Ethiopia Multi-country office (ETMCO) sub-region currently consists of an established Operation Centre in Addis Ababa which manages a portfolio of engagements in four (4) Horn of Africa countries (Ethiopia, Djibouti, Sudan and South Sudan). ETMCO focuses on Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management services across a wide range of sectors including Health, Education, Agriculture, Resilient infrastructure among others.

Project Background
UNOPS has signed a project agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) on selected priorities. This project will be implemented in Addis Ababa, Ethiopia and the overall objective/purpose is to contribute towards the realization of selected strategic priorities of the Health Sector Transformation Plan (HSTP-II) which is more on project management focusing on institutional capacity building, technical assistance etc. UNOPS is selected to manage and implement the project by creating a project management unit (PMU).
This unit will be formed by a group of experts and specialists in the relevant matters that will be in charge of delivering the outputs.
The Finance Officer will report to the UNOPS Project Manager, and will be working day-to-day in close and collaboration with the client institution, particularly the Ethiopian Pharmaceutical Supply Service (EPSS). The PM will also gather feedback from the client to manage and assess the deliverables.
Strategic Initiative:
- Improve Health Financing
Scope of Work/ Objective
The objective of this position is to provide technical assistance support to EPSS finance staff in the implementation of the grants financial management system as per policy and procedure of the Service and donor requirements.
Functional Responsibilities
- Support the application of proper financial management system for donor funds at Addis Ababa, Adama, Mekelle, Dire Dawa, Arba Minch, Jimma, Negele Borena, Semera, Kebri Dahar
- Support the establishment, maintenance and coordination of accounting control procedures, financial database, computer software systems and filing systems
- Standardize procedures and recorded step-by-step tasks for future and end-to-end ERP requirements, reversing a chaotic consolidation process to one of accuracy and quality;
- Prepare accurate and timely financial reports;
- Support in preparing accounts for internal and external audit;
- Liaise with internal and external auditors to complete audits; as well as between the business functions and the technical implementation team.

- Support the timely provision, settlement, and reconciliation of procurement advances
- Support on designing and follow-up implementation of proper internal control procedures to secure resources
- Monitor, analyze and review budget and expenditure, and accounting-related system reports for accuracy and completeness, support in resolving discrepancies
- Support in harmonizing financial reporting system of government and donor funds,
- Support the management of the financial resources from the Global Fund including the grant closure process
- Supervise the input and handling of financial data and report for the company automated financial system
- Support resource mobilization efforts of the EPSS through participating in the development concept notes;
- Participate actively in the implementation of SAP FICO Modules and support of SAP Financials (focus on FICO Controlling – Cost Center Accounting, Profit Center Accounting, Product Costing, Profitability Analysis, Project System, Results Analysis, Unsettled Costs, Month End, Close, Overhead assessment and settlement.)
- Support the design, customize, configure and testing SAP FICO modules, identifying gaps, issues and working around solutions.

- Advanced university degree (Master’s Degree or equivalent) in Accounting, Finance, Business Administration, or a related discipline is desirable.
- Certifications/ professional qualification in CPA, ACCA, CIMA or similar field is an asset
Experience
- A minimum of two (2) years professional relevant work experience working in financial management, financial utilizations of project is required

Project Management Support Officer- Food and Medicine Regulatory System Strengthening, Nutrition (Retainer)

Scope of Work/ Objective
The Project Management Support Officer will provide technical guidance and support to the Ethiopian Food and Drug Authority (Director General Office ) on the implementation of FHRSTP II focusing mainly on objectives and strategic initiatives related to food safety regulation sectors(such as strengthen enforcement action, food product marketing authorisation, etc), matters related to establishment of quality management system in the health regulatory sector, capacity building of regulatory workforce. The Officer will also prepare regulatory tools (such as standards, guidelines, checklists etc )which help for standardization of regulatory requirements and coordination among EFDA main office, branch offices, and regional regulatory bodies; and matters related to CGMP compliance of local food manufacturers.
Functional Responsibilities
- Support the development and implementation of the 3-year EFDA transformation plan (FHRSTP II) and co-develop monitoring and evaluation tools for 3-year transformation plan of the Authority;
- Develop/revise standards, guidelines checklists which help for standardization of regulatory requirements and coordination among EFDA main office, branch offices, and regional regulatory bodies;
- Support the development and revision of tools on food product regulation
- Engage on establishment and implementation EFDA quality management system;
- Support in development of tools and meeting that support cGMP compliance of the local food manufacturers;

Human Resource Officer – Human Resource Development (Retainer)
This unit will be formed by a group of experts and specialists in the relevant matters that will be in charge of delivering the outputs.

