1.GENDER SPECIALIST

JOB SUMMARY:

The Gender Specialist for Projects in Women Economic Justice (WEJ) unit will lead the efforts of the project towards quality, and inclusion through capacity building, strategy development, and advocacy. She/He will be responsible for building the project staff’s and the government partners’ capacity in understanding and applying gender and other empowerment approaches, tools, and best practices.  It is envisioned that this will first be achieved through a hands-on approach that will require outstanding skills in planning and facilitation of training workshops, coaching, and mentoring, and an ability to influence and facilitate change through high-level interpersonal and communication skills.  The Gender Specialist will report directly to WEJ’s Sr. Gender and Policy Advisor and will work closely with other project managers and staff to ensure program quality and impact in line with the projects’ goals and objectives. 

RESPONSIBILITIES AND TASKS

Job Responsibility #1:  Analysis and implementation of Strategies, Reporting

  • Conducts continuous assessment and analysis of the projects’ gender, life skills, and other gaps to regularly feed into strategy revisions.
  • Leads the implementation of the project’s gender strategy and capacity building in WEJ.
  • Participates in the project’s detailed implementation plans (DIP), at the start-up, annual and mid-term reviews to ensure gender-responsive project planning.
  • Supports definition of areas (and appropriate methodologies) for project’s engagement in all facets of gender, and other capacity-building  
  • Facilitates the adoption and implementation of gender, life skills, and other guidelines, manuals, international standards, and donor protocols into the local context.
  • Together with Sr. Gender and Policy Advisor and other staff, ensures project and organizational aspects of gender and implements adequate improvement plans.

% of Time:  40%

Job Responsibility #2 Capacity Building and Technical Assistance:

  • Builds staff and key partners’ capacity on gender and community service-focused program quality
  • Conduct capacity assessment and based on the results, prepare plans pertinent to the findings in the gender lens.  
  • Participate in the development of materials and facilitation of training for partners and staff on gender, life skills, and community service-specific initiatives.
  • Develops and implements follow-up coaching plans to sustain staff expertise and commitment to applying new skills.
  • Works with the relevant government structures to facilitate gender and community service-related activities and monitoring in the operational areas.
  • Participate in the designs of gender and community service assessments, build the capacity of enumerators to have gender lens, analyze results, and write reports. Designs and supports officers and community facilitators to promote appropriate community mobilization strategies around gender and community service provision.
  • Documents and shares lessons/results of gender, life skills, and community service work and strategies in projects

Job Responsibility #3:  Learning, Networking and Representation

  • Keeps up to date with developments in gender and community service initiatives, including best practice in-country, regionally, and globally, and ensure ongoing personal development and learning.
  • Explores and participates in networks, gender, and community service task forces at the regional, and local levels.
  • Supports the documentation and use of project gender and community service learning into evidence-based policy influence,
  • Identifies, establishes, and maintains productive relationships with like-minded non-government organizations and government stakeholders.
  • Disseminate information regarding the project’s gender and community service advocacy work accomplishments among stakeholders, including the government on a regular basis.
  • Organizes and participates in supportive supervisions and cross-visits.
  • Together with the Learning Design and Measurement (LDM) staff, support the effort to measure impact considering gender and other inclusion issues.
  • Document lessons learned best practices, and success stories on gender and community services of projects in collaboration with LDM and other projects’ staff.
  • Represent projects and CARE on different platforms regarding gender and community service initiatives.

A) EDUCATION/TRAINING

Required:

  • BSc/A in relevant disciplines i.e. Social Science, Gender Studies, Development Studies, Rural Development, or other related studies

Desired:

  • Professional training in gender

B) EXPERIENCE

Required:

  • 4 years of relevant experience with the first degree & 3 years of relevant experience plus post graduate degree in Developmental related areas, conversant with adult learning and training of trainers, methodologies, practical experience in women’s rights/livelihoods programming
  • gender analysis, training, and mainstreaming

Desired: 

  • NGO experience

C) TECHNICAL SKILLS

Required:

  • Firm belief in teamwork, gender equality, transparent and participatory management
  • Sensitivity to different aspects of diversity (cultural, religious, economic, disability) and sensitivity to HIV/AIDS
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies.

  • WEJ’s Gender Specialist is expected to build partnering/service provision relationships with different project managers, grassroots staff, project officers, and partners to smoothly run gender, life skills, and community service activities for different projects.  She/He will work in close collaboration with Sr. Gender and Policy Advisor and Project Managers.  The Gender Specialist is directly supervised by the Sr. Gender and Policy Advisor.  

