Cooperazione Internazionale (COOPI) is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Ethiopia started its operation in 1995 and has been primarily implementing humanitarian aid and development programs covering the sectors of: WASH, Shelter/NFI, food security and Livelihoods, Energy and CCCM. COOPI works in BenishangulGumuz, Oromia, Ahmara, Afar, Somali, Tigray Regions and Addis Abeba city administration.

COOPI is looking for qualified Gender and protection Officer to be based in Addis Ababa Coordination Office.

1.Gender and protection Officer

Title of the Position: Gender and protection Officer

  • Number required: One (1)   
  • Duty Station: Addis Ababa, Move to different project Implementation Area

Duties and Responsibilities:

a)      Planning

·Draft detailed GBV and protection activities workplan.

·Lead the GBV and protection activities for Coordination Office.

  • Plan Gender and protectionactivities capacity building programs and training materials.

·Prepare and submit drafts/ToR for Gender and protectionactivities implementation (background, methodology, objectives, results, activities, BoQ, Monitoring and post monitoring table linked to result framework) to APM, PM, Program Coordinator and Advisors.

  • Support to prepare weekly Gender and protectionactivity planning, movement plan with the MEAL Coordinator.

·Coordinate and support the coordination office to prepare the M&E plan for the project Gender and protectionaccording to Log Frames.

  • Provide any support required by the MEAL Coordinator and PM. in drafting the M&E plan for the project according to Log Frames.

·Consolidate monthly activity plan and submit them to the MEAL Coordinator.

  • When requested by the PM, prepare a detailed physical and financial monthly Gender and protection activities plan according to the format provided by the PM and submit it to PM 10 days before the end of the month.
  • Anticipate challenges in project Gender and protectionactivities implementation, identify solutions and work with the team in problem solving.

b) Implementation

  • Conduct Gender and protectionactivities capacity building programs and share materials.

·         Supervise the activity implementation directly according to the plans. Organize monitoring field visits, Follow up and ensure consistency and accountability. Implement the technical solutions negotiated and proposed by the Project Manager, advisory group and with the program coordinator.

  • Lead in the provision of technical support on Gender and protectionand your field of expertise and actively facilitate the implementation of the project activities working closely with the project stakeholders and implementing partners.
  • Conducts field assessments either independently or as part of Protection, ESNFI, CCCM and WASH clusters multidisciplinary teams focusing on Gender, protectionand the humanitarian needs of affected populations.

·         Lead in the implementation of GBV and protection activities baseline, progress monitoring and end-line surveys and all data collection required for activities implementation, reporting on results and objectives as required by the PM, Programs Coordinators, advisors and ToRs (with Kobo when possible).

  • Lead Gender and protectionactivities mainstreaming, community mobilization events, consultations, and liaison between beneficiaries, stakeholders and among COOPI field team.
  • Mobilize a Community Feedback Mechanism (CFM), referral pathways and stakeholder mapping exercise in sites.
  • Assist on how to mainstream gender and bring women in to the decision-making.
  • Give translation service when required.

c)      Reporting

  • Give the weekly gender and protection activities and situational briefing report to the PM and field work supervisors.

·         Prepare monthly reports and submit them to the PM.

·         Lead the collection of technical activities reports from the field. Report any managerial issues in Gender and protectionactivities implementation to the PM, APM Report any technical issue to PM, APM, Program Coordinators or advisors as required.

  • Actively participating to weekly meeting called by the PM and APM.
  • Share an updated file including service delivery and beneficiary data to the PM.
  • Share lessons learned and success stories for future programming.

d)     External Coordination

  • Act as a focal point for all Protection and GBV Mainstreaming activities and issues taking place across COOPI intervention sites.
  • Represents COOPI (as requested by the PM) during discussions with the concerned communities and ensures that creative suggestions are incorporated in a bid to address the GBV and protection issues raised by the communities.
  • Attend regional level, Woredas and Kebele level GBV and protection coordination meetings and share key points.
  • Support the organization of internal and donors’ visits to the project sites liaising with the PM.
  • Provide inputs to the PM, Programs coordinator and advisor group in the definition of the country strategy within SMT meeting.
  • Ensure an active participation in relevant technical working group.

e)     Project development

·         Contribute in drafting new project proposals.

·         Share project ideas and concepts as deemed useful, propose written innovative actions in the area of intervention.