Functional Responsibilities
- Support the preparation of a plan of action to undertake the detailed technical support of both health systems & programs based on the respective strategic objectives of Regional Health Bureaus (RHB).
- Support in strategic planning, implementation, monitoring and evaluation.
- Support each case teams/departments of the RHBs in strengthening the health systems i.e. leadership, management and good governance ,HMIS, logistics and supply , human resources management and development and health care financing and effective budget utilization and the health service deliveries of program performances.
- Support the respective Regional management team/committee on a day-to-day basis, providing guidance and building capacity of the Region, zonal and woreda health offices for effective coordination and achievements of the implementation of the annual plan.

- Facilitate integrated supportive supervision with RHB to monitor implementation of different health programs; provide feedback and corrective measures on-site to the Health Bureau, zonal, Woreda and facility.

This officer will also have a catalytic role in achieving the ambitious goals of the health sector strategic plan (HSTP ).
Functional Responsibilities

Project Management Support Officer – Adolescent and Youth Sexual Reproductive Health (Retainer)

The Project Management Support Officer will support and assist the formulation of Adolescent and Youth Sexual Reproductive Health policy and strategy and its implementation at all levels. Functional Responsibilities
- Analyze evidence to determine best practices and provide the subject matter assistance to the MCH Lead Executive Office in Adolescent and Youth Sexual Reproductive Health
- Support the development and implementation of project work plans in collaboration with the program management teams of respective LEOs

The officer will also prepare regulatory tools (such as standards, guidelines, checklists etc. ) which help for standardization of regulatory requirements and coordination among EFDA main office, branch offices, and regional regulatory bodies; and matters related to cGMP compliance of local pharmaceutical manufacturers.
Functional Responsibilities
- Support the development and implementation of the 3-year EFDA transformation plan (FHRSTP II) and co-develop monitoring and evaluation tools for 3-year transformation plan of the Authority;
- Prepare/revise IDP tools (legal document, guidelines, manuals, SOPs, checklists, forms) which help EFDA for attainment of WHO maturity level 3 based on recommendations issued by WHO auditors;
- Participate in conducting EFDA internal audit and management review meeting on progress of CAPA implementation of non conformances identified by WHO auditors;
- Support the development and revision of standards, guidelines checklists which help for standardization of regulatory requirements and coordination among EFDA main office, branch offices, and regional regulatory bodies;
- Analytical support in developing/revising tools which helps medical product marketing authorization and system requirements for upgrading of the electronic regulatory information system;
- Engage in supporting establishment and implementation EFDA quality management system;
- Support the development of tools and meeting that support cGMP compliance of the local pharmaceutical manufacturers;
- Support in preparing protocols, guidelines, checklists for the conduct of inspections and post marketing surveillance of medical products;
- Support the development of tools on combating of antimicrobial resistance and enforcement of rational medicine use
- Engage in strategic and flagship activities of EFDA;
- Coordinate with and facilitate and arrange capacity building interventions in the areas of medicine registration, WHO maturity level, inspection of GMP and GXP inspection of medicine distribution channel, and the overall regulatory system;
- Liaise between EFDA and different stakeholders including National Ethics Committee (MoE) in relation to clinical trial conducted in the country and other agencies in relation to EFDA priority areas stated in the scope of the assignment;
- Other related assignments as given by the Director general Office for operation.

Functional Responsibilities
- Support the development of M&E framework and plan for quality of care and provide technical support for its implementation based on the National Healthcare Quality strategy and other initiatives
- Liaise and engage with stakeholders in monitoring and evaluation of quality of care by supporting the establishment of a national M&E task force under the national technical quality of care technical working group
- Map indicators from current available and reportable indicators with respective data sources that will be used to track quality of care in the learning health facilities

- Support the development of detailed work plans for obtaining the required results of the LEO program in Ethiopia
