Program / Department Summary

Mercy Corps has been present in Ethiopia since 2004 working to drive bold and transformative ideas, working closely with government, the private sector and civil society actors to build a more resilient country, ensuring that programs are responsive to and influenced by participants and stakeholders. Our vision is to enhance the resilience of climate and conflict-affected communities through market systems development for improved livelihoods, access to food, and safe and clean water to thrive in the face of crises. Our strategy focuses on the four outcome areas of: 1) Economically marginalized populations have improved and diversified livelihoods, income, and assets; 2) Pastoralists, farmers, and households have access to sustainably produced, safe, nutritious food; 3) Social cohesion and inclusive governance processes are built in crisis-affected communities; and 4) People have equitable, sustained access to clean water and sanitation for domestic and productive use. Currently we operate in the regional states of Afar, Amhara, Gambella, Oromia, Somali, Sidama, Southern Ethiopia, Tigray and Addis Ababa city administration working with a diverse base of donors that includes United States Agency for International Development (USAID), European Union, GAC, Hilton Foundation, United Nations (UN), JOA, Sweden, EKN, and other foundations.

The USAID-funded Highland Resilience Activity (HRA) will contribute to the Productive Safety Net Program (PSNP) 5’s “Big Push” initiative and has the overarching goal of strengthening resilience among vulnerable households in Ethiopia’s Highlands, resulting in 120,000 PSNP households reaching the graduation threshold. HRA will support these households in moving above the graduation threshold and to where they no longer require social safety net programming for household food security and have the capabilities and assets to withstand regular and predictable shocks. The Activity will achieve this goal by directly supporting households in increasing their on-farm, off-farm, and employment incomes while facilitating improvements in the market systems required to increase demand for goods and services in PSNP communities. HRA is a five-year program that started during October 2023.

Finance & Grants Specialist ( Sub Awards And Innovation Fund) – Highland Resilience Activity

General Position Summary

The Finance & Grants Specialist (Sub Awards and Innovation Fund) is responsible for managing the programmatic, financial and operational aspects of sub-awards issued under the HRA programs across Mercy Corps Ethiopia. Working with an increasingly wide and diverse set of local and international partners at all levels of public, private and civil society, there is a need to strengthen programmatic and financial support to partners to enable more robust growth and development of sub-grantees. Compliance with the donor regulations and Mercy Corps internal policies and procedures is a critical part of the capacity building process and essential to enable sub-grantees to develop strong systems that will help in the delivery of programmatic interventions. The Finance & Grants Specialist oversees the Sub-award functions . They works under the direction of the Finance Director and works closely with staff from the Operations Team, Finance Team, Program Teams and Monitoring and Evaluation Managers. In addition, the Finance & Grants Specialist  will establish strong links to our Global  Headquarters through regular consultation with Mercy Corps’ compliance and legal departments in Portland (PDX

Essential Job Responsibilities

Sub Awards Management:

