfecting, decommissioning and cleaning
  • Ensure emergency-affected children accessing safe learning environments
  • Coordinate and supervise the provision of Emergency Shelter and NFI
  •  Monitoring and responsible for cash for emergency shelter assistance
  • Mainstreaming protection works in all clusters
  • Facilitating and monitoring Provisions of Dignity Kits
  • Coordinate and supervise all wash activities
  • Coordinate and Supervise construction of communal water points (e.g. wells, boreholes, water taps stands, systems)
  • Conduct capacity building training and community campaign

Monitoring and reporting:

  • Follow up timely submission of monthly report
  • Ensure production and timely dissemination of high quality, analytical reports, supply of regular situation reports, and collection, analysis and dissemination of relevant information and data relevant to the response.

Communications Officer

Duties and Responsibilities:

Procurement and Logistic Officer

Job Summary:

The main purpose of the job is to plan and manage all aspects supply chain; ensue RFQ process, competitive bidding, negotiation, and awarding of contracts are intact as per NMWEO procedure; Moreover, Procurement officers are responsible for evaluating suppliers, products, and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality.

Job Responsibilities:

  • Leads the compilation of service/procurement plan, collection of quotations, bid announcement and evaluation, in accordance with the terms and conditions stipulated in the concerned Grant agreement.
  • Ensures availability of funding before the procurement order is placed in consultation with Finance and that NMWEO policies and procedures governing procurement of goods and services are strictly observed.
  • undertakes tender procurement process i.e. bid announcement, bid opening, agreement preparation, documentation and etc.;
  • Establishes and maintains records of vendor, purchase request, purchase order, receiving, shipping and all associated logs as required.
  • Supports the importation of goods and clearance through customs when there is a need, ensures adequate and suitable storage space is available for incoming commodities/goods.
  • Establishes and facilitates periodically updated list of qualified consultants, service providers and suppliers;
  • Generates Purchase Orders and produce Vendor Master List in AX system.

Protection Officer

Duties and Responsibilities:

  • Ensure that all the Protection implementations are responsive to communities and partners and consistent with NMWEO’s relevant program guidelines, principles, values, quality standards, and strategic plans.
  • Make sure community approaches by integrated with protection, gender sensitivity, and capacity building are integrated into all activities as appropriate.
  • Ensure program implementation at ground level is on time, on target, and within budget, using effective M&E tools protection mainstreaming to reach desired impacts with quality with other projects.
  • Ensure all interventions adhere to NMWEO’s Policy, manuals, Do No Harm principles, and beneficiary accountability standards.
  • Coordinate and implement Protection project activities of the project.
  • Mentor and capacitate the Women and Social Affairs office and other protection frontline service providers on GBV, and psychosocial support interventions.
  • Conduct protection service mapping and coordinate with service providers to strengthen service provision and to support vulnerable children and GBV survivors to have timely and multi-sector response services as required.
  • Lead the community-level awareness sessions on GBV, and protection-related issues together with community volunteer workers.
  • Provide awareness to community members on basic protection principles, prevention of sexual exploitation and abuse (PSEA) training, NMWEO safeguarding principles, and reporting mechanisms.
  • Lead and organize review meetings and other periodic meetings with community members, government representatives, and other humanitarian actors
  • Ensure that the protection referral and psychosocial support-related activities are properly implemented with all protection frontline service providers at the kebele and woreda level in collaboration with the women and social affairs office.
  • Cascade training and provide unstructured and structured, like positive parental sessions, Adolescent girls programming, information dissemination, skill building, and other sessions.
  • Facilitate in capacity-building trainings and workshops that focus on protection issues.

  • Work with other humanitarian actors in the areas of kebele and woreda level and provide support to make sure to integrate basic protection principles during service delivery.

Accountant

Job Summary:

As per the financial recording and financial information system, journalizes and post transactions. Close all financial accounts monthly; ensure that the accounting system follows the right order and the financial regulation of NMWEO; Prepare financial statements periodically. Conduct major accounting duties specified in the Financial Management Manual of the organization.

Duties and Responsibilities:

  •   Keep and record all vouchers and supporting documents in good order and in a safe place.
  • Record all cash transactions immediately in the account’s ledger.
  • Reconcile all cash transactions daily and record in a ledger
  • Collect all check pads and bank statements from the bank on time.
  • Prepare payrolls for the staff of NMWEO.
  • Prepare schedule of receivables, payables, fixed assets and budgets form subsidiary ledger   monthly
  • Prepare trail balance form the general ledger monthly
  • Prepare balance sheet, income statement and fund flow statements from the trial balance and submit to concerned units
  • Prepare bank reconciliation monthly
  • Check vouchers for the availability of budget before payment is effected.

