Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The GHSC-PSM IT Specialist is responsible to perform a quick-fix measures to resolve IT problems in the server, firewall, router, internet service and troubleshooting activities. He/she will work on office machines, hardware and software maintenance. The IT specialist will also provide field office staff (including those in the regions outside Addis Ababa) with any required on-the-job training on basic usage of the procured systems and software like SharePoint, to ensure all staff are able to utilize the equipment correctly.

Background 

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSCPSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  •  Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global and local collaboration to improve long-term availability of health commodities.

Purpose

The GHSC-PSM IT Specialist is responsible to perform a quick-fix measures to resolve IT problems in the server, firewall, router, internet service and troubleshooting activities. Principal Duties and Responsibilities

  • Troubleshooting the system , office machines and network problems, diagnosing, and solving hardware, software, or network faults.
  • Install and configure and maintenance, office machines, computer hardware, system software (operating systems) and applications.
  •  Provide helpdesk support and resolve problems to the end user’s satisfaction.
  • Manage first level support for IT incident calls and document troubleshooting steps.
  •  Work with IT Manager for higher level support like servers, routers, and switch implementation
  • Update the IT asset management system.
  • Follow up with supplier and make sure IT devices and service are delivered in line with the Chemonics Ethiopia and home office requirements.
  • Responsible for software installation according Chemonics deployment standard.
  • Make sure that anti-virus and windows update are up to date on all workstations.
  • Make sure that IT vendors meet their Service Level Agreement (SLA) for printer, scanner, and copier maintenance.
  •  Work with the IT Manager on preventive maintenance for the data center.
  • Manage a remote support for regional team via SKYPE /LYNC and approved related tools.
  • Provide maintenance and control of software and hardware related to servers, firewalls, switches, desktop computers, laptops, printers, scanners, etc. 
  • Ensure the building is properly wired for back up electricity, power inverters and Battery array etc. 
  • Liaise with IT manager and equipment and service providers to secure and install, configure, and maintain an internet connection appropriate for the office environment, computer hardware and software, including email service, shared file directory, printing, network, and security. 
  •  Monitor server (DNS, DHCP, SQL Server) and traffic, which will help to identify potential problems and subsequently, develop solutions. 
  • Add or remove users and work stations to the domain with IT manager approval.
  •  Administer and maintain the local area network (LAN), including switches, firewall, and Domain Controller as well as document LAN operations. 
  • Administer and manage IT equipment, including inventory management, software versions, updates, licenses, etc. 
  •  Administer and manage a file sharing server with regular backups.
  • Research new IT applications with the objective of optimizing office functions.
  • Establish and implement security policies and procedures (antivirus, routine back-up system, firewall, encryption, etc.)
  • Monitor use of IT systems 
  • Communicate to project personnel on the proper use of IT system and provide training as required. 
  • Provide technical support and training to project personnel on a timely basis.
  • Provide tech support, including assisting with procurement of IT equipment according to Chemonics International and USAID regulations.
  • Liaise with IT manager and Chemonics’ home office in Washington DC to ensure consistency with Chemonics IT-related policies and procedures.
  • Other tasks as required.

Level of Effort and Location

This short-term position will be based in Addis Ababa, Ethiopia, with intermittent travel throughout the program’s target regions as needed.

Supervision

The GHSC-PSM IT Specialist will report directly to the GHSC-PSM IT Manager.

Job Requirements

Job Qualifications

  • Minimum 5 years’ experience in information technology with emphasis on the following –LAN Windows administration (Server 2012/2008R2 and Windows 10/7), User Support, ITL software’s, , Networking, system administration and office 365 tools and experience working with USAID -funded organizations preferred,
  • Practical experience, Firewall and VPN configuration, Exchange, DNS, DHCP, Active Directory, , backups, antivirus, Security policies 
  • CISCO, MCSE or Other certifications/trainings in Information Communication Technology, Trainings on Advanced/specialized computer applications are advantages.
  • Strong communication English skills (oral and written)
  • Ability to work in a team and independently with minimal supervision