  • Participate in the development of the overall programmatic strategy and the strategy for the subawards program.
  • Work closely with consortium-level subrecipient organizations to ensure they are issuing, managing and monitoring subawards in accordance with the HRA subaward manual.
  • Ensure that Partners are complying with the procedures in approved HRA subawards manual, and that the annexes are being used as applicable.
  • Update the HRA subawards manual as needed with input from MC HQ, assist COP/CM with requesting USAID approval of any updates
  • Participate in the design of Request for Applications (RFA) or Application for Solicitation (APS), publication of RFAs/APS, issuing of RFA/APS packages to prospective applicants, manage the administrative process of receiving RFA/APS applicant and providing the applicants to the RFA/APS Review Committee.
  • Administer competitive RFA/APS processes in accordance with the HRA subawards manual, for each RFA/APS, clearly defined and communicated steps for selecting, negotiating and awarding subawards.
  • Responsible for the review of RFA/APS applicants’ budgets and budget narratives for completeness, cost realism and compliance with RFA/APS budget requirements.
  • Responsible for pre-award financial review and other due diligence of apparently successful applicants.
  • Coordinate selection of subaward agreement type, draft subaward and negotiate subaward agreements with selected subrecipients.
  • Draft modifications to subawards, as needed.
  • Develop and conduct subrecipient financial and compliance training workshops;
  • Review subrecipient financial reports for correctness and completeness and ensure that reports are submitted on time.
  • Develop subrecipient monitoring plans, conduct financial monitoring of subrecipients and prepare financial monitoring visit reports.
  • Follow up on all subaward compliance issues and audits and document resolutions.
  • Create and update/maintain subaward cards and enter subaward expenditure reports in Navigator.
  • Maintain subaward files in accordance with the Field Finance Manual.
  • Process subrecipient payments and reconcile subaward financial tracking to general ledger reports.
  • Responsible for subaward financial close-outs, including ensuring that all requirements of the subaward agreement have been met and that subaward funds have been properly settled.
  • Provide compliance guidance and consultations to subrecipients on a demand-driven basis.
  • Assist the program team with assessing subrecipient organizational needs, so that the subaward process strengthens the ability of local NGOs/CSOs to meet world class standards. 
Compliance:
  • Ensure that HRA is executed in alignment with the prime award agreement and the applicable USAID regulations, staying abreast of changes in regulatory environment related to donor/grant compliance; update HRA procedures as necessary.
  • Identify and communicate compliance risks associated with program implementation. Work with program teams ensure that program activities are designed to be compliant, while facilitating the achievement of the program objectives.
  • Review HRA procurement and program transactions, contracts and other documents for compliance requirements and ensure these requirements are met.
  • Prepare prior approval, waiver and other compliance requests to the donor. Assist subrecipients, as needed with subrecipient compliance requests to Mercy Corps.
  • Prepare and maintain internal and donor compliance-related reports.
Influence & Representation
  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.
  • Interface with the (donor) representatives to convey information about programs as appropriate.
  • Participate in sharing best practices with NGOs and governmental agencies.

Job Requirements

Knowledge and Experience
  • A BA/S or equivalent in accounting or finance required; advanced degree preferred.
  • At least 7 years of relevant field or management experience of complex, multi-dimensional programming including administering small subawards in an international environment.
  • At least 4 years’ experience in grants management as well as an understanding of USAID,regulations required.
  • Demonstrated experience and skill with administrating solicitations for subawards, assessing potential subrecipients and the proven ability to oversee a team that is responsible for monitoring subrecipients.
  • Strong skills and experience working with donors to obtain approvals and waivers as necessary for compliance with donor regulations.
  • Prior management experience and strong organizational skills.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • Excellent oral and written English skills required;
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Previous experience in insecure environments

Living /Environmental Conditions:

The position will be based in Addis Ababa, Ethiopia with regular travels to the field. This position requires up to 50% of travel by air and road to field offices in relatively secure environments.

Tigray Region Program Coordinator – Highland Resilience Activity

General Position Summary

 Under the direction and management support from the Deputy Chief of Party (COP), the HRA Tigray region Program Coordinator is responsible for the overall planning, coordination, implementation, monitoring, and evaluation of the Tigray region HRA project in targeted woredas of southern and southeastern zones. S/he ensures all project initiatives are implemented to achieve maximum impact as per program and project objectives while remaining on schedule and budget. The HRA Tigray region Program Coordinator directly manages the field-level program team, finance, and operation teams. S/he will work with the implementing partner, the Addis-based HRA team to ensure that HRA project objectives are implemented effectively through each objective. General Position Summary
The program database/information management manager is responsible for developing, maintaining, and improving the program’s database and information systems. The manager ensures the quality, security, and accessibility of the program’s data and information, and supports the program’s monitoring, evaluation, learning, and reporting activities. The manager also provides technical assistance and guidance to the program staff and partners on database and information management issues and best practices. Strategy & Vision
  • Design and implement standardized databases, data management procedures and oversee the security and upgrading of the databasesMEL/CLA Director.