Social Worker

Job Summary:

Social worker Officer position is based in Shiraro, with frequent travel to the field project area. The incumbent reports to the project manager on day-to-day project management and implementation with complementary oversight from the Field coordinator/manager. The incumbent will provide implementation support, technical and project support to target beneficiaries in the whole project cycle implementation. The post holder will support and strengthen the planning, implementation, monitoring, and evaluation of social work activity at Shiraro project area. The post holder will collaborate closely with other project staff within consortium partner team, and among partner agencies, government, private sector, and community groups. The post holder will give support to the program to ensure technically sound and complementary programming. The officers will ensure successful community conversation and other related activities.

Job Responsibilities:

  • Ensure that beneficiaries of the project receive individual case management support by conducting assessments, action plans, direct psychosocial service provision, referrals, and follow-ups,
  • Act as a reference person for an assigned number of beneficiaries and follow up on their progress;
  • Along with the other team members, organize structured, group skills-building sessions to enable beneficiaries to enhance and/or develop their life/soft and transition skills;
  • Organize group activities and group thematic sessions in cooperation with other NMWEO  staff members;
  • Ensure that beneficiaries receive the appropriate services
  • Proactively identify any behavioral changes or issues the beneficiaries might have and complete the appropriate referrals to the psychologist or other external specialized services, as needed;
  • Ensure effective communication with relevant state and non-state stakeholders, such as UN agencies, Prefectures’ social services, other Integration actors and NGOs, and other EHF programs;

Psychosocial Support Officer

Job Summary:

The psychosocial support officer will provide technical leadership on gender-based violence psychosocial support in Concerns is about Emergency programming in Tigray Region, Shiraro. Specifically, he/she will support to mainstream, manage, provide training and technical support on GBV and protection as a whole to the project teams with including prevention and or mitigation. He/She will work closely with the program teams in strengthening of referral pathways within the response and ensuring that program beneficiaries and survivors are aware of the available support.  In collaboration with the Field Team the position holder will ensure that target beneficiaries (men, women, boys and girls) with protection concerns across the different activities, MHNTs, Cash among others are identified and receive support by ensuring standard tools and procedures are in place and adhered to by team members to protect them from being harmed. He/She will support to coordinate with other protection and Gender actors to ensure protection issues are addressed regularly and on time. The position holder will represent Concern in different clusters and working groups including the protection cluster, health cluster, PSEA network among others.

Duties & Responsibilities:

  • Technical Support and Facilitation:
  • Assess the presence and application of the GBV guiding principles and basic capacity to respond to the needs of GBV survivors in the program areas.
  • Provide technical accompaniment and capacity building support staff.
  • Develop and update referral pathways in consultation with the GBV and GBV service providers.
  • Conduct Protection activities such as group based psychosocial support, outreach activities, case management, referral mapping and protection mainstreaming in collaboration with Senior protection officer.
  • Undertake a Protection Risk Analysis periodically to ensure Protection interventions and other sector interventions are addressing the needs of people with heightened protection risks with the integration of do no harm principles.
  • Coordinate with Woreda administration, local and international NGOs, UN agencies and other stakeholders to ensure holistic support for survivors, including comprehensive referral pathways.
  • Builds the capacity of the health and nutrition teams to respond to the needs of GBV survivors as appropriate.
  • Work with all the Health Program Managers and Project managers to ensure that protection mainstreaming principles are applied during all the phases of the project.
  • Provide technical support and supervise the application of protection mainstreaming in the field across different sectors and interventions.
  • Developing and conducting training packages for staff and affected communities on gender and protection-related topics.
  • Work with the program teams to identify and address gender equality issues specific to the team.
  • Raise awareness on reporting procedures and occasionally receive reports on PSEA, responding in accordance with the organization’s policies and procedures, providing referral, or next steps advice and support.

Planning, Reporting and Accountability:

  • Submit weekly and monthly progress update on the GBV and protection activities to the Emergency Coordinator.
  • Contribute to the preparation of internal and external reports by supporting the Emergency Coordinator in gathering relevant information from the field.
  • Assist the Emergency Coordinator and the MEAL officer in compiling the internal monthly report and sharing with head office.
  • Document and share lessons learned and success stories in relation to GBV and protection to inform future programming
  • Contribute to the mainstreaming of GBV and protection issues in NMWEO programs, particularly in health and nutrition

Emergency Response:

  • participate and contribute as necessary towards EHF Emergency response as and when necessary

Child protection officer

Job Summary:

The Child Protection Officer is responsible for leading the technical input into Child protection Programs in the project area. This means that he/she is responsible for all the Child Protection program activities at camp level. It is expected that the CP officer ensures good quality in the technical aspects of our program, as well as good quality of our staff, our cooperation with other partners and the refugee community. This means active participation and coordination of activities on our Cluster, outreach work in the Refugee community and to ensure that our staff and volunteers are technical updated by providing training and coaching. The CP officer shall ensuring Family Tracing and Reunifications (FTR) of Unaccompanied Separated Children(UASC)and other EVSs, psychosocial support for children in need, case management, awareness activities and make sure that the activities at the Cluster is child friendly in all means. This includes representing Child Protection team/ program in interagency meetings at camp level and internal meetings at Shiraro, as well as working for empowering the existing community structure, the CP Staff and Refugee volunteers’ capacity building.

