MEL Officer
Mary Joy Ethiopia is a nonprofit development oriented organization serves the community for the past 27+ years dedicated to improving the lives of vulnerable communities by advancing and implementing integrated development program focuses on livelihood enhancement, education and heath with cross cutting issues of children empowerment, environmental protection, Adolescent and Youth Sexual Reproductive Health and HIV/AIDS and inclusiveness. For the USAID funded project, Family Focused HIV Prevention Care and Treatment Services in Yirgalem in Sidama region and Dilla town in SNNPR region, Mary Joy seeks to recruit a MEL Officer based in Dilla town.
Job Summary:
He/she will be responsible for ensuring accurate and timely reporting and strong communication. The MEL Officer will closely work with the project team. He/she provides technical support in the areas of data collection, analysis and reporting to Social Service Workers (SSWs). The MEL Officer is also responsible to provide MEL technical assistance to government partners.
II. Specific Duties And Responsibilities:
- Understand the data that should be reported to the central level from the region and provide technical Back up for the project team.
- Provide onsite mentoring and coaching support to CCCs, SSWs and project teams on the use of the tools developed to track project progresses, data utilizations and on-time reporting.
- Provide training and technical assistance/ mentoring for the MoWCYA, BoLSA, HAPCO and Woreda government offices on the utilization of OVC related data and database.
- Prepare and apply paper-based data collection tools and Train the relevant project or partners’ staff on the use of tablet/mobile-based data collection tools and supervise the field data collection and applying appropriate computer application software. Specifically Commcare data base application.
- Review and ensure the quality of data collected from the field (in the area where he/she assigned.
- Closely work and collaborate with the project team on the overall MEL implementation (Capacity development, planning, monitoring and evaluation and reporting of the program).

Job Requirements
Education/Training
- BA/BSc Degree in degree in statistics, information technology, demography, public health or other related fields.
Experience:
- 2 years and above proven experience in database management and Experience in the planning and facilitation of training.
- Fluent in written and spoken Amharic, English and the working language for the region he/she is assigned for.
- Good oral and written comprehension skills Skilled in using application software such as MS Word, MS Outlook, MS Excel and SPSS.
- Sound skills in analyzing, synthesizing, documenting and presenting results of epidemiologic and behavioral research in the field of Public Health -including HIV/AIDS- and Social Welfare Development.
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding Public Health -including HIV/AIDS- and Social Welfare Development.
Technical And Other Skills

MEAL Manager
SPECIFIC DUTIES AND RESPONSIBILITIES:
Job Responsibility #1: Planning:
- Develops/adapts design, monitoring, and evaluation guidelines to promote reflective practices;
- Coordinates strategic planning and work in close collaboration with internal and external stakeholders;
- Ensures collection, compilation, analysis and dissemination of information/ data to support the project formulation;
- Co-ordinates and participates in baseline survey, case studies, impact assessment and other studies;
- Supports project officers to develop logical framework and indicators for monitoring and evaluating project activities and outputs.
Job Responsibility #2: Monitoring, Evaluation and Impact Assessment:
- Sets monitoring and evaluation schedules of the project and follows up their implementation;
- Coordinates the monitoring and evaluation of FFHPCTS Program.
- Develops effective performance indicators and result framework that conform to the project implemented by MJE and sub recipients and ensures that results are achieved accurately and within specified period;
- In collaboration with the project officers monitors and evaluates impact of the project
- Facilitate JSS with TA partners and government signatories
- Follow up on regular implementation of quarterly RDQA activities
Job Responsibility #3: Capacity Building:
- Mentor and guide activities of M&E Specialist
- Provides technical assistance to program and project units in project planning, implementation, monitoring and evaluation;
- Conducts need assessment, organizes and facilitates participatory MEAL training activities for project staff and stakeholders.
Job Responsibility #4: Information Management, Reporting and Learning:
- Set close follow up mechanism on UDS performance
- Analyzes and compiles periodic reports prepared by project officers and service managers;
- Compares implementation with plan and gives feedback;
- Compiles and consolidates reports of implementation of plans and programs;
- Documents monitoring and evaluation results and reports to COP;
- Disseminates reports to donor, partners, and other stakeholders;
- Participates in relevant meetings, and seminars representing the project and MJE;
- Ensures the communication of MEAL concepts within the program, with members and other stakeholders;
- Participates in the documentation and dissemination of lessons learned;
- Prepares quarterly, semi-annual and annual reports and submits to the COP.

Accountant
Job Summary:
The Accountant is responsible for: the preparation of payment and journal vouchers, processing financial transactions, entering data into the computer, making reconciliation and preparing reports in accordance with Generally Accepted Accounting Principles (GAAP) and MJDA’s Financial Policies and Procedures.
Specific Duties and Responsibilities:
- Verifies and ensures the required documentation and authorization is presented before effecting payments and encoding data into the system;
- Ensures that planned activities are carried out in line with the approved annual plan and budget ;
- Processes payments which involve ensuring all payments are adequately supported by appropriate documentation;
- Writes checks based on the approved payment vouchers;
- Ensures that the necessary format and documentation is used before and after payment is effected;
- Ensures all suppliers invoices and bills are paid on a timely basis;
- Enters all financial data into the computer/accounting system;
- Ensures tax and other liabilities are paid out to the relevant authorities on time;
- Prepares cash transfer letters;
- Prepares journal entries for, transfers, correction and adjustments;
- Reconciles bank statements with books of accounts;
- Files all financial documents and reports;
- Performs other duties as assigned.