Accountability & Safeguarding Advisor – Highland Resilience Activity

General Position Summary:
 Under the guidance of MEL/ CLA Director, the Accountability and Safeguarding Advisor plays a critical role in Mercy Corps Highland Resilience Activity (HRA) program by providing leadership and strategy in accountability and safeguarding, with a focus on: Community Accountability Reporting Mechanisms (CARM); and  Safeguarding (SG). The role provides essential advice to the HRA MEL/ CLA Director and Program Management unit whilst supporting the program team in the design and implementation of CARM and SG approaches that result in the delivery of impactful program that are responsive to community needs. This position plays a key role in ensuring that MC and industry standards for CARM and SG are met, strengthening the quality of the program, promoting learning and building the capacity of team members in these domains.
Essential Job Responsibilities
Community Accountability Reporting Mechanism (CARM)
  • Lead the participatory development of Standard Operating Procedures (SOPs) for each CARM feedback mechanism.
  • Develop processes to ensure integration of feedback and evidence based learning into program implementation
  • Facilitate the establishment of the program work plan for the rollout of CARM, including processes, procedures, forms, and budgetary guidance.
  • Follow-up with programmatic teams to ensure that appropriate CARM feedback is efficiently directed through the correct channels
  • Develop a yearly work plan identifying priority areas and targets and following up regularly on its implementation.

Job Requirements

Minimum Qualification & Transferable Skills
  • A Bachelor’s degree in related fields is required (this could include economics, law, Sociology,,social work,, international relations, development studies, international humanitarian law, or other) and an advanced degree is a plus.
  • At least five years of related work experience, preferably with an international or local Non- Governmental Organization (NGO) with at least two years at senior level / supervisor roles;
  • Proven experience in developing or contributing to accountability frameworks, standard operating procedures (SOPs) for feedback mechanisms;
  • Experience and/or training in handling sensitive information – Core Humanitarian Standards (CHS) training is an advantage, including Protection from Sexual Exploitation and Abuse (PSEA) and Child Protection knowledge and capacities;
  • Proven experience in data collection, data-entry, data/information management and analysis;
  • Fluency in written and oral English and Amharic languages, with additional local languages an advantage.

Communications Manager – Highland Resilience Activity

General Position Summary
The Communications Manager focusses on Resilience Storytelling and Communication provides a combination of technical leadership over resilience storytelling methods and guidance, management of a pipeline of resilience documentation opportunities, and strategic direct support to programs on resilience-focused learning capture and resilience communications strategy. The Communications Manager works closely with other technical roles in the Country Communications Specialist to link storytelling methods with broader guidance on and methods for resilience-informed program design, measurement, learning and quality implementation. She/he partners with program teams to improve systems for deliberately identifying and communicating participants and communities’ lived experience of resilience dynamics and anecdotes of change in a way that reinforces program learning for adaptation and quality. They also engage deeply to harvest and produce high quality resilience stories and strategic results and learning documentation. This role also enhances knowledge sharing among Mercy Corps’ global network of resilience practitioners. 
The Communications Manager will be based in Addis Ababa at the HRA program on a full-time basis and directly reporting to HRA MEL/CLA Lead. S/he works with: Database Information Manager, CLA Lead, MEL Manager, MEL Specialist, Country PaQ team, CARM advisor, communications specialist. The general duties and responsibilities of the Communications Manager are to provide oversight of project-level Communications and Learning activities within the HRA Program, ensuring the quality of the project’s Communications and Learning activities, information management via the programs reporting system and geographic information systems (GIS), where applicable. The Communications Manager’s role is to also oversee and ensure coordination of the various technical areas across the HRA Program, and other relevant Project staff and components. The Communications Manager is responsible for the capacity building and mentoring strategy for program staff on themes related to Communications, Resilience Story Telling, Branding protocols, infographics, graphic design, accountability, reporting and learning.
The successful candidate will be responsible to create a strong communication and work relationship with partner organizations to make sure that both USAID’s and Mercy Corps’ brands are strictly followed and protected. She/he will make sure that all ethical considerations are taken care of including but not limited to use of informed consent form, respect and inclusiveness.
Essential Job Responsibilities
Program Management
  • Set direction for and steward program approach and methods for resilience storytelling, ensuring they are data-driven and promote community and local practitioner assets, voices and perspectives in line with Mercy Corps’ core values around Diversity, Equity and Inclusion.
  • Lead the development of detailed technical guidance, didactic materials and tools to improve the use of resilience storytelling in HRA program.
  • Develop and manage implementation of a strategic pipeline of high-impact resilience stories, results and learning documentation opportunities, and regularly identify and nurture new opportunities into the pipeline. 
Program Quality and Implementation
  • Partner with program teams to define resilience storytelling objectives, develop tailored systems to collect and produce high-impact resilience stories and integrate systems within broader program learning and adaptive management mechanisms (focus: resilient food security and nexus portfolios in the HRA Program).  Provide ongoing mentorship to teams to improve story collection and production.
  • Collaborate with program technical and MEL/CLA focal points to connect story collection to M&E, Learning, Reflection and Adaptation systems and processes, including by designing and leading facilitated learning sessions.
  • Lead collection and production of high-quality resilience stories and strategic documentation efforts (e.g., case studies, learning briefs) to capture key resilience results and lessons learned.
  • Facilitate program teams’ linkage with additional resilience storytelling and documentation resources and consultants and guide/support their production of resilience communication products.
  • Lead or facilitate the development of communication strategies that support a strategic approach to program communication with an emphasis on highlighting resilience capacities, advocating for resilience programming, and evidencing Mercy Corps approach to resilience
  • Work with media and communication outlets to facilitate strategic dissemination of resilience stories and documentation.
  • Design and implement capacity strengthening and facilitation materials for resilience story collection and development, supporting programs’ ability to consistently and effectively communicate their resilience vision with key audiences.
  • Counsel program teams on recommended strategies to build a foundation for strong resilience storytelling and documentation.
  • Provide strategic and tactical support to resilience portfolio/backbone programs to enhance quality of their resilience communication and learning components.

