SOS Children’s Villages Ethiopia is an International Non-governmental organization and a member of SOS Children’s Villages International Federation. We started our humanitarian work in Ethiopia with the opening of our first Village in Mekelle, Northern part of Ethiopia in 1974. Since then, we have expanded our programs to different regions where there are significant needs for intervention and where we believe we can work in partnership with all relevant actors to bring sustainable positive outcomes for children’s and young people.

Today, we have grown significantly to meet the persistent challenges that confront Ethiopian children who have lost parental care and those that are at risk of losing their parental care. Working in close collaboration with international donors, local government and community based organizations across seven program locations; we aspire that every child grows up with love, respect and security.

 We are looking for a Project Coordinator who leads the planning, implementation, monitoring and evaluation of the family strengthening Project’s activities, in accordance with the organizational standards and strategies.

 Your role?

While working with us a Project Coordinator you will be in charge of the following,

Lead the planning of the family strengthening Project

  • Carry out a feasibility study or up-date existing information for starting a family strengthening Project in a particular community ensuring participation of key stakeholders.
  • Identify key stakeholders including the local government, community-based partners and Project participants and ensure their active participation in the Project design and implementation putting a particular emphasis on child participation.
  • Draw-up an initial action plan based on the findings from the feasibility study, followed by annual plans with concrete Project activities based on the analysis findings and in line with the organisations mission, policies, strategic priorities and available resources.
  • Identify local funding sources and apply for grants and other forms of local income, such as donations in kind and government subsidies.

Coordinate the implementation of Project activities 

  • Lead the implementation of Project activities with partners according to the objectives, actions and time frames outlined in the annual plan and joint action plan.
  • Ensure that the Project operates in accordance with the organisation’s policies and procedures.
  • Ensure that a proper Project intake process for children and their families is implemented through an initial assessment process and the systematic prioritisation of cases in collaboration with key stakeholders involved in the management/coordination of the Project.
  • Coordinate the development of a comprehensive Project service package according to the findings in the initial assessment. Capacity-building of all participating families towards self-reliance is supported through the implementation of a family development planning process.
  • Support capacity-building of Project implementation partners (can be community-based organisations or structures, self-help groups, local NGOs or local authorities) to ensure the long-term sustainability of service delivery and ongoing development of the Project in future.
  • Build a strong network of partner organisations. Where appropriate formalise these partnerships through Memorandum of Understandings (MOU).

Build and manage positive relations with the community and/or local authorities

  • Build strong relationships with local government authorities, recognised community leadership, like-minded groups, organisations and/or institutions operating with the local community, who share the organisation’s vision, as well as those who provide complementary services.
  • Participate in governmental and/or community forums dealing with issues affecting children of our target group.
  • Build good relations with the local media (e.g. community radio), so child rights issues in general as well as the organisation’s mission and objectives can be promoted on a regular basis.

Build a strong Project team

  • Follow professional recruitment processes for new staff (draw-up advert, screening of applications, interviews, and reference checks) in consultation with direct superior.
  • Plan orientation Projects for new staff to ensure they have a good understanding of the organisation and their role within it.
  • Ensure effective performance management systems are implemented for all Project staff, including job descriptions, regular review sessions, and annual performance appraisal, in line with the required practices of the national association.
  • Ensure that individual staff/volunteer training and development needs are identified and that these are addressed through staff development measures, according to priorities and available resources.
  • Be a supportive and understanding superior, on whom staff and volunteers can depend. Build a culture of learning and openness amongst staff and volunteers.
  • Build a culture and understanding of and foster positive attitude towards working on community based development issues and rights based approaches.

Financial management and administration of the Project

  • Ensure that the organisation’s financial resources are used modestly and efficiently.
  • Implement financial and administrative procedures, in line with policies/guidelines of the national association and in consultation with financial support staff.
  • Ensure all Project expenditure/resource usage is in line with the annual plan and budget.

