He/she will oversee interventions including case management/psycho-social support, GBV Prevention activities community engagement, case management/psycho-social support services, capacity building and coordination with other sectors in Gambella refugee camps in Ethiopia under the direct supervision of Deputy GBV program manager. The Roving Senior GBV Officer, based in Terfam, will supervise GBV Response Officer and GBV Response Assistants . The Roving senior GBV Officer will provide ongoing supervision, mentoring/coaching for team members to ensure that the goals and objectives of the program are met in a timely and effective manner, that the approach to program implementation is participatory, that team members receive appropriate support and that a positive team spirit is fostered encouraging innovative and quality programming. To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.MAIN TASKS AND RESPONSIBILITIES Primary Responsibilities Coordinate and monitor the overall implementation of GBV prevention and response program activities in the refugee camps based on established indicators, including collecting and analyzing data and information for reporting.Supervise and support the day-to-day activities including case management/psycho-social support, follow-up, and advocacy to meet beneficiaries needs, community mobilization to prevent GBV risks, build community capacity to prevent and respond to GBV incidents.Provide on-going and regular direct supervision to GBV staff (GBV response officers and assistant GBV response) including assisting in the development of individual work plans.Develop and monitor program plans, including activity, procurement, and spending – related to GBV prevention and response activities.Ensure safe and ethical GBV data collection and sharing based on agreed procedures and protocols.Conduct regular meetings with team members and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified.Ensure timely submission of activity reports on weekly, monthly, and quarterly basis and ensure proper filing.Participate in monthly camp base coordination meeting and represent the organization.Maintain good relations with community leaders and partners in the camp.Maintain records of activities and produce regular reports including weekly and monthly updates or Situational Reports (SitReP), success stories and lessons learnt.Contribute to a positive IMC team environment.Human Resource Management & Capacity BuildingAssist in the recruitment and training of GBV staff, refugee workers, volunteers and SASA! Community Activists. With support from IMC HR, conduct staff performance evaluations for all GBV staffs in Dimma/Okugu Camp in a timely manner.Work with HR to ensure accuracy of all GBV program job descriptions for staffs and their responsibilities.In collaboration with GBV program manager and Deputy GBV program manager, design, and monitor capacity building strategies for all GBV staffs across the refugee Camps.Ensure staff support and debriefing processes are in place, and that staff safety planning is conducted and regularly updated.Develop, implement, and promote effective team communication techniques and systems, including regular senior staff meetings. Coordination & CollaborationDevelop and maintain effective working relationships with all relevant stakeholders including Refugees and Returnees Services (RRS), UNHCR, District Women’s and Social affairs office, other partners and stakeholders in the camp and host communities.Mobilize stakeholders to participate in GBV coordination and risks mitigation meetings.Collaborate with other IMC sectors and operations personnel to ensure that the program is properly supported and that all project-related operational activities are conducted according to IMC HR, Logistics, Finance, and other policies and procedures.In collaboration with the Gambella team, promote and represent the interests of the GBV program with regards to all relevant stakeholders; |

Field MHPSS Program Manager – Afar
JOB SUMMARY
The MHPSS program manager will oversee overall functioning of the MHPSS services and the integration of MHPSS care into GBV in centers, and PHCCs supported by IMC and community based MHPSS services in Afar field office. Besides, he/she will be responsible to the planning and the implementation of capacity development, documentation, monitoring, and evaluation as well as ensure quality of provision of MHPSS services in line with agreed proposal.

1. Support for Program Development
- Regularly assess new context developments and MHPSS needs in the region including identifying new gaps and potential areas of intervention in Mental Health and Psychosocial support interventions.
- Assist the field office program coordinator to identify potential areas for new projects and prepare concept notes and project proposals (in collaboration with Addis-level technical managers)
2. Program Implementation, logistics, and budget management
- Ensure that the MHPSS interventions are appropriately integrated into other sectors (health, nutrition, protection education, etc.
- Ensure IMC MHPSS care standards and protocols are met, national health policies and strategies are respected and other relevant project management issues including donor requirements are properly addressed.
- Provide technical leadership and guidance during the planning, implementation, monitoring, and evaluation of MHPSS service project activities in the region from the inception to the close-out stages
- As a lead technical person for IMC MHPSS; mentor, coach and lead the technical competence and capacity of MHPSS staff under his/her supervision.
- Assist the field office program coordinator/manager to address the logistic issues concerning programmatic supplies for MHPSS (collaborating with field office logistics and finance departments, government, and UN agencies)
- Assess medical Grant In Kind (GIK) needs and collaborate with the IMC Addis GIK team, to import and transport medical GIKs to IMC sites
- Help in staff recruitment, training, performance monitoring, and HR management and ensure that standards and protocols are adhered to and implemented.
- Review the program budget and ensure that there is a regular alignment of budget versus expenditures.
- Ensure smooth phase-out in each project area during the project phase-out period.
3. Capacity Building and Coordination
- Identify training needs and capacitate MHPSS officers/MHPSS case workers/MHPSS community mobilization officers under his supervision to enable them to provide high-level performance during planning, implementation, and reporting.
- Facilitate the development/adaptation (national protocols) of different MHPSS and related manuals and guidelines including training follow-up.
- Liaise with the country office technical coordinators and other collaborating partners to ensure appropriate skills at the region and implementation sites to realize improved coverage and efficiency of the program.
4. Reporting and MEAL
- Provide updates and regular reports on MHPSS to Country Office (Addis), regional health bureau, and other coordination mechanisms.
- Assist the MEAL and field office Coordinator to compile reports and provision high-level regular reports and updates to the Addis-based management team.
- Support the camp-based team to establish reporting systems and data flow mechanisms and ensure the proper functioning of the systems for regular assessment, monitoring, and evaluation of the projects against its objectives and expected results.
5. Representation
- Liaise and Represent IMC during MHPSS technical meetings at the regional level and provide minutes of such meetings.

Job Requirements
MINIMUM REQUIREMENTS
- MSc/BSc degree or above in mental health/Psychiatry or clinical psychology or other related field of study.
- Minimum of two years’ relevant experience on clinical and two years on program implementation on MHPSS.
- Experience in facilitating psychosocial activities and fundamentals of GBV survival centered approach
- Knowledge on national and international guidelines, protocols, and strategies on MHPSS (IASC, mhGAP, PFA, PM+, etc).
- Excellent training experience and skills, including on the job and formal training
- Ability to work with a broad spectrum of people from different cultural backgrounds
- Excellent communication skills
- Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources
- Must be able to write proposals, technical reports for donor and potential partners and meet reporting deadlines
- High level of confidentiality and integrity
- Knowledge of the local context and the humanitarian situation of the region