V. LIVING CONDITIONS (FOR OVERSEAS POSITIONS) AND LEVEL OF TRAVEL REQUIRED.

2.PROJECT MANAGER

I Project overview

The Prosopis Innovation Project in Afar (PIPA) is a 4 year, DANIDA funded project that is being implemented by CARE Ethiopia, with support from CARE Denmark. This project follows the innovation approach to project design and implementation. This includes understanding the problem from a human centric angle, to iterating and rapidly prototyping and testing solutions that have a potential to scale and create a sustainable impact. The project also seeks to explore and establish unique partnerships with partners from the innovation space and the private sector. CARE is also working closely with other development partners and agencies to support and strengthen innovative climate solutions in Ethiopia which includes designing and running innovation challenges. This project will be implemented in Afar linked with the USAID Resilience in Pastoral Areas (RIPA-North) activities in the project operational areas to multiply the impact.

II JOB SUMMARY:

The purpose of the Project Manager (PM) position is to provide leadership and coordination for ensuring the proper implementation and accomplishment of the CARE DANIDA funded SPAII (Strategic Partnership Agreement II) Prosopis Innovation Project in Afar (PIPA) objective with special focus on CARE’s vision, goals, and program principles, standards, approaches, and long-range Strategic Plan. The PM will have joint responsibility for the project and will manage and support the day-to-day implementation of the project activities in coordination with the technical team in Afar Region. As the project is heavily focused on innovative approaches and solutions, the PM will be directly responsible for ensuring that implementation reflects the creativity and agility of innovation projects. In addition, s/he will be responsible for leading the planning of all the project activities, including the performances of the innovation and private sector partners that will be engaged with the project including leading the field team in implementation, ensuring all reports (financial and narrative) are prepared on time, among other functions. In consultation with the Program Coordinator and other technical advisors she/he develops annual implementation plans and budget, allocates appropriate resources to accomplish the plan and ensures that an appropriate monitoring system are in place to track progress and deviations of program implementation. To promote the highest level of staff performance the PM provides coaching to staff under her/ his direct supervision.  She/he establishes and maintains effective working relationships with key Regional and Woreda government and private sector partners working with SPAII PIPA. She/ he will provide the required support to the field team and ensure the day-to-day project information sharing and updates, joint field action planning and regular joint reviews of project progress and status.

III. RESPONSIBILITIES AND TASKS

Job Responsibility #1: Program Planning (20% of time)

  • Provide general management and technical oversight to the SPAII PIPA, including innovation and private sector partners in areas of operation.
  • Ensure alignment and implementation of project activities with the innovation process with a strong focus on rapid solution ideation and testing in order to quickly arrive at solutions that have potential to scale
  • Lead the development of field-level work plans, reflecting the larger work plan and approaches for strengthening facilitation of SPAII PIPA activities.
  • With the program team analyzes past experiences and incorporate lessons learned in the area of SPAII PIPA development into the planning process; and based on past achievements adjusts program targets, strategies, and resources.
  • Involve in program design, planning, implementation, monitoring and evaluation.  
  • Develops draft annual and quarterly work plans with SPAII PIPA program management team, field staff and partners involved in the implementation.
  • Ensure that all program staff have appropriate individual operational plans linked to program priorities.
  • Submits / shares all annual and quarterly plans as per established schedules to all program stakeholders.

Responsibility #2: Program Implementation (20% of time)

  • Ensure program implementation is in compliance with the approach and agreements that CARE entered into with its partners, donor and government.
  • Coordinate closely with CARE Denmark innovation advisor to implement climate focused innovation challenges in partnership with other agencies such as the UN World Food Programme.
  • Support the development of and ensure adherence to the strategies, approaches and work plans established by SPAII PIPA.
  • Systematically seek support and coordinates with the technical staff in the field, to ensure strong working relationships and sound technical implementation of all program activities.
  • Organizes the implementation process of all set targets planned with the field level team.
  • Ensures that all staff have updated monthly and quarterly implementation plans;
  • Periodically visits field activities and provide formal and informal feedback to the program staff;
  • Maintains ongoing communications with Regional and Woreda program stakeholders regarding program progress and challenges.
  • Continuously assesses SPAII PIPA program’s context, assumptions, and changes in the working environment to ensure that the program’s focus, strategies, and activities remain relevant and propose adaptation and adjustments when needed.

Responsibility # 3: Program Budget Management (10% of time)

  • In collaboration with the CARE Denmark and CO technical and finance team prepares annual budgets based on the program proposal.
  • Ensures compliance with donor requirements in all financial transactions.
  • Ensures appropriate utilization of SPAII PIPA fund codes for charging budget expenditures.
  • Monitors monthly/ quarterly/ annual budget burn rates and recommends/makes adaptations and adjustment when needed

Responsibility # 4: Staff Management (15% of time)

  • Supervises, leads, guides, orients, coaches and provides ongoing support and feedback to all field level staffs under direct supervision;
  • Recognizing and praising successes;
  • Identifies challenges and failures that need corrective measures;
  • Recommends or initiates personnel actions such as merit increases, other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans;
  • Promotes a model working style based on strict adherence to the organizational core values;
  • Completes all field level performance management activities including: annual performance planning, monitoring and appraisals.