  • In coordination with technical teams and CLA Lead, put together monthly updates from the region and other reports as required, especially summarizing monthly lessons learned and disseminating these with partners.
  • Provides weekly updates to CLA Lead in Addis Ababa to share with partners and stakeholders.
  • Assists technical teams in developing, implementing and analyzing sub-activity evaluations and to alert technical teams of results provided by the online information system.
  • Organizes feedback sessions and other platforms at regional level with partners, program participants and stakeholders (private and public sectors), and, with the assistance of the team lead and CLA Lead, ensures responses are provided timely.
  • Collects and documents case studies, success stories and shares with internal and external audiences.

Knowledge and Experience
  • BA/BSc or equivalent, preferable in Communications and Journalism, Foreign Language and Literature, Social Science, International development or MA/S in similar other relevant fields preferred.
  • 8 years of professional experience in a relevant field for international development programs; USAID or another donor, or NGO preferred.
  • A minimum of 4 years of experience in communications and learning on development and humanitarian response programming.

Gender Youth And Social Inclusion (GYSI) Advisor – Highland Resilience Activity )

General Position Summary

The GYSI Advisor  will ensure that the social dimensions of Gender, Youth and social inclusions are effectively addressed across all activity components and at all levels throughout the  implementation of the HRA Program. Work to ensure vulnerable and marginalized populations are considered in targeting approaches. The GYSI Advisor shall have an in-depth understanding of gender, youth, social inclusion and other locally significant socio-cultural and inclusion factors in the context of resilience  programming, and a demonstrated capacity to lead the collection, analysis, and utilization of information from a broad range of sources. They must have proven experience and skill on participatory learning and action, and facilitating collaborative problem-solving. In addition, he/she must  have the ability to foster commitment and build capacity among project staff, partners, program stakeholders and other actors to ensure the gender and youth integration, empowerment, and social inclusion issues are addressed at all levels. During the first year of the program, in alignment with Mercy Corps’ best practices and USAID requirements, the GYSI Advisor will ensure  gender and youth analysis are conducted to inform and guide program implementation and to ensure that men, women, girls, boys and the youth have equitable opportunities to engage in and benefit from program activities. They will promote innovative initiatives for inclusiveness in conformity with the donor and Mercy Corps’ GEDSI  policy.

