Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

PUI works in 10 areas of intervention and distinguishes itself by the implementation of an integrated approach in its response. This method aims to identify and understand the needs of all those affected by a crisis. Our teams come together to bring a rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity.

PUI in Ethiopia:

Although PUI has not been operational particularly in Ethiopia, the organization has long time presence in East African region, mainly in Sudan and South Sudan.

Following the north Ethiopia conflict, which erupted in 2020, and the reports of recurrent drought, which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. For this reason, PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022 to enable the organization to operate legally in the country. Since then, PUI has been doing needs assessment in different regions of the country to identify gaps in order to decide where to put its effort for optimum results. Following some of these assessments, PUI has decided to implement its first project in Afar and Benishangul Gumuze region where the consequences of the recent conflict and the ongoing drought has significantly affected the population of the region.

PUI is also actively looking for more partners to respond to more humanitarian needs in other regions of the country which were affected by conflict and natural disaster

1.Psychosocial Worker

General Assignments / Scope of the Role:

To lower the magnitude of severe acute malnutrition in children under five years old, as well as in expectant and nursing mothers; promote community protection and prevention against violence, exploitation, and abuse based on gender.

Summary of Task and Responsibilities

Mentor health workers and counseling services at the community and health facility  

  • Provision of psychosocial stimulation as part of the treatment of SAM for children with severe acute malnutrition
  • to ensure and encourage home-based stimulation services by caregivers.
  • Provide individual and group need-based counseling on optimal MIYCN practices for caregivers of children 0-23 months and PLWs and Baby Friendly Space Services
  • Capacitated government HWs and HEWs on the skill of counseling services in optimal breastfeeding during emergency
  • provided information and support on SGBV prevention and risk mitigation.
  • Conducted training GBV and Child Protection Guidance and Psychological First Aid and Integrated Approach for Safer Programming
  • Capacity Building on GBV Case Management & Psychological First Aid (PFA)
  • Provide emergency individual protection assistance (Emergency Support to survivors of GBV, children and individuals at risk)
  • Conduct Community Consultations with Women, Girls and Local Organizations
  • Provide psycho-social support, and psychological first aid to survivors who have experienced psychological trauma, torture, gender-based violence GBV, domestic violence, and when necessary to survivors of natural disasters
  • Work in collaboration with PHCC and  health post staff to receive referred beneficiaries, ensure follow up of referred PSS/ PFA beneficiaries, and guide health facility staff on PSS
  • Provide screening and assessment of psychological trauma
  • Sensitize, psycho-educate, problem solving, dialogue and mediate with the beneficiaries population about issues of war, torture, trauma, violence and GBV
  • Ensure all work with clients is confidential and that ethical practices are observed in the culturally appropriate way, especially concerning gender sensitivities
  • Perform community awareness on trauma and psychosocial support to beneficiaries and community leaders
  • Refer patients when needed to more specialized services in link with health PM
  • Perform case follow-up and case management when there is a need
  • Develop an action plan for the follow-up patients
  • Engage in self-care through supervision, debriefings, and other shared sessions.

Planning and organization of activities

  • Ensure the follow-up of the activity schedule in collaboration with his line supervisor;
  • Participate in weekly meetings and adapt the activity schedule to possible changes in context;
  • Participate in the development and implementation of any medical activity that is part of the PUI program or in response to an unforeseen situation;

Represent the organization to partners

  • To present the project and ensure the link with the various local partners;
  • Ensure a good relationship between the team and the target population;
  • Collaborate with other actors working in the different under supervision.
  • Elaborate on the reports necessary for the project: supervision report, monthly reports etc….

Other tasks

  • Participate in PUI project team meetings and strategic thinking.
  • Participate in meetings organized by PUI.
  • Contribute to the safety monitoring of the zone by reporting to his/her line supervisor any safety-related constraints.

