Job Purpose
The JEOP Nutrition Coordinator is responsible for the overall management and implementation of World Vision Ethiopia Nutrition activities under JEOP Food Assistance program in the respective regions. He/she will work in close collaboration with other WVE managers, Coordinators, teams and health and nutrition partners to ensure coordination, collaboration, integration and quality of health and nutrition activities.
Liaise and establishes contacts at Regional, Zonal and woreda level with government health office, DRMFSS, NGOs, and UN agencies (WFP, WHO and UNICEF).

- Objective 1: Establish and supervise JEOP Nutrition activities
- Working with other sectors PMs to analyse needs in the area and propose activities & locations accordingly
- Provide inputs for the development of a concept note and/or project proposal with other sectors with a view to developing shared and integrated approaches
- Ensuring quality implementation of health nutritional packages, including CMAM/IMAM, IMNCI, ANC-PNC, IPLS
- Develop Detailed Implementation Plan (DIP), Project Procurement Plan, Supply Plan at start of a project.
- Develop M&E tools (APR) for ongoing and new projects in collaboration with MEAL Teams.
- Participating in the preparation and execution of health and nutritional assessments (provide information to those conducting the study: local geographical, economic, social and anthropological data)
- Conduct rapid needs assessments as required in collaboration with other WVE sectors
- Creating and developing a network for the detection and referral of clients, notably by the use of community mobilisation techniques
- Preparing timely procurement requests according to BoQ and budgets, monitoring and controlling nutrition stocks & consumption in collaboration with supply chain, Logistics/fleet, Hub Leads and HO technical teams
- Determine the HR needs for the implementation of the JEOP nutrition activities
- Taking part in the recruitment of staff in line with P &C procedures and in consultation with P&C coordinators/Managers
- Conduct staff appraisals and support Zonal Coordinators in the implementation of staff appraisals & development of work/action plans
- Develop and follow up on individual work/ action plans
- Identifying the training needs of WVE teams on the basis of skills assessments and observation in collaboration
- Organising and carrying out training sessions, On Job training, Mentoring and Supervision
- Organise and lead (in collaboration with TA) monthly team meetings to identify challenges and track progress in the programme implementation at the different centres and develop action plan and follow up accordingly
- Organising and leading meetings with the team and individual staff members, on both a regular and ad hoc basis
- Follow up on staff leave planning, absence, late coming in collaboration with P&C
- Contribute to the development of the WVE Health & Nutrition strategy, and roll out strategy as required
- Analysis and follow up of the health and nutrition situation in the region- outbreaks, health and nutrition status and other issues affecting the health and nutrition status of the population.
- Contributing to the preparation of new project proposals (text, budget, BoQ and HR needs) in collaboration with other other sectors’ PMs, Coordinators and Nutrition & health Technical Advisor/specialists
- Ensure accurate and quality monthly reporting (MMR narrative and quantitative report,SiTrip Reports
- Ensure that staff are adhering to the reporting and recording system (beneficiary cards, register books, daily, weekly, monthly reports)- accuracy and timely submission
- Contribute to donor reporting (frequency according to the donor requirements) by compiling and writing of nutrition narrative on progress while ensuring accurate data
- Presenting the Health and Nutrition programme to partners (the authorities, donors etc)
- Participate in the different external coordination mechanisms at Regional, Zonal and woreda level.
- Develop network of contacts at base level (INGOs, LNGOs, government, technical or scientific) to allow a smooth implementation of the project
- Provide updates on WVE health and nutrition activities in the different external coordination meetings
- Provide technical inputs according to WVE guidelines, positioning papers, and strategy in the external coordination mechanisms as well as technical working groups
- Liaison with international and local partners regarding health and nutrition activities
- Lead and provide support to health and nutrition team on external partners’ (including donor visits) field visits – represent WVE, development of briefing papers etc.
- Share minutes of meetings attended including summary of action points
- Ensure timely submission ENCU and Health Cluster report at national level/sub national.
Job Requirements
Educational level required:
- BSC/ Master’s degree in Public Health/Nursing/Nutrition and related field of study from accredited college and or universities;
- Technical Training qualifications required: CMAM,IMAM and IYCF-E training, relief and disaster management and development related, Experience in project design, implementation, monitoring, evaluation and report writing.
- Other: Knowledge of other local language is advantageous.
Experience:
- Minimum five years working experience with NGOs out of which one year in Emergency Nutrition Response as a coordination, supervisory/managerial role
- Computer literate
- Experience in providing technical support and/ or strong organizational skills required.

- Work environment: Woreda-based with frequent travel to the field where disasters strike and sometimes to conflict areas and under stress conditions (IDPs);
- Travel: 80% travel to operation woredas and Health facilities are required.

