Health and Nutrition Officer – BHA II

Job Description

  • Child Safeguarding: Level 3 – the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.ROLE PURPOSE: The position holder shall be in charge of leading, technical quality implementation and delivery of the mobile health and Nutrition services in the assigned Woreda. S/He will mainly be responsible for the daily implementation of the screening, OTP, consultation, outreach EPI, health education, sanitation, safe motherhood and child health as per the guideline of Amhara RHB mobile health and Nutrition teams. She/he will be responsible for the daily implementation of mobile health and Nutrition services package as per the standard, supporting health facilities assigned as integrated health & Nutrition modality and daily dispensary and drug supply management. He will also be responsible for day to day documentation of screened children and mothers, children admitted to OTP, children and adults treated, people provided for health education, vaccinated children and all provided services accordingly and compile weekly and monthly reports and share with Health and Nutrition CoordinatorSCOPE OF ROLE:Reports to: Health and Nutrition CoordinatorDimensions: Number of direct reports: NoneKEY AREAS OF ACCOUNTABILITY
    • Responsible for overall planning, implementation and M&E of Health and nutrition activities in the assigned Woreda.
    • Coordinate and facilitate implementation of mobile health and Nutrition activities, site selection and prepare weekly movement plan.
    • Provide basic health and nutrition services including community IMNCI/ICCM, safe motherhood, emergency services, referral, health education, EPI as per MOH Mobile health and nutrition guideline
    • Facilitate essential drugs, supplies and therapeutic products for the team and the selected health facilities
    • Facilitate training and work closely with WHO staffs at Health posts, Health center and hospital and district level.
    • Organize daily, weekly and monthly over view and reports of OTP, EPI, health education and consultations through using mobile Health and nutrition standards.
    • Ensure referral system and linkage between services and with the health facilities
    • Adherence to medical and nutritional treatment protocols and procedures for children and infants.
    • Provide onsite training to HEW and nurses.
    • Ensure Job aids are available in Health posts (HEW quick reference, Look up table, report format, tally sheet, Plumpnut and drug stock control balance form)
    • Receive weekly reports from HEW at weekly basis, cross check the completeness and accuracy and submit to Woreda Project officers.                 
    • Mentoring and assist HEW in decision of  patients  who are at severe risks and need to be transferred to nearby hospital
    • Participate in capacity building training, in health education sessions and ENA/BCC application
    • Follow up absentees/defaulters and keep current record of both beneficiaries and the staff (CHAs, volunteers).
    • Work any tasks assigned by the line manager and the organization.

      Job Requirements

      QUALIFICATIONS AND EXPERIENCE

      Essential

      Qualifications and certifications:

      • Minimum of bachelor’s in public health or nursing

      Experience:

      • Minimum three years working experience with out of which two years in maternal, child Health and nutrition service at HC/Hospital setting.
      • Working in CMAM program and/ mobile health and Nutrition and experience for NGOs is advantage.
      • Experience in clinical setups is mandatory particularly Maternal and child health areas

      Skills/Ability required:

      ·       Knowledge, training and experience in management of IMAM, SAM management and IMNCI/ICCM.

      ·       Solid technical skill on case management of childhood and adult illness, safe motherhood

      ·       Demonstrated skills in program planning, implementation and monitoring.

      ·       Strong computer (Microsoft skills), and interpersonal skills.

      ·       Demonstrated ability to work effectively in a team environment.

      ·       Good command in written and spoken English and Local language (Amharic).

      ·       Good human relation skills.

      Job Description

      Child Safeguarding:

      Level 3 – the responsibilities of the post requires the post holder to have regular contact with or access to children or young people.

      ROLE PURPOSE: The incumbent of this position represents Save the Children’s values and principles in interactions with staff and external audiences. These values and principles include a commitment to the mission of Save the Children team orientation, quality management, and leadership development and introducing systems and procedures to strengthen staff motivation and productivity. Health, Nutrition, and WASH Program Manager is responsible for the operational management, which includes results-based monitoring, evaluation, and quality assurance, of all health, nutrition, and WASH programs under the dual mandate. The Programme Manager is responsible for budget management of all awards for which he/she is the designated budget holder.  The Programme Manager is also responsible for the management, which includes development through capacity building and support, of partners working on the programs under his/her supervision.  The Health Program Manager will also serve as the technical person in the three thematic areas at the field office location, providing technical guidance and capacity-building support to field staff as necessary, including supporting the mainstreaming of cross-cutting issues in the projects under supervision and as relevant.  S/he will be responsible to document implementation lessons, best practices and innovations so as to inform new business development.  S/he will also support the development of concept notes and proposals in the thematic area as required.

      SCOPE OF ROLE:

      Reports to: Head of Filed Office

      Dimensions: Save the Children works in 9 regions in Ethiopia with a current staff of approximately 1,600 and current expenditure of approximately $100 million each year.