Establish mechanisms for ongoing monitoring and evaluation of the Project

  • Put in place effective monitoring and evaluation plans and systems, on the basis of the international systems requirements, as a basis for ongoing monitoring, self-evaluation and external impact evaluation. These tools shall facilitate both quantitative and qualitative evaluation, using participatory approaches.
  • Provide direct superior with regular up-dates on Project activities and results, including regular written reports on a monthly/quarterly basis as required.

Contribute to the work of the broader organisation

  • Participate in local, national and regional processes, meetings and structures within the organisation as required and agreed with the direct superior.
  • Document and share good practices and lessons learned with colleagues to support organisational learning.
  • Prepare Project information as required for public relations and fund development purposes.
  • Keep track of child rights issues in general as well as current social development issues and trends relevant to the organisation’s mission.

Child Safeguarding:

  • Responsible to take part in awareness raising sessions and capacity building trainings in relation to Child Safeguarding to prevent and protect children and young people from all forms of abuse, abandonment, exploitation, violence and discrimination
  • Support children and young people to make them understand the CS risks and protection mechanisms
  • Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the CS team at programme level and/or to the respective line manager

  • Education: Degree or equivalent qualification in social sciences, development studies, community development or public administration.
  • Experience: Minimum of 3 years relevant work experience in the field of social services or community development. Management experience will be an added advantage.

Essential duties and responsibilities:

  • Handling of tasks related to administrative issues of the project office such as Fleet management, annual leave management, office security and cleanliness.
  • Organizes properly record keeping of personnel data, property administration and Keeps systematically updated record of staff and documents of the project.
  • Keeps proper record of fixed assets and property.
  • Confirm copy of GRR, SIV & receipts are filed & custodian register is updated.
  • Prepare monthly fixed asset reports (Purchase report, Transfer report, Hand-over report,
  • Store readmit report, Issued from store report and custodianship update report.)
  • Conduct the inventory counts of properties for the program annually & semi-annually
  • Coordinate provision of general services such as transport, custody and maintenance of properties and project purchases.
  • Work to ensure effective security systems in the project office by closely working with security guards.
  • Ensures that the services such as electricity, water line, internet, and telephone lines are properly serving the project office and closely working with concerned stakeholders.
  • Support and give guidance’s for administrative staffs under his/her supervision.
  • Coordinate staff development initiatives by assessing needs, conducting pre- and post-training assessments, writing training reports etc.
  • Review payment requests for accuracy, completeness, compliance, level of authorization and clarity on the invoices.
  • Review disbursement requests for accuracy, documentation and validity; effect payment to the right vendor from the right project.
  • Review accounts on regular basis to ensure the balances are complete and accurate;
  • Recording of all project office financial transactions into the SOS financial recording and meeting all submission dates and reporting requirements as required by the Programme Accountant.
  • Assure accuracy of supporting documentation for accounting records;
  • Organize and maintain Accounting filling system;
  • Ensures the timely settlement of advance payments and program location obligations (taxes, provident fund, Pension etc.)
  • Prepares and submits monthly electronic and hard copy reports with supporting documentation to SOS children’s Villages programme office finance section.
  • Ensures that all financial and accounting related files and records reflect high professional standards
  • Prepares payroll and arranges timely payment of salaries.
  • Follow-up and control payable and receivable accounts.
  • Receives original transaction documents, checks completeness and correctness and passes them to immediate supervisor.
  • Takes part in inventory taking and control of assets and stock items
  • Participates in the preparation of drafts financial statements.
  • Assists the Location Finance Manager in the Implementation of the internal control system and financial procedures manual of the organization.
  • Provide finance related capacity-building support/activity to CBO’s and CCSC’s.
  • Performs other duties as assigned by the supervisor.

