We are seeking a Procurement Officer for the USAID/Ethiopia Learning Analytics Activity. The Procurement Officer will be a long-term position based in Addis Ababa, Ethiopia and working out of the Activity office. This position will be responsible for overseeing procurement efforts under the USAID/ Ethiopia Learning Analytics Activity. S/he will help ensure coordination and adherence to USAID regulations and Kaizen policies. S/he will report to the Director of Finance and Operations.

Procurement Officer
Responsibilities:
- Support with the development, regular updating, and annual review/revision of the Ethiopia Learning Analytics Activity procurement policies and procedures.
- Organize necessary documents for the implementation of the Ethiopia Learning Analytics Activity procurement policies and procedures.
- Provide staff training on procurement under the Ethiopia Learning Analytics Activity.
- Oversee the day-to-day activities of Ethiopia Learning Analytics Activity related to procurement.
- Oversee, with the Director of Finance and Operations, compliance to USAID regulations and Kaizen policies and procedures related to procurement.
- Establish and manage procurement trackers and ensure that necessary documentations are maintained.
- Ensure procurements are completed as per Kaizen policy and USAID regulations and are clearly documented.
- Conduct periodic internal quality assessments against Ethiopia Learning Analytics Activity procurement efforts, including assessments of vendors.
- Provide support and ad-hoc reports to Activity and procurement initiatives; and
- Other tasks as reasonably assigned.
Job Requirements
- At least a bachelor’s degree or higher in a relevant field such as international development, political science, business, statistics, or public policy/administration.
- At least 3 years of experience in grants and/or procurement for international development projects in Ethiopia. Experience on USAID-funded projects is preferred.
- Must have demonstrated experience in preparing and supporting procurement tools, templates, policies, and procedures to international development donors.
- Must have English proficiency sufficient to conduct all aspects of project business and operations.
- Strong work ethic, critical thinking abilities, and history of excelling at his/her work with minimal oversight.
- Must have proven experience in managing own time and schedule.
- Must be an Ethiopian citizen.

Finance Associate
Responsibilities:
Responsibilities and tasks will include, but are not limited to:
- Assist with preparing and submitting monthly field report.
- Prepare disbursement vouchers, file vouchers and stamp the documents.
- Support disbursement of vouchers and journal entries.
- Conduct petty cash reconciliation.
- Receive and verify orders, ensuring proper documentation.
- Place orders as needed.
- Organize and track all documents to and from Finance and Administration department.
- Review payment requests against receipts provided.
- Arrange payments to suppliers, subcontractors, and subgrantees.
- Review purchase requisitions.
- Understand and manage the maintenance of electronic, scanned, and manual filing systems for all financial and administration documents.
- Carry out inventory reconciliation and tagging and numbering of assets.
- Reconcile office supplies, requisition consumables, and stationery from stores.
- Assist in the documentation and gathering necessary information to prepare a VAT report and other financial reports.
- Other finance and administration tasks as needed.
Job Requirements
Minimum Qualifications, Skills and Experience:
- Degree in Accounting, Business Administration (B. Com, BBA) or comparable certifications/qualifications.
- Experience working in finance on USAID-funded projects preferred.
- Proficiency in Microsoft office products (Word, Excel, PowerPoint etc.) and QuickBooks.
- Ability to communicate clearly and concisely in English (both oral and written).
- Must demonstrate initiative and proactiveness.
- Must possess professional demeanor and ability to work in a team environment.
- High degree of integrity.