      Staff directly reporting to this post: Health & Nutrition Coordinators  and WASH Coordinator’s  

      KEY AREAS OF ACCOUNTABILITY:

      I. Programme management/Technical support  

      • Ensure that technical quality and standards are considered during health, nutrition, and WASH projects implementation
      • Ensure that WASH/Health facility construction interventions are completed in line with project proposals, within a specified time, specifications, and bills of quantity(BOQs)
      • Responsible for the development of the work plan, recruitment plan, procurement plan, and phased budgets for your project.
      • Works closely with the Support Services – HR/Finance/supply chain to provide them with advanced plans so that they can efficiently carry out their job.
      • In Monthly meetings with the FOM, provides up-to-date information on the progress of the projects and flags any concerns in a timely manner.
      • Manage all activities, resources, and assets for projects under his/her supervision
      • Identify critical issues that may hamper quality project implementation and take the necessary actions /communicate with supervisors as necessary
      • Prepare periodic reports on the implementation of project activities as per the requirements of SCI, regional BOF, RHB and BWAE, and specific project donors
      • Ensure that strategies for phasing out are taken care of during implementation, and project closeouts are properly planned and executed
      • Facilitate and ensure the involvement of children as primary stakeholders in all projects work
      • Closely work with the PDQI Health, nutrition,      and WASH team to assure implementation quality; mainstream/integrate cross-cutting issues in projects under supervision and monitor them as relevant.
      • Support business development opportunities in health, nutrition, and WASH sectors by providing costs for activities, providing inputs for design, and drafting proposal pieces as requested. Ensure lessons learned from projects under supervision are fed into new business development opportunities.
      • Serve as the key technical expert in Health, Nutrition, and WASH in the geographic location and contribute to knowledge sharing as well as capacity building of other staff as relevant.
      •  In consultation and coordination with the Communications and Campaigns team, develop /support the development of Health, Nutrition and WASH-related communication materials and briefs as necessary
      • Support the FOM in the drafting of an MOU with the relevant regional partners, follows up on the review and revision processes, as well as finalize and sign.
      • Support activities to improve organizational readiness with regard to responding to health, nutrition, and WASH  emergencies in line with the national annual Humanitarian Prepares Plan, global SCI humanitarian goals, and benchmarks
      •  Be familiar with, adhere to, and implement the procedures and processes detailed in the Rules and Principles for humanitarian response
      • As needed, mount appropriate and timely responses to health, nutrition, and WASH emergencies, consistent with established benchmarks, plans, and organizational policies
      • In collaboration with the health, nutrition, and WASH project team, ensure the timely preparation and implementation of the phase-out strategy
      •  Liaises with the relevant sector offices at the location as it relates to the projects under supervision; represents the Health, Nutrition, and WASH  sectors within the location as necessary and upon delegation
      • · Led project activities and budget revisions, prepare justification for the request of amendments in keeping with donor regulations and procedures, closely working with the relevant award team to ensure timely action

      II. Program Staff Management ( Human Resource Management)

      •   Guide and direct program staff both at Field/ office level and field/duty station level.
      • ·Support in recruitment and orientation of project field staff as needed
      • Manage the project field staff, ensuring that they understand their tasks and expectations and are able to perform their tasks
      • Identify knowledge and skill gaps in staff and organize training/mentoring as necessary
      • Ensure a positive working environment and good team dynamics (solve potential conflicts and create good team spirit)
      • ·Conduct face-to-face development to performance assessments on a quarterly basis, motivate and promote staff based on continuous assessment results.

      III. Budget management

      • Conduct Budget planning, cash forecast and prepare budget phasing for each project   based on approved Detailed Implementation Plans (DIPs)
      • Manage budgets, including phasing of budgets as per work plans, monthly review budget versus accomplishment (BVA) reports, identification of under/overspending and required actions to address same
      • Ensure effective and efficient utilization of projects budget and other resources for intended purpose; follow up on budget utilization and project expenditure as needed.
      • Work in coordination with the field office’s finance team to ensure stewardship of resources and appropriate budget management of projects.
      • Ensure that partners finance planning and reports are in line with the project agreement and requirements from donors and governments; support partners as necessary to ensure proper financial management, utilization and reporting.
      • Prepares timely donor reports, including review and verification of both narrative and financial reports from partner implemented projects and confirmation of accuracy and consistency between narrative and financial reports.
      • Delivers reports to the thematic leads for quality assurance before handing in the reports to the Awards Team for delivery to the donors.
      • Facilitates communication and interaction between partners and the SCI Award Compliance and Reporting Coordinator; facilitates budget transfer to partners
      • ·Closely work with the Awards Team  to efficiently monitor and track burn rates, reporting and financial compliance issues

      IV. Monitoring, evaluation and quality assurance

      • Undertake situation analysis of health, nutrition and WASH  issues in the location and establish baseline data for impact monitoring, as well as for use in for new business developments
      • In coordination with and support from relevant MEAL staff, design results based monitoring and evaluation process for projects under supervision
      • Plan and conduct regular field visits and review meetings with government officials  to monitor the implementation of health, nutrition and WASH interventions 
      • Document implementation lessons, best practices and innovations for projects under supervision; and ensure that such information is fed into new business development.
      • Facilitate mid-term, terminal and other review and evaluation of projects through participatory process
      • In coordination with MEAL staff, lead and coordinate the development of TORs and management of tasks, including rapid assessments, formal surveys, evaluations, and documentations, for projects under supervision as required.
      • Facilitates visits for donors, members and others as necessary.

