Key Responsibilities

Training /Capacity Building:
- In close discussion with the PHP officer undertake regular field visits to each location of Tigray crises and partner program implementation areas to review programs and build local government capacity in quality program implementation through coaching and support supervision.
- Provided technical capacity building to Local governments such as CHV, HEW and WASH Committee.
- Support Volunteers and health facilities and partners PHP teams in identifying capacity gaps and assist in planning of relevant trainings to address the gaps
- Participating in the workshops and training to support implementation Oxfam and partners.
- Ensure that the government sector and other partners staffs and IDP community volunteers and PHP groups are fully aware of the public health promotion strategy of this project and all PHP activities are in line with strategy activities.
- Participate in WASH trainings carried out by Oxfam, WASH clusters and other platforms
Monitoring and Evaluation
- Support and contribute Public Health Promotion assessments in coordination with the PHP officer and WASH team leader, local partners and with other Oxfam sectors (PHE, EFSVL, Gender, Protection and MEAL)
- To assess emergency needs, as requested, especially taking in the broader perspective of Public Health.
- Contribute to regular program activity reports, weekly monthly to the PHP officer and WASH coordinator.
- Report regularly, verbally and in writing to the PHP officer and to represent Oxfam to other NGO’s, agencies, local partners and Government authorities were requested.
- Contribute to reviews, learning events, surveys at project locations in coordination with the MEAL team.
Job Requirements
Essential
- BSc Degree in relevant discipline (Environmental health, Public Health, Nursery, Social Science) with substantial 2-3 years experience in Public Health Promotion and cholera response
- Proven technical skills – various PHP approached (preferably in Tigray region context)
- Practical experience and understanding of community mobilization in relation to water and sanitation activities in humanitarian programmes, specifically to IDPs residing at concentration camp and integrated with host community.
- Knowledge of and commitment to humanitarian principles (NGO/ Red Cross Code of Conduct) and with the Sphere Humanitarian Charter minimum standards.
- Ability to be self-initiative and able to work under minimum supervision.
- Good spoken and written English, and ability to communicate fluently in local language will be highly beneficial (e.g., Tigrigna)Desired

SKILS, Experience, Knowledge & Competencies
Essential Degree/ Diploma in public health Engineering, hydraulic engineering, water supply and water resource engineering, Civil Engineering / related from a recognized academic institution. KEY RESPONSIBILITIES:
1. Processing and Accounting for financial transaction
- Review and ensure payment request are checked, authorized, and supported with auditable documentation being charged to accurate budget codes of relevant contract
- Prepare monthly payroll as per the approved payroll information submitted by HR and share to the finance coordinator for review at 20th of each month
- Prepare monthly staff salary allocation to active contracts and submit to finance coordinator for review at 25th of each month.
- Prepare bank reconciliation on monthly basis and submit to finance coordinator for review and to PM for approval

- Follow up the filing systems for all financial and accounting records and verify the completeness of the documentation as per the OI financial policy and government regulations
- Prepare month end pack at the end of each month and submit to finance coordinator for review
2. Reporting and compliance
- Encode transactions into bank book, cash book and JV on daily basis and submit to finance coordinator for review
- Support the finance coordinator in donor and government report preparation and budget development
- Ensure compliance (donor, government and OGB) on daily routine activities
- Follow up the settlement of travel and program float/advance take necessary action on timely basis
- Report any irregularities to finance coordinator or PM
- Assist Finance coordinator in financial report preparation and audit facilitation
3. Internal Control and Risk management
- Provide ongoing financial risk analysis and recommendations of risk management strategies.
- Ensure compliance with all statutory requirements
- Ensure internal control procedures exist and are followed
- Ensure that effective systems are put in place, and regularly reviewed, to allow adequate financial management and control
- Ensures maintenance of appropriate internal controls and financial procedures on Petty cash payments and floats
4. People Management
- Responsible for the effective performance management of finance staff reporting to the position, ensuring assessment, development, and performance management against objectives, and organizationally agreed competences
- Accountable for implementing Oxfam’s people management policies, procedures, and standards
- Manage and supervise the staff directly reporting to the position and ensure that any training needs are identified and met
- Support a climate of continuous professional improvement in finance
- Uphold principles of Oxfam’s gender and diversity principles in the workplace.
- Coaches, mentors, and appraises subordinates in accordance with Oxfam GB Performance Management System.
- Create staff development opportunities for finance staff by extending their engagement beyond the job descriptions
- Provide relevant orientation for staff, both at start of contract and ongoing, to ensure their understanding and compliance with Oxfam GB policies, organizational strategies, and job expectations.
5. Other
- Provide support for program and other staff from finance perspective
- Replace the finance coordinator in his absence
- Perform such other like activities assigned by the finance coordinator/PM