Essential Job Responsibilities

Strategy & Vision

  • Organize and conduct the donor-required gender and youth analysis during the first year of the Activity and serve as the lead for any program-related youth or GYSI-related
  • Work closely with sector leads/program managers in integrating the findings from the analysis into the Activity’s work plan and milestones.
  • Work to ensure that all HRA staff and partners share an inclusive and gender-transformative vision for implementation
  • Play a critical role in the design, implementation, and management of the program’s technical strategy and activities.
  • Identifies GYSI and gender-based violence issues and risks across program components and guides dedicated GYSI activities.
  • Delivers training and works to strengthen capacity for GESI analysis and activities among HRA staff, local partners, and government stakeholders
  • Ensure a gender-based violence risk analysis is done and incorporate findings into the program implementation plan.
  • Develop a GYSI strategy and guiding tools for the program, and oversee the implementation of the strategy in collaboration with the program team and adapt and improve them as needed.
  • Coordinate closely, work with and support technical leads, managers and partners to promote GYSI integration across all technical areas of the program.
  • Work closely with the relevant team members to develop strategies for encouraging and promoting the youth and for their meaningful participation and leadership in project activities and community decision making.
  • Work closely with the M&E team on integrating GYSI within data collection and analysis tools. Also with the M&E team, provide technical backstopping in the collection and use of sex and age-disaggregated statistical data and other research findings for the purpose of analysis and integration of GYSI in program design. 
  • Contribute to any other research conducted in the program to ensure that relevant GYSI aspects are incorporated.
  • Work closely with the Human Resources team to ensure GYSI accountability is incorporated into the position descriptions of team members.
Capacity Building
  • Develop targeted GYSI capacity building interventions for program staff.
  • Support program team in the delivery of training and capacity building on key gender, youth and social inclusion topics to program participants.
  • Engage on periodic and joint monitoring of field activities; ensure quality delivery of GYSI interventions and coach/mentor staff technically on this.
  • Document processes and achievements to ensure impact and best practices are captured and disseminated. This will include the continual re-evaluation of program activities and information, with resulting activity adjustments in keeping with new insights.

Influence & Representation

  • Develop relationships and linkages with organizations implementing other donor-funded programs focused on GYSI.
  • Participate in other consortium meetings and networkings by representing the program
  • Conduct regular community consultations to ensure programming remains GYSI sensitive and on-track.
  • Collect and share learnings and best practices from this program both internally and externally.
  • Identify, build and manage collaborative partnerships with consortium members, local governments and other stakeholders including private and civil society organizations.

Job Requirements

Knowledge and Experience / Qualification and Transferable Skills
  • MA/Msc or equivalent educational background in a social science discipline such as Development Studies, International Relations, Gender studies, social work or related field.
  • At least five years’ (7 years + if only undergraduate degree) work experience in gender, youth and social inclusion programming, at least five of which must be based in country programs, implementing gender and social inclusion programming at the community level.
  • Experience developing and conducting gender analysis, Youth analysis, gender and youth related training, gender/youth/social dynamics mainstreaming and engaging in gender advocacy and influencing works.
  • Preference for working experience with projects addressing resilience, agriculture, natural resources management, agribusiness, peacebuilding and conflict management.
  • Demonstrated capacity to lead the collection, analysis and utilization of information from a broad range of sources to ensure effective integration of gender and youth concerns throughout the program’s duration.
  • In-depth understanding of gender, age and other locally significant socio-cultural factors in the context of food and nutrition security and resilience programming.
  • Skills in participatory learning and facilitating collaborative problem-solving.

Inclusive Value Chain Development Advisor – Highland Resilience Activity

General Position Summary

The Inclusive Value Chain Development Advisor will be responsible for guiding analysis and activities to increase participation of PSNP households in crop, livestock, and non-agricultural value chains and develop income-generating opportunities for PSNP farmers and entrepreneurs across the implementation regions. The advisor will also facilitate market linkages, partnerships, and wage employment opportunities for PSNP households in collaboration with region based staff, private sector partners and across regional, zonal and woreda level government institutions. different government structures GoE. The inclusive Value chain Advisor reports to the Market Systems Specialist/Team Lead. To ensure coordination and integration with the major pillars of the program, the advisor will be closely working with team members under the livelihoods and the financial services pillar.