Duties and Responsibilities:

Coordination:

Actively participate and contribute to Child protection and Child protection committee meeting

Coordinate and contribute to community-based child protection system and psychosocial support.

Establish of effective community-based case management and care arrangement for UASC and Separated children

Building and enriching effective child protection networks at all levels and connecting them as fully as possible through child protection committee and refugee central committee

Coordinate Family tracing and reunification activities (identification, interviewing, verification, interim care arrangement and family reunification) of UASC in the camp

Ensure that child protection interventions are informed by and integrated with other core sectors of education, health, nutrition, food security and livelihoods.

Arrange proper referral systems like health issues, Disabilities, GBV to provide the necessary assistance for EVC (Extremely Vulnerable Children)

Staff Management:

Organize proper orientation and pr service training for newly recruited staffs

Training for child protection assistants, supervisors and volunteers on child protection and child right concepts, FTR, Case management, Psychosocial support

Strengthening the existing Community structure, Child protection committee and care givers through training and awareness raising activities  

Make sure that there is absolutely zero tolerance for corporal punishment or aggression from our volunteers, guards or other staff, directed to children. If this occurs, the CP officer must immediately reprimand the person and take appropriate disciplinary action.

The CP officer shall also ensure that our zero tolerance for all forms of physical punishment / aggression, motorized vehicles, tobacco or consumption of chat at our CFS, is well ​​known to all who are committed by NMWEO. All such cases shall be reported to the CP officer who is responsible for taking disciplinary action, and submit a written report to Program Manager at Shiraro.

Program Management:

  • Working for integrating child protection activities with education and other CFS (game/sport) activities in the camp  
  • Prepare child protection implementation plan and monthly and weekly activity plan.
  • Prepare the necessary format for FTR activities and keep recordings of UASC and Separated Children in Interagency data base system

Reporting and Monitoring:

  • Preparing weekly updates and monthly reports to project coordinator
  • Developing an effective system of monitoring and evaluation for child protection and psychosocial interventions.
  • Perform any other relevant duties as required by the supervisor.   
  • Any other duties as assigned by the line manager

Job Requirements

  • Preferred degree in social work, child care or related from a recognized college/ University with 3 year experience
  • Working experience related to child protection or child care, preferred from an NGO/ emergency work
  • Special Training On child protection
  • Good command in written and spoken English and Somali language.

Social Inclusion and Gender Officer

Job Summary:

Social inclusion and gender officer will be responsible for leading project implementation of social inclusion and Gender officer of EHF (Ethiopian Humanitarian Fund) project. The position holder will support and coordinate gender analysis and assured social inclusion in the project.  To ensure program activities result in positive outcomes for male and female participants of different age groups, S/he will have overall responsibility for building team members’ and partners’ capacity to integrate GESI perspective into activities. Overall S/he will be accountable for coordinating, planning, implementation, monitoring, and reporting of the GESI components of the Ethiopian Humanitarian Fund at project Shiraro.

Job Responsibilities:

  • planning, monitoring, and implementation: Involve in planning, implementation, budget management, and GESI components;
  • Ensure the implementation of GESI
  • Following GESI activities are implemented as per the Annual Activity and Budget Plan approved by the project
  • Provide technical advice to the project manager in the area of GESI
  • Ensure proper records are available to respond to the EHF result framework indicators
  • Produce and share progress reports (monthly, quarterly and annual) on the due date and submit them to the project office and Head office
  • Keep recordings of all documents, lessons learned, and success of Gender youth and social dynamics project implementation.
  • Based on the annual activity and budget plan, make regular field visits to beneficiary households and furnish monitoring reports to the project manager for timely decision making;

  • Within each project and department, discuss NMWEO’s Gender & Diversity and Sexual Harassment and sexual exploitation Policies, so that all staff are conversant with them.
  • Refrain from any comments or gestures that indicate prejudicial views of female staff, especially female supervisors.
  • In each Project and Head Office, ask women staff what changes would make it more “gender-friendly”, organization and implement the recommendations

Job Requirements

  • 3 years related experience in a relevant position Preferably in NGO Setting
  • Strong computer skills and knowledge in the area of MS word, MS Excel, MS Access, PowerPoint, and email communication.
  • High level of initiative-taking.
  • Training on gender mainstreaming, gender analysis, community dialogue facilitation skills is an added advantage

Language:

  • Proficiency in both spoken and written English.
  • Ability to write reports and business correspondence.
  • Knowledge of the local language of the intervention area is preferred.