Required Qualifications and Professional Experience

  • Master’s or bachelor’s degree in psychology or Bachelor’s degree in any health discipline+ diploma in psychology. 
  • At least 5 years similar experience for first degree or 3 years for MSc
  • Experience in humanitarian works

2.Health Facility Supervisor

General Assignments / Scope of the Role:

The health facility supervisor is responsible for the effective, qualitative and efficient implementation of all health activities in the health facility supported by PUI by providing technical support for MOH staff and supervision of the the PUI technical team in the health facility.  Under the direct supervision of health project manager, the health facility supervisor plans, supervises and ensure execution of all the health and nutrition activities. S/he ensures that the staff follows Ethiopia MOH guidelines and universal standards to ensure quality and continuity of care. 

Summary of Task and Responsibilities

Mentor the health workers at the health facilities in the intervention area

  • Identifies training needs, reports them to the health project manager, and participates in the development of modules and provides training courses
  • Assess the needs of supplies in terms of drugs, consumables and medical equipment.
  • Prepare and carry out training and retraining for health care personnel.
  • To ensure formative supervision sessions in the. These supervisions concern the entire minimum activity package, as part of a fixed strategy.
  • Collect and analyze the health indicators and provide feedback on this data.
  • Make sure that all PUI supported departments of the health facilities have necessary supplies to perfom their task
  • Work closely with health project manager to ensure timely request of supplies for the health facilities
  • Follow up and ensure propoer use of national and/or international standards and protocols by facility staff
  • In collaboration with the MOH facility in-charge to ensure/set up effective patient flow system
  • Provide orientation on data collection tools for the health staff and ensure their supply regularily
  • In collaboration with MOH facility in-charge, advise,organize patient referrals when necessary
  • Compile and submit the data from each department to the health project manager in a weekly base

3.Community Volunteer Supervisor

General Assignments / Scope of the Role:

Reporting to the health project manager, the community volunteers supervisor is responsible for the project’s field and community organization activities. He/she supervises the activities of the community health development Armies in his/her area of intervention.

Summary of Task and Responsibilities

ENSURE THE IMPLEMENTATION AND MONITORING OF COMMUNITY ACTIVITIES

  • He/she ensures that the beneficiaries and local populations understand the objectives of the project(s) and participate actively in the implementation.
  • He/she carries out the community activities and ensures that the schedule of activities is respected. A work schedule will be developed according to the periodicity established for the implementation of the project which will also define the logistical and financial needs.
  • He/she carries out the needs assessment of community activities in terms of equipment, materials, in particular for the staffing of community focal points, the facilitation of mobilization and community planning meetings. He/she assesses the training needs of the supported community workers and refers them to his/her supervisor. He/she participates in the training of the supported community workers through monthly training supervision. He/she supervises the community volunteers in the accomplishment of their tasks.
  • He/she follows up on the activities proposed in the project (sensitization campaign and community mobilization for the identification of focal points in the communities).
  • He/she ensures the smooth running of the community component under his/her responsibility and ensures compliance with the objectives defined in the project proposal(s). In particular, he/she monitors the defined indicators, reports to his/her line manager, points out any difficulties encountered in implementation and proposes improvements or reorientations if necessary.
  • He/she ensures the implementation of monitoring and/or evaluations, according to the needs defined by the project(s). He/she analyzes and transmits the collected information to his/her line manager .
  • He/she transmits internal and external reports to his/her line manager while respecting internal validation deadlines and external contractual deadlines (activity reports) .

SUPERVISE THE COMMUNITY COMPONENT PROJECT TEAM

  • He/she identifies the training needs of community volunteers and traditional birth attendants in the area of hie/her area of intervention.
  • He/she supervises the activities of the community volunteers and traditional birth attendants.
  • He/she must respect and enforce the PUI Rules of Procedure.
  • He/she is the guarantor of the image of PUI in his/her area of intervention and as such ensures that he/she behaves in accordance with the values defended by the organization and respectful of the local culture.

TO ENSURE THE LOGISTICAL AND ADMINISTRATIVE FOLLOW-UP OF THE COMMUNITY COMPONENT

  • He/she is responsible for the material and equipment at his/her disposal and addresses his/her material and consumable needs for his/her activities to the line manager.

ENSURE THE REPRESENTATION OF PUI WITH THE COMMUNITY ACTORS.

  • He/she represents the association with the local actors involved in the implementation of the community component and ensures that good relations are maintained with each of them in connection with his/her superior (in compliance with the principles of neutrality and independence of PUI).