2.Mental Health & Psychosocial Technical Advisor (SPIR II)
Job Purpose:
The SPIR II MHPSS Advisor will lead the process of refining appropriate group-based mental health and psychosocial support models in the SPIR II implementation context. She/he will also assess needs and develop/strengthen emergency-based MHPSS intervention activities to respond to operational areas affected by conflict and other shocks. Learning from the refinement and implementation period testing and studies will be incorporated into guidelines, training materials, and modules that are adapted to the needs and context of SPIR II operational areas. The SPIR II MHPSS Advisor will drive this process along with the associated training of SPIR II MHPSS staff, government counterparts, and other stakeholders. She/he will provide close supervision and monitoring of the implementation of these models, with careful attention provided for the identification, referral, and case management of severe mental health illnesses. She/he will also network and collaborate closely with other MHPSS researchers and program implementers both in Ethiopia and globally.
Major Responsibilities
Provide technical leadership (30%)
(Testing, adaptation/implementation of MHPSS models for SPIR II context)
- Lead and facilitate the process of refining existing models (IPT-G) and testing and implementing new models (Group PM+, other) especially after the Refine and Implement period.
- Network and liaise with MHPSS implementation both in other WV field offices and with other partners to capture and incorporate the latest learning from the adaptation and implementation of these models in similar contexts (e.g. Uganda).
- Assess needs and develop or adapt/implement MHPSS models to respond to conflict-related trauma, especially in the SPIR II Amhara operational areas.
- Work closely with SPIR II Learning partner, IFPRI, in the design and roll-out of planned pilot test and studies related to adapted MHPSS models (e.g. Group PM+).
- Participate in the development and implementation of group-based psychosocial programming
Capacity Building and Technical Support (30%)
- Develop and/or adapt MHPSS program model guidelines based on learning and experience from previous programming or R&I period pilot tests.
- Train and facilitate cascaded training for MHPSS program staff at Regional, Zonal/Woreda and Kebele levels.
- Orient and facilitate cascaded training and capacity building for GoE Ministry of Health counterparts at different administrative levels.
- Supervise Regional MHPSS staff and support the ongoing supervision of MHPSS Officers as they monitor and support the community-level facilitators (especially during initial phases of implementation)
- Support the identification and referral of severe cases of depression, Post-Traumatic Stress Disorders (PTSD) or severe mental, neurological or substance use disorders to appropriate medical facilities.
- Ensure people in acute distress are assisted to alleviate their stress, by ensuring that staff are trained on PFA and feel confident to use it.
Referral case management (10%)
- Support the identification and referral of severe cases of depression, trauma or mental health illnesses to appropriate medical facilities.
- Build the capacity of SPIR II staff and partners, and ensure effective systems are in place for close follow-up and case management for this highly vulnerable group.
- Ensure care and safety of clients is being upheld and safety risks are adequately responded to and reported.
Knowledge Management (Collaboration and learning dissemination) (15%)
- Identify and network with other relevant MHPSS learning or research platforms to exchange ideas and learning from SPIR II research and experience.
- Document and share key MHPSS learning with other RFSAs, Ethiopia-based researchers and other stakeholders.
- Collaborate and exchange ideas and information with leaders in this field, including past collaborators at Johns Hopkins University and Colombia Teachers College.
- Continue partnership engagement with GoE, WB, WHO on MHPSS in emergencies and as part of resilience projects.
Reporting, planning, MEL, quality assurance (15%)
- Work closely with the Monitoring, Evaluation and Learning Team on evaluation strategy and frameworks (including the performance measurement framework) needed to achieve credible and reliable measurement of MPSS results
- Provide Technical Guidance for Monitoring, Evaluation and learning team and other staff to design and carry out assessments and annual progress reviews and synthesize the findings for program improvement
- Ensure tracking and document client data electronically and project progress to asses MPHSS efficacy and client discharge plans and link to other BCC and project intervention
- Provide clinical supervision to staff offering mental health and psychosocial support services and create a peer supervisory network built on foundations of knowledge exchange.
- Ensure collation of IP reports and quality reporting for SPIR II consortium on MHPSS (quarterly reports, annual reports, ad hoc requests),
- Participate in annual planning meetings (PREP and other) and draft information for MHPSS sections
- Participate in technical team meetings, TWG meetings and other ad hoc technical meetings
Job Requirements
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
- A minimum of 7 years of working experience in mental health and psychosocial support in low-resource or humanitarian settings, two of which have to be at a supervisory level.
- Experience providing clinical supervision in individual and group settings for large-scale MHPSS programs
- Experience in conducting MHPSS need assessment, quantitative and qualitative field research, and experience working closely with universities and/or other research institutions.
- Excellent analytical, oral and written communication skills.
Required Education, training, license, registration, and certification
- Mental Health professional with an advanced (Master’s) degree in Counselling Psychology, Clinical Psychology, and/or related mental health profession.
- Certification in the Group psychological intervention model is advantageous
Preferred Knowledge and Qualifications
- Knowledge of group-based treatments such as IPT-G and Group PM+ is strongly preferred.
Travel and/or Work Environment Requirement: Travel up to 25% of time.

- Report the likely risks to the store and properties therein before any damage occurs, report any damage or missing properties in the store immediately after incidence, and seeks safe disposal as soon as possible.
- Handles all bank matters except collecting check books, which have to be done by the Finance Officer;
- Create well-structured filing system & ensure a system of PAID STAMP on the supporting documents and replenished STAMP on PCPV.
- Being responsible for the overall Association’s Financial Hard copy filing system by ensuring that all Cash
- Payment vouchers, Journal Vouchers, Deposit Vouchers Cash receipts & financial letters are well filed/documented/ on a timely basis.
- Performs other duties assigned by the immediate supervisor.