The Advisor will identify and guide opportunities and constraints across value chains/market systems across all regions and link those back to strengthening resilience among vulnerable households . S/he must familiarize themselves and project partners in the cluster with the Concept Note (CN) activity development, approval and reporting processes, and ensure CNs originated by project partners in the cluster are efficiently supported and approved by the Addis-based Advisory team.

Essential Job Responsibilities

Technical Leadership and Program implementation 

  •  Develops own deep understanding of value chain development and market systems strengthening facilitation including coaching, relationship building, communicating, entrepreneurial/business understanding and innovating;
  •  Facilitate a clear pathway for inclusive agricultural and non-agricultural value chain development through identifying opportunities and constraints of the PSNP households with a primary focus on women and youth across the six target regions.
  •  Participate in the planning, implementing and overseeing of of the market system/Value chain pillar focused on livestock, crop production and non-agricultural sectors/systems to ensure that staff and partners are following work plans, planned activities are implementing as scheduled and the deliverables are meeting  required quantity and quality standards;
  •  Provide technical advice, facilitation supports for livestock, crop production and non-agricultural value chains/markets activities for program participants and partners in the program target areas;
  •  Lead and Coordinate assessments and analysis in the target regions across diverse market system function to understand constraints and identify opportunities across various private and public actors;
  •  Becomes intimately familiar with all aspects of the relevant value chain/market systems the project is targeting including key actors (Producers, retailers, aggregators, traders training providers/TVETs, information service providers, warehouses, transporters, financial service providers, employment service providers, intermediary and terminal markets); governance frameworks (formal and informal); and all support markets and functions;
  •  Strengthens private sector development in the regions and beyond by bringing new ideas and initiatives among the team and overall project and country program;
  •  Facilitate Market Information Systems for business linkages to link market actors to opportunities;
  •  Work closely access the HRA team and consortium members for creation of better coordination and harmonization of technical activities and strategies planned to improve value chain/market system activities in the local and export markets to contribute to the development of enhancing resilience;
  •  Develops key monitoring and measuring indicators, milestones and plans in close collaboration with supervisor and M&E team, and solely responsible for monitoring and reporting all output, outcome and impact indicators for respective market system(s);

MEL/CLA Director – Highland Resilience Activity

General Position Summary

 The MEL/CLA director of HRA leads the development and implementation of the project’s collaboration, learning, and adapting (CLA) and monitoring, evaluation, and learning (MEL) approaches and systems, with a focus on measuring resilience, systemic change, and resilience learning. The director contributes to the project strategy, provides technical assistance, and develops effective mechanisms for learning. The director works across the project teams and partners to measure and document the resilience building efforts and their impact, and leads the resilience learning agenda. Essential Job Responsibilities

TECHNICAL LEADERSHIP 

  • Provide leadership, training and mentoring in the development of a CLA Strategy, CLA tools, M&E systems, survey design, methodology, data analysis, and other skills required for assessing the impact of the program, and in particular of resilience building efforts within the program.
  • Lead the program resilience learning agenda and technical contributions to resilience measurement
  • Lead external evaluators on the design and roll out of the program baseline and evaluations, while setting up effective systems for learning.

  • Update and manage HRA Monitoring, Learning and Evaluation system providing the program leadership and teams real time information that can steer program implementation and maximize team’s ability to analyze and represent impact to donor, government, colleague agencies, and communities themselves.
  • Provide leadership and training to ensure HRA meets Mercy Corps minimum standards, use necessary PM@MC systems and tools to inform and improve HRA quality and performance.
  • Take the lead on aligning, collecting and reporting on relevant resilience measurement and CLA indicators to the organizational-wide M&E systems, and other external systems as relevant.
  • Support teams in collecting sex and age disaggregated data and using gender sensitive data collection methods in order to understand and respond to program results with diverse participants.
  • Participates in the facilitation of country and sector-level strategic planning sessions.