 Priority tasks & responsibilities

  • Facilitate community mobilization sessions together with the community based organization, local authority, community based committee and the project coordinator.
  • Work towards to the promotion of Community based services in cooperation with the project coordinator and other SOS staff, CBOs, counterparts and beneficiaries
  • Implement Family development plan (FDP) at household level together with the community based organization, project coordinator and local authority based on the identified and prioritized needs
  • Participate in strengthening  the capacity of Community Based Organizations (CBOs) to enable them support and care for the OVC to ensure sustainability
  • Provide technical support to the community  volunteers and project staff 
  • Promote community based social integration for the OVC to ensure that children are protected and cared by their community
  • Participate in the income generation activities with CBO and beneficiaries
  • Collect, analyse, update and compile data and status of beneficiaries on monthly basis
  • Participate in the Identification of children with psychosocial problems/learning difficulties (if any) and refer them to an appropriate person for early intervention
  • Conduct monthly meetings with the volunteers and beneficiaries, and report on the development
  • Support the project coordinator in making appropriate decisions in relation to program activities
  • Facilitate and arrange project related meetings, trainings and workshops
  • Represent the project coordinator during his/her absence
  • Network and collaborate with government departments and other NGOs involved in capacity building of communities
  • Performs other similar duties as assigned by the immediate supervisor

TERMS OF REFERENCE FOR THE EXTERNAL AUDIT

Purpose of the Audit

The overall purpose of this assignment is to give the reasonable assurance of all income received and cost incurred in current fiscal year are in accordance with the relevant policy of SOS Children’s Villages Ethiopia (SOS CVE) , compliance with Government of Ethiopia’s rules and regulation and produce a report as per related Accounting standard

Objectives of the Audit

  1. The objective of the audit is to enable the auditors to express an independent professional opinion on the financial position of SOS Children Villages Ethiopia (SOS CVE) and to ensure that the funds utilized to SOS CVE’s activities have been used for their intended purposes.
  2. The books of accounts of SOS CVE provide the basis for preparation of the SOS CVE’s Financial Statements. Proper books of accounts as required by law have been maintained by SOS CVE and also maintain adequate internal controls and supporting documentation for the transactions.

Audit Methodology:

In order to present the true and fair view on the financial statement/reports the auditor shall conduct accuracy checks, observations, inspection of records and document, and inquiry and analysis, recommendation, comparison, including: 

  • Visit  head office and programme area office; review vouchers, invoices and all supporting documents for all the amount expensed and income receipt  
  • Follow up with the previous audit reports and comments
  • Review of payroll and tax complianc
  •  Tentative Timetable:

The audit assignment will take place from 1st Feb 2024 to 30th March 2024 (the actual working days are 51 including management letter, debriefing meeting and submission of the final report. 

  Audit Methodology:

General

The Manager will be responsible for

  • Ensure financial health of the social enterprise (Kindergartens and Hermann Gmeiner Schools, other business units) operationally and financially self-sufficient
  • Keeping separate financial recording and management of income and expenditures of the branch social enterprise
  • Preparation and timely submission of annual plan and corresponding reports to the Social Enterprise head office
  • Meeting all legal requirements (ensuring income taxes are reported and paid to the concerned authority related to each business unit)
  • Maintaining an oversight of the services provided by the school and other business units including development of those services ensuring that the objectives and priorities are implemented and reviewed systematically
  • Ensuring that administrative, premises, personnel, financial and IT services and systems within the business units meet current legislation and policies
  • Leading quality improvement program of the Social Enterprise Unit including offering solutions and options as to how performance can be improved

Financial Management and Oversight

  • Ensuring that audits recommendations are rectified in a time, and efficient manner in line with policy, donor and local government requirements and follow-up on recommendations arising out of audits taking appropriate actions where necessary

Human Resources and Team Development

  • Provide input and guidance to HR and Administration Head, this includes:
  • Closely see the recruitment, hiring, compensation and performance management (including performance review process)
  • Benefit administration and oversight
  • New employee onboarding and professional development
  • Retention strategies
  • Regulatory oversight and legal compliance
  • Working with SE Management peers to establish staff performance and development goals, assign accountabilities, establish priorities, conduct annual performance appraisals and administer salary adjustments

  • Ensure that good personnel practice is followed throughout the branch office that is based on the available and applicable Policies and the Employee Handbook

  • Ensure compliance with all legislative requirements relating to human resources and that recruitment policy and practices full comply with child safeguarding policies

Operations Management

  • Oversee risk management and legal activities: letters of agreement, contracts, leases, other legal documents and agreements