·         Review and support the collection of information from the area of intervention (Zone, Woredas and Kebele, community, local partners, NGOs, etc.), liaise with the PM, program coordinator, MEAL and advisory group.

  • Perform any other duties assigned by the MEAL Coordinator.

Job Requirements

Qualification and Experience

  • Academic Degree or Masters in Social Sciences, Development Studies, Law; in relevant sectors.
  • A minimum of 5 years of relevant working experience out of which 3 years/above of demonstrated working experience with NGOs in supervision and coordination GBV and protection activities.
  • Proved GBV and protection ToT and training completion certification.
  • Adequate capacity to organize and deliver GBV and protection trainings independently and with a team of experts and and to use properly the standard activities management tools.
  • Respect of humanitarian principles; Upholds a high sense of responsibility and confidentiality; ability to work in relocate, stressful environments and under pressure.
  • Ability to conduct sectorial analysis and to understand and transform into possible proposal the policies and strategies of the donors.
  • Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints.
  • Computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint).
  • Proficiency in written and spoken English; and Amharic; knowledge of an additional local and Ethiopian language will be an asset.  

Strongly desired:

·         Work experience abroad in humanitarian settings with INGOs will be considered an asset.

2.Social promoter

Position: Social Promoter

Duties and Responsibilities:

a)    Planning

·         Support in the preparation of the agreement with the regions

·         Provide any support required by the PM in drafting the M&E plan for the project according to Log Frames

·         Support the preparation of ToR for activities implementation (background, methodology, objectives, results, activities, BoQ, Monitoring and post monitoring table linked to result framework including cash, distribution of feed) and send it to sector head/APM/PM

·         When requested by the PM, prepare a detailed physical and financial monthly plan according to the format provided by the PM and submit it to PM 10 days before the end of the month.

·         Support to prepare weekly activity planning, movement plan with the sector head/APM/PM.

·         Contribute to weekly meetings.

·         Compile weekly report and submit them to the sector head/APM/PM.

b)    Implementation

·       Report any managerial issues in the activities implementation to the Sector head, PM, APM.

·       Report any technical issue to PM, APM or advisors as required.

·       Actively facilitate and ensure implementation of the activities. Implement the provision of technical support on your field of expertise by taking an active role; in close coordination with the project PM, and sectoral expert, and contribute to improving the livelihood conditions of the population according to quarterly and monthly plans and work orders assigned.

·       Complete the technical sheet and deliver to the sector heads/APM/PM each week.

·       Work with local counterparts in identifying and selecting beneficiaries to undertake the project activities,

·       Guarantee community engagement, mobilization, registration and verification of beneficiaries.

·       Assist communities and woreda line departments on how to mainstream gender and bring women into the decision-making power throughout beneficiary selection and targeting process

·       Create awareness of local authorities on WASH and livelihood activities.

·       Be responsible of preparation and start distribution of NFI and input for the livelihood activities.

·       Implementation of baseline, midterm monitoring, post-monitoring survey, end-line surveys and all data collection required for activities implementation, reporting on results and objectives as required by the PM and ToR (with Kobo when possible). Specifically, perform KAP and base line surveys with the beneficiary population.

·       Facilitate CFM in the project activities and in the implementation areas.

·       Fill in the format for the description of the beneficiaries.

·       Give translation service when required.

·       Anticipate challenges in project implementation, identify solutions and work with the team in problem solving.

·       To make proper use and taking care of COOPI properties under your control.

·       Stay on the project implementation site and in order to spend as much time as possible with the beneficiaries to increase quality of the implementation and understanding of the context

C) Reporting

·         Actively participating to weekly meeting called by the sector head, PM and APM

·         Inform the sector head and the project manager on a daily basis of the activities.

·         Give the weekly report to the sector head and PM.

·         Draft/inform the sector head, PM and APM on activities accomplishment including implementation data as requested (Monthly, interim, final, ad hoc, etc). Participate in grant closing meetings for every closed grant if required by the PM.

·         A file including Sanitation and hygiene and livelihood activities/Sectors (impact of cash and animal feed distribution, beneficiary documentation and socioeconomic information) must be compiled, updated and share to sector heads, every time the PM required.

·         Participate on project impact research/assessment, monitoring and evaluation with the project teams/cluster members and give accurate recommendations to be used as a lesson for further actions; document and share lessons learned and success stories for future programming.

D) External Coordination

·         Attend coordination meetings at Kebele and Woredas level as requested by the sector head, PM and share key points (no decision level is granted in stakeholders coordination meetings).