Responsibility # 5: Program Monitoring, Evaluation and Reporting (15% of time)

  • Ensures that SPAII PIPAprogram/s under her/his supervision include an appropriate log-frame and baseline design.
  • Works closely with the SPAII PIPA Senior MEL and GIS Advisor.  
  • Engages with SPAII PIPA monitoring system to collect annual and periodic data for tracking program performance and decision making.
  • Prepares final draft monthly/quarterly/annual comprehensive and high-quality program progress reports and submits to signatory bureaus.
  • Co-facilitates quarterly program review meetings with the team to assess progress, adjust plans, and draw/disseminate lessons learned.
  • Facilitate the coordination of any assessments, monitoring and evaluation missions for the program, delegating to technical persons as appropriate.
  • Regularly visit field activities to assess progress and provide formal and informal feedback.
  • Implement audit recommendations related to the SPAII PIPA program.

Responsibility # 6: Networking, Learning and Representation (10% of time)

  • Participate in regular review and taskforce meetings organized at different level;
  • Work in coordination with other intermediate results and Care programs to bring synergies, sharing of technical resource, cross learning and mutual support.
  • Coordinate and network within the innovation space in Ethiopia to continuously explore and source for climate innovative solutions that can be further supported, tested and piloted through the project and/or the organization.
  • Establishes and maintains formal and informal communication mechanisms with GO/NGO stakeholders.
  • Participates in GO/NGO forums and shares update for SPAII PIPA program staff.
  • Participate in regular review meetings and joint supportive supervision;
  • Work in coordination with other components and other CARE programs to bring synergies, sharing of technical resource, cross learning and mutual support;
  • Document the progress, lessons, good experience, & impact with the project implemented.

Responsibility # 7: Other duties assigned by Supervisor Coordinator (10% of time)

  • Promote and adhere to the principles and objectives of CARE Ethiopia and its programs;
  • Represent CARE professionally during and after work hours and perform any other duties assigned by supervisor.

  • BSc in the field of Disaster Risk Management, Natural Resource Management, Environmental Science, Climate Change and Society, Environmental Management or equivalent combination of education and work experience.

Desired:

  • Master’s Degree in Disaster Risk Management, Natural Resource Management, Environmental Science, Climate Change and Society, Environmental Management, or equivalent combination of education and work experience

B EXPERIENCE

  • 5 years of relevant experience with the first degree or 4 years of relevant experience plus post graduate degree proven field based working experience in pastoral development programs, out of which 1 year in managerial position. 
  • Some experience working on innovation projects and/or the design thinking/human centered design approach.
  • Experience in pastoral area integrated development and Market System Development (MSD)/ Private sector engagement.
  • Knowhow of opportunities and challenges of development in Ethiopia.

C Technical Skills & Knowledge

Required:

  • Proficiency in verbal and written English and Afar-af languages;
  • Demonstrated interpersonal skills in working within a multi –disciplinary team and ability to liaise with government, community leaders and other stakeholders at all levels.
  • Understanding of the application of the human centered design approach in developmental programming
  • Practical skill in the areas of non-controversial community development programming.
  • Proven skill in DNH (Do-No-Harm) approaches in development.
  • Understanding of consortium based project including understanding of opportunities and challenges in pastoralist context;
  • Operational planning, budget planning and management, monitoring and evaluation, report writing;
  • Proven experience of working with pastoralist context;   
  • Demonstrated leadership and managerial ability to inspire and empower others;
  • Demonstrated technical and managerial ability, sound judgment, and ability to interact and work effectively with others at all levels.

V FREEDOM TO ACT

General accountability:

  • The PM’s decisions are prime in terms of the daily functioning and operation of the programs in planning and implementation management, financial and administration areas; her/his decisions are contributory in terms of the FO’s long term development focus and organizational policies and procedures. The PM is a key decision maker in terms of staffing in consultation & concurrence with the Program Coordinator/ Program and Grant Head of CDK and takes into account input from the Regional team and CDK team.

Financial accountability:

  • The PM can sign checks to a maximum of ETB 1,000.00 and co-sign checks for up to ETB 570,000.00 with other authorized check signatories at the field office level.

VI CONTACTS/KEY RELATIONSHIPS

  • The incumbent is expected to establish and maintain open and cordial relationship with relevant government partners, local government officials, donors and other development organizations working in the area in order to obtain the required support and collaboration for the smooth coordination and implementation of the program activities. The incumbent is also expected to maintain good working relationships with government and innovation partners, and staff members to promote and ensure complementary development efforts and synergy of results.

VII. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

  • The position is based in Addis Ababa. At least up to 40% of the time will be spent in the field.