INFORMATION MANAGEMENT

  • Provides guidance, recommendations, and leadership to ensure that the MEL systems meet the data, evidence, and learning needs of the program, including the sharing of information internally and externally, and help address shortfalls in MER, CLA, and data management that affect program implementation.
  • Ensures HRA adheres to Mercy Corps’ MEL Policy, including the use of TolaData, adherence to Mercy Corps’ Program Record Retention Policy and Responsible Data Policy, and regular Data Quality Assessments (DQAs).
  • Develop program and operational reporting templates that facilitate the acquisition, aggregation and flow of information and learning within the program as well as externally.
  • Maintain a comprehensive reporting and accountability schedule as well as review program reports to ensure that reports contain accurate, clear, and high-quality data and presented in the proper format.

MANAGEMENT, CAPACITY BUILDING AND MENTORING

  • Oversee the HRA MEL & CLA team, Partners MEL and CLA team and sub-contractors, like external evaluators and enumerators.
  • Build the capacity of all relevant program and partner team members to develop and maintain an excellent MEL system and CLA practice, including regular reflection and analysis of program quantitative and qualitative data.

INTERNAL AND EXTERNAL COORDINATION AND REPRESENTATION

  • Active contributor and collaborator with regional and global counterparts to promote the use of MEL best practices and lessons learned.

Knowledge and Experience

  • 5 years of managing MEL work at a program or country level, including supervising staff. Proven use of program technology in an MEL function required.
  • Experience with CLA approaches and promoting a culture of CLA including a track record in strategic systems, and holistic thinking, managing resistance to change, and understanding of organizational culture, learning, and change management.
  • Proven experience with systems thinking or systems approaches to programming

MEL Manager – Highland Resilience Activity

General Position Summary

The Monitoring, Evaluation and Learning (MEL) Manager is pivotal to the implementation of the HRA MEL approaches, with a specific focus on resilience measurement and resilience learning. The Senior MEL Manager will work across component teams and with partners to ensure resilience building efforts and their impact are effectively measured as well as support the resilience learning agenda. In coordination with the CLA/MEL director, They will be responsible for developing, coordinating, maintaining, and constantly improving the program wide CLA and M&E systems using relevant knowledge and evidence to guide program strategy, support adaptive management and continuous improvement, and advance learning as well as implementing an internal CLA capacity building strategy that trains and mentors staff and promotes a culture of learning.

Essential Job Responsibilities
Strategy & Design
  • Provide strategic leadership to field MEL/CLA team in developing individual program level CLA strategies that promotes learning, and improve program quality and performance, as well as feed into the broader HRA CLA/M&E system and approaches, in close coordination with regional program coordinators and sector specialists.
  • Contribute to implementation of the strategic CLA vision and detailed implementation plan for the HRA Activity, with an emphasis on user-centered approaches for engaging with and building buy-in among key program stakeholders on resilience measurement and learning.
  • Designing and providing leadership on activities for building data literacy skills important for interpreting and acting on intervention and overall program-level data
  • Contributing to the development of decision support tools and analytical products to integrate evidence into program design, monitoring, evaluation, and management
  • Collaborate with the CLA Lead and technical component leads to refine the program Theory of Change based on learning from literature review and ongoing program assessments.
  • The MEL Manager will play a strategic role in resilience monitoring and documentation – such as Market Systems Resilience (MSR) impacts, tracking and documenting crowding-in of market systems actors, annual Recurrent Monitoring Survey (RMS)/participants-based survey, annual sector focused analyses, intervention learning briefs, quantifying resilience storytelling (scale, and depth), quantifying the program integration approach Qualitative monitoring to supplement the routine monitoring data reporting.
  • Collaborate with technical leads across the program and build processes for regular feedback loops to ensure integrated program delivery and adaptive management.

