ROLE  PURPOSE

The principal role of the HSP Officer is to ensure that quality hygiene promotion activities are well integrated into the overall PIE WASH integrated, Education, Nutrition, Health and protection projects and responsible for planning, implementation monitoring, and evaluation of sanitation and hygiene promotion components in the woreda and refugee camps. The position also requires proper management of the financial, material, and other resources under the program.

·       The position holder will have responsibility for the feasibility study, detail design, BOQ, contract management, regular monitoring, WASH construction supervision, quality control, and report preparations of Water, Sanitation, and Hygiene facilities. 

·       Provide technical support to district staff and WASHCO members for the planning and implementation of WASH and hygiene practices at the community, school, and health facility levels in the target villages

·       Work in collaboration with community members, local health staff such as community health workers, and the Women Development Army (WDA) to implement regular growth monitoring and growth promotion activities as well as to ensure the availability and sustainable management of water and sanitation for all and improving Hygiene promotion services.

·       Support and promote target selection and lead community dialogue sessions.

·       Facilitate and lead the district stakeholders for the Implementation and integration of WASH and health and nutrition projects.

·       Collect and record any documentation about the project history for learning, and reporting 

·       She/he will ensure a smooth working environment and teamwork within Plan International Ethiopia the respective field staff and across the WASH, Protection, Education, health, and nutrition partners;

Accountabilities

Project design, implementation, and reporting

·       Responsible for the quality standard of all hygiene and promotion works

·       Ensure that the WASH promotion activities of the project are implemented according to the approved donor and government agreements.

·       Planning, implementation, monitoring, reporting, and review of response activities as per the agreed document with donors and partners.

·       Carrying out needs assessments and identifying activities to increase awareness and enhance hygiene behavior change.

·       Actively participate and conduct different WASH need assessments.

·       Plan & initiate procurement to program activities required for SHP within the grant period.

·       Report request of material needed for the Sanitation and hygiene promotion activities and design IEC material according to the specific targeted group (adults, children, and persons living with disabilities).

Job Requirements

Technical expertise, skills, and knowledge

Essential

Educational Qualification and Experience

· University degree in Environmental Health, Water supply, Public Health, Health Education, or a related subject. Adequate experience in the field will substitute for formal qualifications.

·  Minimum 4 years of solid experience of which experience in the Sanitation & hygiene promotion work in the WASH sector and experience in emergency WASH is advantageous.

· Experience in WASH facilities construction, maintenance, and rehabilitation in a complex and demanding workload.

·       Substantial experience in coordinating, mobilizing community, planning, implementation, supervision, monitoring, and reporting related to the role

· Ability and willingness to travel and work in rural areas where the project is implemented, within approved security frameworks.

· Strong interpersonal skills, communication, presentation, and facilitation skills and an ability to train and mentor staff.

· Desired spoken and written English.

·  Good computer skills (particularly Excel, Word, and databases).

 Desirable Knowledge:

·  Knowledge of the water, sanitation, and hygiene sector.

·  Knowledge and experience in supervising infrastructures.

·  In-depth knowledge of project cycle management and child-centred community development programming.

·  Knowledge of development issues, trends, challenges opportunities, and implications to community development.

· Knowledge of effective participatory Monitoring, Evaluation, and lesson learning systems and the process of project cycle management.

Physical Environment

· The position involves a high degree of complexity in resolving a wide range of challenges that typically occur in project implementation. The post holder will demonstrate the ability to solve problems, think strategically while implementing projects, and introduce innovations as needed to meet the demands of a dynamic operating environment while ensuring Plan systems and policies are adhered to.

· It is a field-level working environment with at least 90 % field travel.

GIZ Project Coordinator

Job Description

The Opportunity

The project, funded by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH , which is a German public benefit federal enterprise and will be implemented  by Plan International Ethiopia (PIE), in Amhara and Afar regions .

The main ambition of the project is improving inclusive access to services that address the needs of survivors of sexual and gender-based violence in Afar and Amhara regions. The project intends to work in selected conflict-affected regions of Ethiopia by applying survivor centered innovative approach of inclusive access to lifesaving SRH services that address the needs of survivors of SGBV in the project operation woredas of Amhara and Afar. To this end, the project works according to the Leave No One Behind principle, with actors and institutions which are responsible for the care of people affected by sexual violence and ensure direct provision of services. This project will contribute to strengthening the skills of social workers, staff members and service providers of OSCs (one stop centers),the employees of health care facilities including SRH and MHPSS service providers and support the facilities with prioritized  medical consumables to better equip them. The project’s integrated, innovative and holistic approaches and interventions will address stigmata that prevent the use of services by the SGBV survivors. For instance, deferral of SRH services by SGBV survivors due to intersectional discrimination from community and unwelcoming faces of service providers due to lack of understanding, linking and provisioning of minimum SRH service packages for survivors in the health facilities are among serious problems. 

The GIZ Project Coordinator will be in charge of overall coordination of the project under Plan International Ethiopia and collaborate with key Government sectors of health, women and social affairs, education, finance and economy et cetera and like-minded INGOs, multisectoral cluster coordination and TWGs , community structures  and local CSOs operating in the regions mentioned above. The role will require technical guidance and support from SRHR Sector lead, closely working with Plan International Ethiopia’s Technical advisors on SGBV, Youth Economic Empowerment Specialist, Gender and inclusion specialist, cash specialist, MERL coordinator, SGBV specialist, program quality team, area managers, operations team who provide  support to the quality program delivery. The position will be based at the country office of Plan International Ethiopia.

Job Requirements

The Individual

 QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

  • Master’s degree in Psychology, Project Management, Business Administration, Public Health, SRH, Development studies, Social Work.
  • Five years of demonstrated success / experience in Leading and project/s integrating SGBV, SRHR and Economic Empowerment Interventions.
  • Previous experience (at least 2 years) of building capacity of regional/local government (health, women & social affairs, education), system strengthening, managing grants and operations, strengthening capacity of local CSOs, working with traditional and religious leaders, youth group, engagement in national Technical Working Group and Networks managing and developing a multi-disciplinary team including implementing partners.
  • Experience in working with schools, TVET centres, private and health sector in the context of SGBV, economic empowerment and SRHR projects.
  • Clear understanding of relevant government policies, strategies, programs and priorities related to youth employment, vocational/skill training and job placement.
  • Strong networking skills such as lobbying training centers, community and business community for potential employment opportunities.
  • Proven experience in reviewing and mapping of technical training providers, including master trainers for TOT to determine quality of services, value-for-money, accreditation, and ability/willingness to serve young women and SGBV survivors.
  • Experience in reviewing/developing technical training manuals and materials to ensure quality, relevance, and effectiveness

 Knowledge

  • Extensive knowledge on SGBV, SRHR, Vocational training, Economic strengthening and Entrepreneurship.
  • Extensive knowledge of health policy, national SGBV strategy and guidelines, minimum friendly service standards and packages, case management guideline, interface between gender transformation and SRH
  • Understand organisational principles, systems and have the ability to provide effective coordination and support to staff working at community level.
  • Understanding of survivor-centered and participatory approaches to development, child-rights programming, participatory Monitoring, Evaluation and Research systems and processes preferred.
  • Knowledge & understanding of Plan’s vision, mission and values.