·         Support the organization of internal and donors’ visits to the project sites liaising with the sector head/APM/PM. Support approval of agreements with the regions and required MoU with local authorities.

·         Actively participate in relevant technical working group, consortium and cluster coordination meetings with members, NGOs and Gov.t at at levels requested by the PM and share key points (no decision level is granted in stakeholders coordination meetings).Regularly collect information at stakeholder level (Woredas, Kebele and communities) baseline need assessment, gaps on food security, socioeconomic, needs, etc. in accordance with the necessities. Propose activities and project ideas and share them to the PM and advisory group.

·         Perform any other duties assigned by the Project Manager.

Job Requirements

Qualification and Experience

·         BA or Diploma in Health, Social sciences, agriculture, Agriculture extension, animal science or related fields.

·         A minimum of two years of relevant working experience with NGOs in a similar position.

·         Fluency in Amharic and Tigrigna.

·         Good knowledge of English.

·         Proven capacity to work in a team is essential.

·         Ability to transmit information to beneficiaries.

·         Ability to collaborate with woreda and kebele.

·         Diplomacy skill is required.

·         Experience in liaising with governmental/local authorities, IOs and NGOs.

·         Demonstrated ability to work in stressful environments and under pressure.

·         Computer literate, with excellent command of Microsoft Excel.

3.Program Coordinator -Development

COOPI is looking for qualified and competent Program Coordinator-Development to be based in Addis Ababa.

Position: Program Coordinator-Emergency

Duties and Responsibilities:

Key Activities/Responsibilities

Planning

·         Prepare or consolidate the agreements with the regions.

·         Organize the internal grant opening meeting at the beginning of every grant

·         Prepare the M&E plan for all projects according to Log Frames, with the support of the MEAL Co.

·         Receive, review, consolidate and share monthly plans for activities implementation:

Implementation

  • Support the PM when needed to solve managerial issues faced and link with administration and operations department (logistic, HR, transport, procurement, etc.)
  • When needed report and link urgent issues to the Head of Programs (HoP), Emergency Response Lead (ERL) and Head of Mission (HoM). 
  • Rise all issues derived from PM and Technical team in the weekly problem solving meetings every Monday morning
  • Support the PM in overseeing the project implementation remotely on the day to day tasks.
  • Organize ad-hoc monitoring field visits with the advisory group.
  • Support the PM for the overall follow up of all contractors and IP
  • Validate project M&E data and maintain the M&E database. Use and share data to enhance internal learning within the Programs department. Organize COOPI filing and learning for project development.
  • Conduct monitoring field visit to the project’s bases.

Reporting

  • Revise and approve monthly report and share them with the ERL.
  • Receive and analyse project preppy and compare them with the monthly reports.
  • Report any gap or challenges based on the activity report and project preppy.
  • Request for ad-hoc inputs from the PM. If needed request weekly reports.
  • Prepare the monthly priority tab based on monthly reports and project preppy.
  • Maintain the project reporting table and advise the PM on the required reporting.
  • Consolidate all required draft reports using data from M&E, monthly reports and technical reports received by the PM.
  • Require support from the advisory group for any technical aspects related to the reporting.
  • Ensure that all the reports are submitted to the HoP for final delivery to the donor or HQ.
  • Lead in organizing grant closing meetings for every closed grant. Actions points are taken and included in the planning for department file.

External Coordination

  • Attend federal cluster meetings when required from the ERL and HOP, and report information gathered during the meetings
  • Prepare all reports requirements from clusters of operation (4/5Ws, ad-hoc, etc.)
  • Provide inputs to the Programs department in the definition of the country strategy

Project development

  • Standardize the collection of information from stakeholders and PM.
  • Ad-hoc inputs are provided for proposal development

Perform any other duties assigned by the supervisor.

·         A minimum of 10 years of relevant working experience

·         Proven capacity to work in a team is essential. Experience in managing staff.

·         Knowledge of humanitarian standards and protection principles

·         Respect of humanitarian principles; ability to work in relocate areas

·         Previous experience working in INGO.

·         Experience facilitating relationships between Nongovernmental organization and government.

·         Ability to work well within a team and take responsibility to deliver results.

·         Fluency in written and spoken English, Amharic and knowledge of the local language is an advantage

·         Excellent interpersonal, communication and presentation skills

·         Knowledge of working area will be preferable

·         Respect culture; believe of diverse ethnic and traditional set up.