Technical Support

  • Implement CLA/M&E systems with utility and program quality in mind, providing program team real time information that can steer program implementation as well as informing regional level stakeholders and strategic program direction and that helps strategize future program interventions.
  • Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including training on TolaData (digital tool developed by MC) and CommCare (ODK-based mobile data collection tool) and the periodic reflection and analysis of program monitoring data to disseminate learning
  • Update and implement the Activity Monitoring, Evaluation and Learning Plan (A-MELP) inclusive of IPTT with indicators, pivot log, measurement details and annual targets.
  • Update indicator performance tracking in Mercy Corps’ TolaData platform and submitting annual indicator data on USAID DIS system.
  • Facilitating learning events and bilateral sessions with key program stakeholders (particularly at regional level) using evidence to draw insights on and estimate individual contribution to collective resilience outcomes

On-Farm Enterprise Advisor – Highland Resilience Activity

General Position Summary

Reporting to the Livelihoods specialist/team lead, the On-farm enterprise Advisor is a technical position for Mercy Corps with a technical guidance for a field level specialists and local NGO partners  to enhance productivity and sales of climate-resilient, nutrition-sensitive crops and livestock, including through support for cooperatives and aggregation models. Guides activities to promote the use of improved and contextually appropriate inputs, technology, and information services. Strengthens capacity of local partner staff that support PSNP on-farm enterprises. Technical responsibilities of the advisor also include conducting market system assessment, on farm enterprises capacity assessment, providing technical guidance for the field level specialists, capacity building support to program targeted agribusinesses, including technical advice, mentorship and coaching; and facilitating linkages to support services for improved coverage and outreach. The On-farm enterprise Advisor will closely work with inclusive value chain advisor, GYSI advisor and financial service advisor at the head office level and closely coordinate with the field level technical team.

Essential Job Responsibilities
PROGRAM MANAGEMENT
  • Work closely with the Livelihoods specialist/team lead and all other teams in designing and implementing business capacity building interventions of on farm enterprises of the program according to the approved work plan and budgets, project documents and implementation strategies.
  • Provide technical leadership for design and implementation of activities using a market systems development approach
  • Identify and manage partnerships that contribute both to sustainable and inclusive growth of agricultural private sector partners and to anticipated project results.
  • With supervision and guidance from the livelihood specialist/team leader, conduct assessments, design projects, and lead strategy development.
  • Supports the expansion of the high potential markets for Agriculture in target areas that could enhance the livelihood of PSNP households
  • Identify the capacity gaps of small and medium on farm businesses working with the program design and implement feasible capacity building activities based on identified gaps.
  • Lead the field level technical teams to execute quality activities, track results, update any changes in capacities, constraints, and incentives in the agricultural market system
  • Build the capacity of project staff, partners, and stakeholders to foster agricultural market system upgrading that positively contributes to the livelihood of PSNP households.
  • Conduct due diligence on potential partners and support the negotiation process, as requested, in finalizing teaming and partnership agreements.
  • Provide continuous capacity support and oversee activities of on farm enterprises identified for capacity building support.
  • Work closely with all other program teams to ensure synergies and to maximize program impact.

On-Farm Enterprise Advisor – Highland Resilience Activity

General Position Summary

Reporting to the Livelihoods specialist/team lead, the On-farm enterprise Advisor is a technical position for Mercy Corps with a technical guidance for a field level specialists and local NGO partners  to enhance productivity and sales of climate-resilient, nutrition-sensitive crops and livestock, including through support for cooperatives and aggregation models. Program Management officer – Highland Resilience Activity

General Position Summary

As the Program Management Officer, they will be responsible for providing administrative support to the Chief of Party and the Project Management Unit. Their primary duties will include coordinating leadership meetings, facilitating team communications, and organizing program events that require collaboration with multiple teams. S/he will work closely with the CoP to ensure that the program runs smoothly and efficiently.

Their main responsibilities will also include maintaining accurate records of all program activities, such as meeting minutes, task lists, and project timelines. Additionally, s/he will support identifying areas where the program can be improved and making recommendations to the CoP for process improvements. They will work closely with team members to implement these changes and ensure that they are effectively communicated to all stakeholders. This will involve interacting with partner organizations, gathering and analyzing project data, developing training programs, and managing planning and finances.

  • Attend all coordination and partner meetings.

  • Work with the CoP to forecast expenditure surpluses and deficits to enable adjustments to be made to the program in a timely fashion.