      V. Partner management

      • In coordination and collaboration with the partners team, ensure that proper assessment of financial, procurement, and other relevant operations system are conducted for each partner and issues are identified (for subsequent capacity building and monitoring) 
      • Closely work with partner organizations in the course of project planning and implementation
      • Conduct regular monitoring visits, support partners at the project sites and prepare reports for documentation and follow-up actions.
      • Closely work with partners in the preparation of periodic and project completion reports
      • Support partners in preparing annual and quarterly project budgets and making budget revisions.
      • In consultation with the Partnership Team, assess the capacity of partner organizations and develop capacity building plans to address the gaps; support the implementation of the plan and monitor and document changes.
      • Ensure that all relevant partnership documents are centrally maintained both in hard and electronic copies.

      VI. Representation

      • Representing Save the Children at coordination and cluster meetings, and with local government, donors, UN and other NGOs.
      •  Work in close cooperation with regional, zonal, and Woredas, Health, and water, energy & mines offices in relation to the health, Nutrition and WASH activities.

      Job Requirements

      QUALIFICATIONS AND EXPERIENCE

      • MSc degree  and 7 years and BSc degree and 9 years in  public health, Project management ,Water Engineering  or equivalent
      • Recommended a minimum of 5 years’ experience in a corporate or NGO environment managing  health, nutrition  and WASH  projects,
      • knowledge and understanding of the Ethiopian health , nutrition and WASH  policy and strategies, as well as
      • Experience working with the partners  at national or sub-national levels
      • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
      • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures

      Save the Children in North Eastern Ethiopia working for the past 30 years in humanitarian and development projects and help the needy community. Following the Northern Ethiopia conflict, save the children plan to implement humanitarian projects by funds got from USAID-BHA. The project focus on Nutrition, WASH and Protection thematic and will implement in two Woredas of North Wollo (Gidan and Lasta Woredas).

      Under the guidance and technical support of the case management officer, and CP project officer, case Worker is responsible for working closely with children, community and government stakeholders. S/he is responsible for provision of effective, efficient and quality psychosocial support, reunification and reintegration services for children at risk of or victims of SGBV and other abuse related problems. He works as a case manager, best interest determination panel and other support activities to respond to the children problems. S/he works in establishing/strengthen community based child protection mechanisms to prevent and protect children from abuses and other child protection risks. S/he supports child protection officer in implementing child protection projects at woreda level by engaging community, government and other stakeholders. 

      KEY AREAS OF ACCOUNTABILITY:

      Program Management

      • Lead and facilitate best interest determination (BID) panel to guarantee best interest of the children. 
      • Conduct family tracing and reunification and other children at risk or victims of child abuse and SGBV.  
      • Facilitate multi sectorial linkages at Woreda level to prevent, protect and respond to child protection risks. 
      • Identify, register and refer abused and exploited children for child protection services.
      • Work as a case manager or case management focal person at Woreda level.
      • Promote and improve quality service delivery to fulfil children right based on SCI vision, mission and values.
      • Lead and facilitate psychosocial support for children at risk or victims of HTP and their families.
      • Facilitate placement of children in foster or kinship care arrangements and regularly follow up situations of children,
      • Facilitate and lead the economic empowerment of families and their children.
      • Assists CP Project Officer in overseeing implementation of CP projects.
      •  Support and assist CP Project Officer in establish/strengthen community-based child protection mechanisms to prevent and protect children.
      • Identifies community based child protection mechanisms capacity gaps and participates in building their capacity
      •  Performs other related activities as assigned by his immediate supervisor. 
      • Facilitate and lead community awareness raising and sensitization programs to promote positive values of the society towards children.
      • Facilitate and provide trainings, workshops for community members, and other stakeholders.
      • Assist the CP Project officer in establishing/strengthening referral linkages.
      • Work closely with Lasta and Gidan woreda relevant government offices and community-based child protection structures to provide psychosocial support for children.
      • Assists the CP Project and case management Officer in preparation and compilation of monthly, quarterly, semi-annual and annual reports and for other SCI and donor compliances and requirements.
      • Document best practices of the project activities and share with relevant agencies.

      QUALIFICATIONS AND EXPERIENCE     

      • Degree or diploma in the field of Sociology, Social Work, Psychology, or relevant Social Sciences, Community development, Psychiatric Nurse or equivalent
      • 2 years relevant experience of child protection works, an NGO environment is preferable
      • Previous working experience in child rights programming and child protection
      • Experience in delivering psychosocial support, reunification/reintegration, and case management.   
      • Computer literacy in all the Microsoft office applications, and internet literacy are required
      • Experience in community based child protection mechanisms
      • Good communication skills
      • Fluency in English, writing and speaking.
